Policy Option Package 118: KIDS Phase III

Package Goal: Seamless and efficient student record sharing statewide to get information in the hands of teachers and educators as soon as possible so all students can achieve their full potential.

Background: The 2005 Legislature approved the KIDS Phase II initiative to develop apilot system for centralizing and standardizing student records and transcripts. The goal was to reduce redundancies and inefficiencies in student record keeping while providing for a more efficient and timely exchange of records when students transfer or enroll at a new school. The end result being improved student performance when teachers have the most updated student data.

The KIDS Phase II pilot is working with four large districts and two education service districts to create a data warehouse solution and is on track for successful completion by spring 2007. For the first time, schools will be able to share accurate electronic student data in a timely fashion. Phase III of the KIDS project will expand this pilot program across the state.

Package Proposal: Phase III of the KIDS project will build on the success of the Phase II pilot and integrate the state’s remaining 190+ school districts into a statewide “data warehouse” for easy and efficient electronic sharing.

Kids Phase III work will include development of an enterprise data dictionary, a new electronic student record format, and a student record exchange application that will be available to all districts, regardless of their size or the information systems they currently have in operation.

Additional Package Benefits: KIDS Phase III will help the Department of Education and local school districts meet the continuing data and record keeping challenges of No Child Left Behind while moving away from a paper based transcript processing system that wastes thousands of hours of staff time. Seamless record keeping will also arm teachers and educators with the tools they need to improve student performance as student records will be available to classroom teachers in a matter of hours rather than weeks.

Statewide Savings and Efficiencies: The Department estimates that Oregon’s school districts will collectively save 10,000 staff hours every year that are devoted solely to paper transcript processing. That’s the equivalent to 5 full-time administrative staff.

Department Performance Measures Impacted: Key Performance Measures #21—Implementation of all Student Information Systems; #22—All student data accessible through data warehouse; #24—Electronic Notification of transcript receipt will be in place.

Budget Request: $8.4 million General fund for the 2007-2009 biennium
