MINUTES OF ANNUAL REGIONAL PRINCIPALS’ CONFERENCE

HELD AT KALAMANDIR, KV TIRUMALAGIRI FROM 23-25 JULY 2012

The Annual Regional Principals’ Conference of KVS Hyderabad Region was held in Kalamandir, KV Tirumalagiri from 23-25 July 2012. The Conference was attended by the below mentioned officials and Principals / In-charge Principals of the Region:

The Hon’ble Commissioner, Sri Avinash Dikshit, IDAS, graced the inaugural ceremony of the Regional Principals’ Conference as Chief Guest. The Deputy Commissioner felicitated the Hon’ble Commissioner.

After the Invocation, Lighting of the Lamp & welcome song, the Deputy Commissioner, Sri S.M.Saleem has welcomed the gathering.

He expressed that it is his proud privilege and an act of great honour to welcome our esteemed Commissioner, KVS for this august gathering of Principals of KVS Hyderabad Region. He also welcomed all the Principals, delegates and other invited guests. He extended his profound gratitude to the Principals, teachers, students and also parents for helping this region to achieve 1st position in class XII board result among 18 other regions for the first time in the history of Hyderabad Region. He expressed his happiness to celebrate this occasion in the presence of revered Commissioner who is in our midst at this glorious moment of achievement. He also alerted all the Principals to focus on qualitative result for the year 2013. He gave a brief PPT focussing on achievements of Hyderabad Region. A beautifully choreographed Dance Programme was presented by children of KV Tirumalagiri.

The Hon’ble Commissioner in his key note address congratulated the Deputy Commissioner, Assistant Commissioners, Principals & Teachers for excellent performance in academics. He said that all out efforts has to be made to sustain the position and move towards progressive growth taking the Region to greater heights. He also advised the Principals to treat all the stakeholders with dignity and act as goodwill ambassadors of KVS.

The Commissioner presented trophies to the six Principals of Hyderabad Region for producing 100% results in Class XII for three consecutive years (2010, 2011 & 2012).

Post Tea-break there was an interactive session with the Commissioner & Principals. Principals of new KVs requested to post regular teachers as they are finding it difficult to get contract teachers. Commissioner expressed that deputation of teachers on rotation basis for a short period to be carried on for another one year as Limited Department Exams will be conducted shortly and recruitment process will be taken up soon.

The inaugural session on 23.07.12 was concluded by Vote of thanks by Sri S Sambanna, Assistant Commissioner, KVS, Hyderabad Region.

RAJBASHA

After lunch on 23.07.12, Smt Renuka Sonkar, Hindi Translator, KVS HR discussed on Implementation of Rajbasha and a booklet in this regard has been distributed to all the Principals for follow up on implementation of Rajbasha. The booklet contained detailed directions along with checklist for effective official language implementation in the Vidyalayas.

राजभाषा

दिनांक 23-07-2012 को मध्यान्ह भोजन के उपरांत श्रीमती रेणुका सोनकर, हिन्दी अनुवादक , केंद्रीय विद्यालय संगठन , हैदराबाद संभाग द्वारा राजभाषा नीति के कार्यान्वयन पर चर्चा की गई और राजभाषा पर अनुवर्ती कार्रवाई सुनिश्चित करने के लिए प्राचार्यों को एक पुस्तिका वितरित की गई। पुस्तिका में राजभाषा नीति को प्रभावी ढंग से लागू करने के किए सभी निर्देशों के साथ – साथ जाँच – बिन्दु भी दिए गए हैं ।

FINANCE

This session on Finance has been taken by Sri YSM Reddy, Section Officer, KVS HR and Sri P Vijaya Kumar, Assistant, KVS HR.

The following points were insisted:

·  Pay bills to be prepared in KVS prescribed form CS-14 only (instead of UBI format) to enable it to preserve for 35 years.

·  The Vidyalays to enter the correct IFSC code and Bank account numbers etc of staff in the UBI Salary web portal and Data form, to avoid failures / rejections in uploading of salaries.

·  To settle outstanding audit paras in respect of KVs where large number of Internal Audit / A.G. paras i.e., where 3 paras and above are pending such KVs have to submit replies to the audit section immediately for settlement.

·  Pension papers to be submitted six months in advance.

·  GPF / CPF / KVS EWS final payment applications are to be submitted in advance separately.

The above and other points related to finance were thoroughly discussed as stated below: Many Principals interacted and cleared their doubts in purchase procedure.

01.  PREPARATION OF PAY BILL AND UPLOADING OF PAY BILLS THROUGH UBI WEB PORTAL :

A.  PAY BILLS:

It is observed that the Pay bills are not prepared in form CS 14 KVS format instead only in UBI format. The Vidyalaya has to prepare the Pay bill as per the rules given under articles 108 and 109 of Chapter 10 and in form CS 14 Part III Account forms of KVS Accounts Code. The Pay bill prepared in form CS 14 has to be preserved for a period of 35 years as per norms of Preservation of Account Records given under Annexure to Article 241 of KVS Accounts Code. To that effect a letter has been sent to the Principals of all the Vidyalayas vide lr. No. F.11-22/ 2012-13/KVS (HR)/ A&A dated 05-07-12. Further, it is noticed that copies of pay bills and other establishment bills such as TA/ DA, Medical, LTC, CEA etc., for which payment has been made during the month are not enclosed to the monthly statement.

