INVITATION FOR EXPRESSIONS OF INTEREST CONSULTANCY SERVICES FOR THE PROPOSED HEADQUARTERS BUILDING FOR THE MINISTRY OF FOREIGN AFFAIRS AND TRADE, NEGARA BRUNEI DARUSSALAM
The Ministry of Foreign Affairs and Trade, Negara Brunei Darussalam is desirous of developing a ministerial headquarters building on a green field site of 50-acres, situated in Mukim Subok. The headquarters building is intended to accommodate the ministerial departments and offices as well as supporting facilities and common amenities.
In this context, the ministry seeks expressions of interest from reputable consultancy firms to be prequalified for the provision of all necessary consultancy services, including but not limited to the following;
. Preparation of conceptual, architectural, interior and landscape design
. Preparation of civil and structural design
. Preparation of mechanical & electrical design
. Preparation of bills of quantities and tender documents
. Provision of project management services and supervisory staff
. Provision of compliant security design and audit services
. Provision of audio visual design; where required.
Obtaining all statutory and regulatory approvals, permits and consents from the relevant authorities for the procurement of the works
Who should register?
Interested local and internationally registered firms are encouraged to form a consortium to provide all the above services, represented by a lead consultant.
All submitting consultants shall be registered QP (Qualified Persons) with valid Professional Indemnity (PI) and have portfolios of completed projects (within the last 3 years), which are similar to the Client’s intent.
To register an EOI and to request for Pre-Qualified Questionnaire (PQQ), interested firms should send an email to with the subject heading: ‘EOI – Request for PQQ Architectural & Consultancy Services Proposal’ on or before the 23rd December 2010, identifying all consortium members and attaching all company profiles, QP certification and other relevant supporting information.
To obtain the PQQ, a non-refundable administration fee of B$500 (Five Hundred Brunei Dollars) is required in the form of a bank draft or cashier’s order made payable to “Government of Brunei Darussalam” and received by the Finance Section of the Ministry of Foreign Affairs and Trade (or Embassy / High Commission of Brunei Darussalam). PQQ will be issued once the payment is received.
Submission of the completed PQQ shall be no later than 2.00 p.m. on Tuesday, 4th January 2011. Late submission shall not be entertained.
