CATEGORY / RULE
1)  JURISDICTION / A.  Unless otherwise noted, the current AYSO National Rules and Regulations, Section 8 and FIFA Laws of the Game will be used for this tournament. The following rules are intended specifically for this tournament ONLY!
B.  The Tournament Committee (including: Tournament Director, Assistant Director(s), Field Director, Referee Director and other designated staff) will have jurisdiction over all games played. Disputes will be resolved by the end of the soccer day. Referee judgment calls are NOT subject to dispute or protest!
C.  There is a ZERO tolerance rule for arguing with referees. It is the team coach’s responsibility to communicate this policy with parents and players.
2)  FEES / A.  Entire entry fee must accompany tournament application and will be returned if application is not accepted. Fee must be a check issued from the Region’s account (no personal checks, money orders, credit cards, etc.).
B.  Fees are: $250 for Early Bird – Deadline May 1st
$300 Regular Registration – Final Deadline May 30th
3)  ACCEPTANCE / A.  Applications are due on May 30th, 2017.
B.  Applications will be accepted on a first-come basis, based on completed application (see Team Application Form for criteria). Teams will be notified by email within two business days of the receipt of their applications.
C.  Registration may be limited to the first two (2) teams from a single region for U10 and U12 divisions and one team for U14 divisions. This will help ensure multiple region representation within that division to provide participants the best experience from tournament play. Teams will be selected to fill out divisions on a first come-first served basis, based on the postmark of their entry and the number of teams currently enrolled (to ensure equal opportunity under the tournament rules, every attempt will be made to ensure an even number of entries for each division).
D.  Teams not accepted into the tournament will be offered the opportunity to be placed on a waiting list. If a team chooses not to be on a waiting list, the application and entry fee will be returned within two business days of notification.
E.  The primary form of communication between the Tournament and applying teams will be email and the Tournament website. Teams must designate a Team Contact on their application who has email and Internet access.
F.  Tournament is intended for CORE teams.
4)  REFUNDS / A.  Teams withdrawing 30 days or more before the tournament will be issued a full refund.
B.  Teams withdrawing less than 30 days before the start of the tournament will only be issued a refund if a replacement team can be found.
C.  If the tournament is canceled and cannot be rescheduled a full refund will be issued.
D.  If the tournament is partially completed and then cancelled due to weather or unforeseen circumstances it will be up to the discretion of the tournament director if refunds or partial refunds will be given.
5)  RAINOUT/
CANCELLATION / A.  Should the tournament be rained out on the original date and it will not be rescheduled partial refunds will be sent to the teams.
6)  PLAYERS/TEAMS / A.  Players on participating teams must be properly registered to play in AYSO, during the 2016 Membership Year and have played with their respective region. The player must be registered and have played in either fall or spring programs. The Applicant Teams Regional Commissioner must ensure that all players meet this requirement. Any exceptions must be approved by the Tournament Director prior to registration.
B.  Players can only be rostered on one team in the tournament.
C.  Each player must have a jersey that matches the rest of the team’s players. This jersey should be the team’s house AYSO uniform worn during their region’s season. It must have the AYSO logo and Fox Sports 1 Logo on the front and player's number on the back. Sponsor's names may be present on the jersey per AYSO requirements. Keepers are required to have a shirt that distinguishes them from their teammates. Shorts and socks of like color are required for all players on the team. ALL jerseys MUST have sleeves. All uniforms must comply to AYSO Rules and Regulation and FIFA Laws of the Game.
D.  The team roster must be verified and approved by each player’s Regional Commissioner. Roster changes may be submitted (with the written approval of the Regional Commissioner); however, these changes must be prior to June 8, 2017 MIDNIGHT. There will be no roster changes allowed after June 8, 2017.
E.  eAYSO Team Tournament Roster Report – The eAYSO report of regular house team rosters MUST be included for each player listed on the Tournament Team Roster Form that is on a different regular house team. If the participating region does not use eAYSO, then an equivalent form, as approved by the Tournament Director, may be used
F.  Each Tournament team roster must be comprised of at least 50% of their Regional core house team.
The maximum number of guest players that may be added to the house team, depending on age division, is as follows:
U-14 5 guests
U-12 4 guests
U-10 4 guests
G.  AYSO EXTRA Teams are EXCLUDED!
H.  Exception 1: If a Region is unable to form a complete team from age appropriate eligible players in the Region’s primary program, the Region may, with permission from the Area Director, approach Regional Commissioners from other Regions in their own AYSO Area to seek additional eligible players, which requires each Regional Commissioner involved to sign off on the addendum eAYSO team roster.
I.  Guest Players (players from a different Region from the applying team’s Region) are allowed. However, the Guest Player will be required to have the approval of both the Guest Player’s Regional Commissioner and the Host Team Regional Commissioner (see Guest Player Form).
J.  Coed teams will be accepted; however, they must play in the boys’ divisions only.
K.  To be eligible to participate, all players must meet the birth date criteria outlined in AYSO. All players will be REQUIRED to present proof of age during team check-in. Proof of age must be one of the following items;
i ) official enrollment form for the current season (must be signed by parent or legal guardian)
ii) birth certificate (with official stamp and/or seal)
iii) valid student or state identification card (with photograph)
iv) eayso roster with printed birth date
Players without proper proof of age will not be allowed to participate in the event.
