Key Stages 1 and 2 Moderation Appeals Procedure 2017

Local Authorities (LA) are required to have an appeals process for moderation of reading, writing and mathematics in KS1 and writing in KS2 in 2017. Headteachers are responsible for the submission of accurate teacher assessment data which must reflect any changes made as a result of an LA moderation visit.

In Hampshire, we have a clear, established, two stage appeals process.

Stage 1

If following the visit by LA moderators a school has concerns about the judgements made, the headteacher should email Catherine Redgrave(), the LA Lead for Statutory Assessment. Contact should be made as soon as possible after the initial visit, and not more than five working days afterwards. Any appeal must include detail of the reasons for the appeal. A second visit, by members of HIAS, will be arranged on Thursday 22 June or Friday 23 June 2017, depending upon availability of LA personnel. In line with STA guidance, evidence for the appeal can only be based on that viewed during the moderation visit.

Stage 2

In the unlikely event that Stage1 does not successfully address the appeal, the headteacher should express their request for a further appeal to the person undertaking the second visit before they leave the school. They will then request that either copies of the child’s work, or actual books be taken for further consideration. These documents will be passed to a member of the Assessment Team. On Wednesday 28 June 2017, any such work will be taken for moderation to a panel comprising advisers from other LAs. In 2017 this will include Southampton, Portsmouth, West Sussex and Isle of Wight LAs. The outcome of this appeals process will be communicated to the headteacher the same afternoon and any child’s work will be returned to the school as soon as possible after this time. If, after these processes are complete, an appeal cannot be resolved, it may be referred to STA by the LA.

Submission of teacher assessment judgements

Data submissions must include any required changes to teacher assessment as a result of an LA moderation visit. Moderated schools must inform the LA of their intention to amend any teacher assessment levels prior to data submission. The LA will deal with each request on a case by case basis.

The LA will check data submissions prior to submission to the DfE in the case of KS1 and following each school's data submission to the DfE at KS2. Where submitted data varies from the moderated data, the LA will investigate this and, if required, refer the issue to STA maladministration team.
