MEETING WITH RESPECTED COMMISSIONER KVS, NEW DELHI,MOST IMPORTANT POINTS OF DISCUSSION
In response to a request from President AIKVTA, vide letter F. President AIKVTA/01-2012/KVS/001 dtd 02/1/2012, Commissioner KVS granted a meeting to AIKVTA where in the following issues were discussed.
At the outset President AIKVTA thanked the Commissioner for kindly granting the meeting. Then the discussions on various issues were initiated by the President AIKVTA
- Grant of MACPS, latest position-: The Commissioner informed that the MACP issue is under consideration of DOPT and also he informed that it may be resolved in another one month time. He assured that KVS would pursue the matter at appropriate forums in favour of KV teachers. The General Secretary AIKVTA submitted Govt. gazette notification on upgrading the pay scales of teachers where MACPS is not applicable.
- Conversion of CPF to GPF-: The matter will be taken up with the BOG,MHRD again and Commissioner wanted President AIKVTA to provide documents those can be relied on for taking up the issue again. The President AIKVTA assured to resubmit the same and informed that relevant documents were already submitted to KVS in the month of August last with the briefs of demands of AIKVTA.
- Extension of superannuation age to 62 years / Re-employment in the line of provisions in NCT, Delhi Vidyalayas.(Even short term reemployment given to teachers retiring in or after NOVEMBER till end of March after going through the rigors of medical test etc are removed after few days on transfer of regular incumbents) –: The matter will be considered by KVS in the light of NCT Delhi redeployment scheme and KVS wanted President AIKVTA to provide relevant documents pertaining to NCT Delhi orders on redeployment of teachers after superannuation retirement. The president brought to the notice of the Commissioner that the relevant documents were already submitted to KVS and the same will be resubmitted to initiate immediate action on the matter.
- Victimisation of Office Bearers of AIKVTA-:Revocation of suspension orders of Office Bearers in Chennai region (KV Calicut), relief from harassment in Lucknow region and Jabalpur region. (Case of Dr.Hazari Lal, President AIKVTA LR & Vijeyesh Pandey Sr.VP AIKVTA)-: The matter of revocation of suspension of AIKVTA office bearers and members in KV Calicut was taken up by the President AIKVTA vigorously and explained how a simple matter could not be managed by the Asst.Commissioner Mr.Deva Kumar that resulted in suspension of very good teachers. He also submitted the copy of decision of VMC subcommittee on the matter of relocation of cameras installed in the Vidyalaya.
He requested the Commissioner to revoke the suspension of teachers immediately in the interest of School academics and also requested that the KVS incentive award announced for one of the suspended teachers be given to him.
Commissioner KVS acceded to request of AIKVTA to revoke the suspension of five teachers of KV Calicut immediately and also to give the incentive award to the teacher nominated for the same. However he wanted that such happenings should not reoccur. The President AIKVTA assured the Commissioner that AIKVTA would be very careful about nonoccurrence of such happening in future.
The President also brought the matter of victimization of Dr.Hazari Lal President AIKVTA LR and Vijeyesh Pandey SR.VP AIKVTA to the notice of the Commissioner and requested the Commissioner that victimization issues of Office bearers should not be construed as individual cases. The Commissioner also agreed that the issue of victimization of Office bearers can be taken up by the Association and JC(Admn) was directed by the Commissioner to inquire into the matter at the earliest.
- Protection to JCM members from displacement transfers by enhancing the points as has been done for Hard station and LTR cases etc. –: The Commissioner assured that JCM members will not be displaced.
- Any other point with the permission of Respected Commissioner:
The General Secretary raised the issue of HRA to staff of KV Khurdha Road.,CGHS facility to KV teachers.
Redeployment of teachers after retirement (JF Singh of Mumbai Reg) Humiliation of teachers by Inspecting team etc were also taken up by the President AIKVTA.
Commissioner wanted AIKVTA topursue the matters with JC (Adm).
When President AIKVTA explained in details how HRA to the staff of KV Khurda Road have been illegally withheld on the orders of VMC Chairman,Commissioner told that if Quarters are not available for allotment to the staff of KV Khuda Road, then HRA should not be deducted. JC(Adm) requested the President AIKVTA to place full facts on KV Khurda Road issue before him for necessary orders.
Redeployment case of JF Singh of Mumbai region was discussed and JC(Adm) was directed by the Commissioner to look into the matter immediately.
On the matter of CGHS facility, the Commissioner directed the KVS officials to explore the possibility of formulating similar health insurance scheme for KVS employees with some sort of tie up with Private reputed Hospital by which the employees can avail cashless treatment facility.
The matter of grant of Compensatory Leave for Gr.B employees was also raised in the meeting. The Commissioner desired the JC(Adm) to issue fresh circular on the matter.
Similarly the news item regarding increased duty hours for teachers published in some News Papers also came up for discussion. The Commissioner told that as per the provisions contained in RTE act the minimum schooling hours should be 45 hrs per week, but KVS BOG has not discussed the matter yet. The President AIKVTA wanted that the other provisions contained in RTE act like student –teacher ratio, maximum class strength and carry home work load of teachers should also be taken into consideration as and when any discussion is under taken on RTE act.
The letter from DC (Che Reg) regarding nomination of another member in place of Sh.Baburaj, Sr.VP AIKVTA to RJCM of Chennai Region was raised in the meeting and the President AIKVTA handed over Commissioner the orders of Hon’ble High Court of Kerala on the matter ofcontinuation of JCM membership of suspended employee in a case between KVS and KEVINTSA and explained how the stand taken by DC (Che Reg) defies the Court decision inviting obvious consequences. Commissioner wanted the JC(Adm) to look into the matter in the light of Hon’ble High Court orders.
The meeting ended with thanks to the Commissioner.
Besides the Commissioner, KVS was represented by Addl.Commissioner(Adm), Jt.Commissioner(Adm), Astt.Commissioner(Adm), Section Officer (Admn I) and Assistant (Adm).
Besides President and GS AIKVTA, the Secretary Press and Publication Sh.KR Thakur, Secretary PR Sh.RS Sharma, VP Sh.SB Singh and President DR Mr. Dalal attended the meeting.