The Principals were advised to take personal interest to submit the above statements to the Regional Office well within the prescribed time limit, for preparing the pay bill in form CS 14 and UBI format for uploading of salaries and for submission of copies of pay bill and other establishment bills along with monthly statement for the purpose of post audit.

B.  UPLOADING OF PAY BILLS THROUGH UBI WEB PORTAL:

KVS (HQ) has introduced the system of crediting salaries directly to the individual staff account through UBI Web Portal w.e.f. 01.10.2010. Out of 39 Govt. Financed Vidyalayas, staff of 39 KVs are getting their salaries credited directly to their accounts through UBI Web Portal.

Further, Regional Office has issued a letter requesting all Govt. Financed KVs to confirm the salary credited to individual account every month in the prescribed format vide letter No. F.. 1-1/2010-11/KVS(HR)/A&A/, dated 20.10.2010, 01.12.2010 and 05.05.2011. But only one or two vidyalayas are responding and submitting the confirmations. All Principals are requested to confirm the salary directly credited to individual accounts to Regional Office by 2nd or 3rd of every month.

The list of Vidyalayas who have sent the information is placed at Annexure I and the Vidyalayas who have not sent the information is placed at Annexure 2.

The UBI authorities have been requested to insert two columns for DDO No. and PRAN of employees. The Vidyalaya has to upload the above numbers in the respective columns of UBI salary web portal.

It is observed the Vidyalayas are not entering the correct IFC numbers and Bank account numbers in the UBI salary web portal and Data form resulting in failure in uploading of salaries. The Principals are advised to take personal interest to ensure that correct IFC numbers and Bank account numbers are entered both in the UBI salary web portal and data form.

02.  SETTLEMENT OF INTERNAL AND A.G. AUDIT OBJECTIONS:

The outstanding audit paras in respect of Kendriya Vidyalayas of Hyderabad Region of Internal Audit and A.G. Audit as on date is given below. The Principals are advised to take personal interest for early submission of replies to the pending audit paras of both Internal and A.G. Audit in order bring down the number of pending paras to NIL. Circular vide No.5-Gen./ 2012-13/ KVS (HR)/ A&A dated 09-07-12 to that effect letter has been issued to the Principals of all Kendriya Vidyalayas for early settlement of audit paras:

The compliance by the Vidyalayas to the audit paras of Internal Audit Report (s) and A.G. Audit Report (s) has to be submitted to the Regional Office by 15 days from the receipt of the Report. It is observed that the following Vidyalayas have not sent the replies to the audit paras till now:

The Principals are advised to send the compliance reports in time.

03.  SUBMISSION OF SCHOOL FUND/ VIDYALAYA VIKAS NIDHI MONTHLY AND QUARTERLY CONSOLIDATION OF ACCOUNT TO KVS HQRS.:

The Consolidated Monthly Statement of School Fund Account and Vidyalaya Vikas Nidhi Account have to reach the Regional Office by 3rd of the following month for onward transmission of monthly and quarterly consolidation of account by 5th of the following month.

It is observed that the Vidyalayas are not sending the same to Regional Office by the above prescribed time resulting in difficulty for consolidation of the same for onward transmission to KVS, Hqrs.

04.  NEW PENSION SCHEME:

KVS introduced the New Pension Scheme (NPS) for the employees who joined on or after 01.01.2004. Employees joined after 01-01-2004 and up to 31-03-2009 have to apply for PPAN number and thereafter PRAN number. Employees joining after 01-04-2009 have to directly apply for PRAN number. The Vidyalaya has to forward the particulars of such employees to Regional Office, Hyderabad in the prescribed format for allotment of PRAN NUMBER.

After receiving the PPAN number allotted by KVS (HQ), Form S1 along with form N3 has to be forwarded to Regional Office to get registration by CRA FC through NSDL for allotment of PRAN Account Number to the individual. The Form S1 and form N3 has to be downloaded from NSDL Website.

While forwarding the above two forms, Principal and individual should check whether all columns were filled as per instructions. Passport size colour photograph of the employees should be pasted in the appropriate place. All the columns and signatures should be done with BLACK INK PEN ONLY.

On receipt of the PPAN/ PRAN Number the subscription (Own + Employer’s) both should be recovered @ 10% on Pay, Grade Pay and DA. The recovered amount will be taken as Internal Receipt and Schedules should be sent to Regional Office in respect of Govt financed KVs. In respect of Project Vidyalayas the subscription may be remitted to KVS, RO, Hyd. along-with schedules. Employer’s share is also to be taken in to account as income, while computing the Income Tax.