L.  Once the eligibility has been established, a tournament stamp will be applied to each player. This stamp will be required to be shown before each game.
M.  Division U-14 will play 11-v-11, and there will be a roster limit of 17 players per team.
Division U-12 will play 9-v-9, and there will be a roster limit of 14 players per team.
Division U-10 will play 7-v-7, and there will be a roster limit of 12 players per team.
N.  All players must play at least half of each game. Violation of these player rules exposes a team to protest and renders them subject to forfeiture of game and possible disqualification at the discretion of the Tournament Director.
O.  There are openings for eight (8) teams in each U10 and U12 division and up to eight (8) teams in each U14 division. Division sizes may be adjusted based on the number of entries received.
7)  COACHES / A.  Each team is limited to two coaches one Head Coach and one Assistant Coach. These coaches must be the ones listed on the Official Team Roster.
B.  Each Coach must provide their AYSO Identification Number, be a currently registered volunteer, Safe-Haven certified. Coaches must have CDC Concussion Training. The head coach must be AYSO trained at the age-appropriate level and the assistant coach must be AYSO trained to U10. Proof of coach certification and training will be verified by the coach and assistant coach attaching their training record from eAYSO to the roster.
C.  Coaches are expected to set the example for their team in following AYSO Philosophy and Kids Zone practices. Coaches are expected to remain in the technical area during games and only enter the field of play as requested by the referee.
8)  REFEREES / A.  Each team participating in the Kentwood Sizzling Summer Tournament will be required to bring at least 1 referee per team. This referee must at least referee 2 Center and 2 AR for Saturday pool play. For teams returning Sunday the same requirement applies (note Sunday amount of games needs may be able to be reduced depending referee commitments).
B.  Regions with multiple teams can pool their referees together as long as the above amount of games and Center/AR requirements are met. Also note this referee can be from another region than yours. We will make every attempt to prevent volunteers from refereeing a game scheduled at the same time as the team they are associated with or have a child participating in (please note on your entry form if your referees have any children playing and what teams they are playing on).
C.  Referees are preferred to be 18 years old and older; however, school enrolled teen applicants will be reviewed on a case-by case basis. All teams are encouraged to make every attempt to provide additional referees. Please Remember: if we are unable to secure enough volunteers, we will not be able to complete the tournament.
D.  The Kentwood Sizzling Summer Tournament Referee Information Form must be completed, approved by the Region Referee Administrator, and returned with the Team Application.
E.  Remember: the quality of officiating is largely dependent upon the experience and abilities of the referees you provide.
F.  All referees must be an AYSO registered and trained volunteer, be Safe-Haven Certified and have CDC Concussion Training.
G.  Only the diagonal system of control will be used to referee the games.
H.  Recommended Levels for Center Referee:
Referees for U-14 games should be Advanced level or above.
Referees for U-12 games should be Intermediate level or above.
Referees for U-10 games should be Regional or above.
I.  Youth referees (center referees) must be at least 2 years older than the age group they are refereeing.
J.  All referees must be in full uniform as defined by AYSO, including the Referee Badge. Referees not in uniform will not be permitted to referee games.
K.  Referees are expected to check in at the Referee Station at least 30 minutes prior to their assigned game. Failure to appear on time may result in a replacement referee crew being assigned to the field. Once a replacement crew has been assigned, they will have priority and the original crew must report to the Referee station for alternative assignment.
L.  It is preferred coaches and players in the tournament not referee, but depending on referee needs this may be accepted.
M.  Referees will be expected to uphold the tournament rules, AYSO Rules and Regulations and FIFA laws. Any failure of the referee to uphold these rules may be cause for dismissal from the tournament.
9)  FIELDS / A.  All fields will be set up and taken down by the tournament staff.
B.  Trash cans will be provided. Teams will be expected to clean up all trash in their area before leaving.
10) FORMAT / A.  This is a pool-play tournament.
B.  Each age division will be bracketed into playing pools. Each team will play a minimum of 3 preliminary play games within their respective pools. Where there are sufficient teams, divisions will also be separated into multiple competition flights. The top 4 teams (determined by points) from each division will advance to the championship round.
C.  U10 and U12 Divisions that are full will be divided into two 4 team brackets with each team playing each team in its own bracket. Divisions that have more or less than 8 teams will be left as is and a random draw will decide the 3 games of pool play for each team. We will make every attempt to keep teams from the same region from playing each other until championship play.
D.  Each of the teams in the championship round will play two (2) games to determine their ranking from first to fourth. With the first seeded team playing the 4th and the 2nd and 3rd seeded teams playing in the semifinals. With the two winners playing in the championship game and the 2 losers playing in the consolation championship.
E.  Awards will be given to all players on the roster. Medals will be handed out at the completion of final games in each division.
11) CHECK-IN / A.  Teams must check in 60 minutes prior to their first game, and must present Game Cards for as many games as the team will play in the tournament (including medal-round games). The Game Cards must be properly completed with the players listed by first name-last name in jersey number order. The players listed on the game cards must match the approved roster submitted with the team’s application. All players listed on the roster must appear on each game card, even if there is an expectation that one (or more) might miss a scheduled game.
