Sir/Madam,
The Kendriya Vidyalaya Sangathan, a centrally funded Autonomous Body, is a Society registered under Societies’ Registration Act, 1860. The Sangathan administers the Scheme of Kendriya Vidyalayas set up for imparting education to the children of transferable Central Govt. Employees.
2. Sealed competitive quotations from the Registered Firms are invited by the undersigned on behalf of the Kendriya Vidyalaya Sangathan for supply of the items as per the list enclosed.
Where Bureau of Indian standards (BIS) certification marked goods are available in market, goods with those or equivalent marking only shall be offered
3. Bid Price
a. The contract shall be for the supply of the mentioned items to the KVS. The bidder shall quote for items in the format of quotation attached. Corrections, if any, shall be made by crossing out, initialing, dating and rewriting;
b. All duties, taxes and other levies payable by the bidder, shall be included in the total price. However, the tax and duties leviable should be quoted separately.
c. The rates quoted by the bidder shall be fixed for the duration of the contract (and shall be quoted in Indian Rupees only);
d. The prices should be quoted in Indian Rupees only,
e. Each bidder shall submit only one quotation;
f. Telex or Facsimile quotations are not acceptable
g. The bid should be submitted along with EMD for Rs. 5000/- by bank draft in favour of Kendriya Vidyalaya AFS, Makarpura Baroda.
h. The same will be refunded in the event of rejection of quotation. The earnest money will be forfeited in the event of failures of to comply with the contract. In the event of acceptance of the quotation, the earnest money will be adjusted towards Security Deposit performance security which shall be payable @ 10% of the approximate total cost. If the contractor is not agreeable to pay Security Deposit, the reasons thereof should be specified and the undersigned will reserve the right to accept or reject the request. The quotations without Earnest Money will not be accepted.
i. The firm should enclose supporting documents regarding registration of VAT/ST/ITPAN
4. Validity of quotations
The quotation shall remain valid for a period not less than 90 days after the deadline specified for submission of quotations.
5. Evaluation of quotations:
· The Purchaser will evaluate and compare the quotations determined to be substantially responsive, i.e., which are:
a) Properly signed, and
b) Conform to the terms and conditions and specifications.
The evaluation would be done for all the items put together. The items for which no rates have been quoted would be treated as zero and the total amount would be computed accordingly. The bidder who has quoted for partial quantity of any one or more item(s) would be treated as non-responsive. Purchaser will award the contract to the responsive bidder whose total cost for all the items put together is the lowest.
· On acceptance of the quotation, it will become a contract and the contractor shall be bound by the terms and conditions of the quotation. If the contractor fails to supply the article / provide services within the time stipulated in the letter of acceptance by the undersigned, the undersigned shall be at liberty to purchase the article from the market or get the rest of the contract completed by any other person(s) or firm and the difference of price, if any shall be deducted from the earnest money/ security deposit and in case any amount in excess of the security deposit is paid by the undersigned, the contractor shall be liable to pay this amount.
· The quantity of articles indicated in the attached statement may be increased or decreased at the discretion of the undersigned without assigning any reason.
· Prior to the acceptance of the quotation, the undersigned reserves the right to call for samples or demonstration and the contractor shall be liable to supply the samples or give the demonstration free of cost. Supply order will be issued only after confirming the quality rates and other aspects.
· In the event of acceptance of the quotation and placing of the order for purchase, the articles ordered for would be subjected to an inspection by the undersigned or his representatives and are liable to be rejected if the articles supplied are not according to the approved samples or do not confirm to the specifications prescribed.
· The rates quoted by the contractor shall hold good upto 12 months. No amendment in the rate except increase in the rates of Sales Tax/ VAT during the period of execution of the contract will be accepted.
· The samples of the articles for which rates are invited will be called in office and inspected between 10.00 am to 01:00 pm on any working days (except Saturdays and Sundays and Holidays) with prior intimation to firms.
· Alongwith the quotations a copy of Sales Tax Registration / TIN Certificate and Income Tax clearance Certificate is required to be submitted. The quotation of unregistered firm will not be accepted.
· These instructions to tenderers are to be signed by the contractors and returned with the tender.
· The rates should be F.O.R. and should include transportation cost, excise duty, freight any other rates or imposition whatever liable in respect of the supplies fright etc., VAT/Sale Tax at specified rates must be expressly stipulated in the quotation.
6. Award of contract:
(a) The purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest price as per para 5 above;
(b) The bidder whose bid is accepted will be notified of the award of the contract by the Office prior to expiration of the quotation validity period;
c) The Notification of Award to clearly specify any change in the unit price or any other terms and conditions accepted.
(d) Normal commercial warranty/guarantee shall be applicable to the supplied goods;
(e) Payment shall be made within 30 days after the delivery of goods and their acceptance;
(f) Income Tax will be deducted at the time of payment as per Income Tax Act and rules.
(g) Tenderer will have to supply the article within 15 days of the issue of supply order at Ahmedabad/Baroda
(h) Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of the contract.
(i) The successful bidder has to deposit performance security with the Vidyalaya of the amount of Rs 10% of the value of contract in favour of Kendriya Vidyalaya, AFS, Makarpura, Baroda in the form of DD.
7. Last date and time of receipt of quotations:
You are requested to submit the sealed quotations in the Tender Box {in front of Room No. Office))/ send by post super scribed on the envelope as "Quotations for the supply of goods/equipments for the Games & Sports Items”, due on 23/07/12 latest by 1300 hrs.
The quotations shall be opened at 1500 hrs. on the same day. The bidders or their representatives who choose to be present at the time of opening of quotation are invited to do so. (The authorized representatives, who intend to attend the tender opening are to bring with them letters of authority from the corresponding tenderers.
8. In case of any dispute or claim arising as a result of contract under the Sangathan, the Courts at Ahmedabad above shall have the jurisdiction.
