SUBJECT: Proposed Revision of the Job Specification and Salary Schedule of the Air Pollution Control Officer

Honorable Board:

The attached job description was revised in consultation with the Personnel Department of Kern County in anticipation of the recruitment of a new Air Pollution Control Officer (APCO) later this year. The 1992 job description had the APCO reporting to the Director of the Resource Management Agency and the Board of Supervisors. This language has been replaced so that it now specifies that the APCO reports to and receives direction from the Governing Board of this District.

The description was also expanded and clarified to be more representative of the actual APCO position. One other change was the revision of the requirements for prior experience in an administrative or supervisory position to also allow prior experience in a “senior position with lead responsibilities.” The District does not have supervisor positions, but we do have senior lead positions. To allow the experienced staff of the District to apply for the APCO position, this revision is recommended.

The Kern County salary schedule for the position is 72.1 ($7925-$9679) monthly base salary and there is a proposal before the Kern County Board of Supervisors to increase all Kern County Management personnel base pay by four percent (4%). This raise will soon be heard by the Board of Supervisors and they are expected to grant it. The intent of this raise is to match a raise that was given to most other employees in 2009. This raise would change the salary range of the APCO position from 72.1 to 72.9 on the County’s salary schedule. It is recommended that your Board concur with this action if and when it is approved by the Board of Supervisors. There are sufficient salary savings in the current year budget to fund the raise.

IT IS RECOMMENDED your Board approve revised job specification with salary range of 72.1 ($7925-$9679 monthly base salary); and that your Board concur with the proposed Board of Supervisors action, if taken before the July 12, 2012 Governing Board Meeting, to increase the salary range of the Air Pollution Control Officer to 72.9 ($8248-$10073 monthly base salary).
