Minutes of the Planning & Development Committee meeting held on

Monday 9th June 2014 at 7.30pm in the Town Council Offices

5. CONFIRMATION OF MINUTES - 29th April 2014

Clarification was sought from Mark Reynolds Manager for the Development Management Department of Bath & North East Somerset Council in respect of his amendment to min. no. 244 of the minutes of 29th April). He has stated that the sentence ‘Planning legislation includes the essential principle that development should pay for the social and physical infrastructure to support and facilitate a development, where existing provision is made to meet the increased demand’be amended further to read:-

‘Planning legislation includes the essential principle that development should pay for the social and physical infrastructure to support and facilitate a development, where existing provision is inadequate to meet the increased demand’.

RESOLVED:

That the minutes of the meeting held on 29th April 2014, with the amendments, be confirmed as a true record and signed by the Chairman.

RESOLVED:

That the minutes of the meeting held on 19th May 2014 be confirmed as a true record and signed by the Chairman.

10. CONSULTATION ON PLANNING APPLICATIONS

10.1 14/01939/FUL - Albert Road (Harriets Yard)

Erection of front cedar wood garden office outbuilding following the removal of existing shed. Support.

10.2 14/01930/FUL – Ashton Way (Ashton Way Car Park)

Erection of a 17.5m high monopole following removal of the existing monopole, installation of an additional radio equipment cabinet and ancillary development works. Support.

10.3 14/02324/FUL – 254 Bath Road

Erection of single storey rear extension. Object – the proposed development is in the Green Belt and goes against the Local Plan.

10.4 14/02042/FUL – 81 St Francis Road

Alterations to roofline to facilitate loft conversion. Object for the following reasons:- The proposed dwelling would by reason of the height of the proposed roofline be out of keeping with the established character and appearance of the street scene. The increase in roof height would create overlooking into the grounds of some properties in Lockingwell Road. The proposed alterations would affect public visual amenity of the Green Belt.

10.5 14/02121/FUL – 17 Vandyck Avenue

Erect a two storey side extension to provide a new garage, hallway and utility room on the ground floor and a bedroom with ensuite on the first floor. Support.

10.6 14/01940/FUL – Wellsway (Keynsham Cricket Grounds)

Replacement of the existing 12m high telecommunications pole structure with a 15m high telecommunications pole structure and the installation of 2 no. radio equipment cabinets. Support.

10.7 14/02186/TCA – 1 Back Lane

Proposed Works to Trees – Group of small trees – remove. Object on the grounds that the diagrams are unclear and that the details provided with the application are inadequate. Also, the Planning and Development Committee are of the opinion that these trees do not need to be felled.

11. PLANNING APPLICATIONS DETERMINED BY B&NES COUNCIL

The applications determined by B&NES Council were received and noted.

12. ITEMS FOR INFORMATION

The items for information were noted.

In respect of items 11.1 the Planning and Development Committee agreed that a letter should be written to B&NES Planning Department in support of Compton

Dando Parish Council’s objection response to the application 14/01379/FUL Rough

ground and buildings, Queen Charlton Lane Queen Charlton – Change of use of land to private gypsy and traveller caravan site (retrospective) (resubmission) of 13/02781/FUL). The Planning and Development Committee also requested that the

following question be asked of the Local Authority’s Planning Department – ‘What is the point of planning and enforcement if the Local Authority Planning Department allow re-submissions on retrospective applications when a final decision has already been made but not enforced’?

13. LIST OF OUTSTANDING PLANNING APPLICATIONS

RESOLVED:

That the information concerning planning applications that had remained undetermined for a period of 8 weeks or longer is received and noted.
