Expression of Interest for Financial Management and Technical Support Consultancy (FMTSC) Services

The Government of Karnataka has received an IDA Credit(Cr.No.5087-IN) for implementing the participatory watershed program (KWDPII) in Bidar, Yadgiri, Chamarajanagara, Gulbarga, Gadag, Koppal, Davanagere districts of Karnataka State. The Project proposes to hire the services of a qualified Chartered Accountant firm for providing Financial Management and Technical Support Consultancy (FMTSC) Services to the Project for a period of five (5) years at WDD covering HO and 7 districts.

The overall objectives of the consultancy services shall be to:

  • Maintain Financial Management system in head office as well district project offices and ensure that all financial management aspects (including necessary financial and accounting aspects) of the Project are satisfactorily handled;
  • Provide the requisite technical support to project financial staff to ensure that the service standards of financial management activities indicated in the Project Financial Management Manual are fully met;
  • Provide training to project financial staff in improved financial management practices and develop their skills for operating the improved computerized project financial management system;

Expressions of Interest (EOIs) are invited from Chartered Accountancy firms with the following qualifications and experience for providing the above services to the Project.

  1. The firm must have an administrative office in Bangalore;
  2. The firm must have been engaged in the profession of Chartered Accountancy for a minimum period of 10 years with not less than two CAs of whom oneshould have been with the firm continuously for not less than five years;
  3. The firm must have provided for at least five years Financial Management & Technical Support Consultancy (FMTSC)services to Central/State Government Departments/Central or State public sector units handling externally assisted Projects as also Central or State sponsored schemes;
  4. Must be able to deploy to the Project one part time CA with at least 10 years of External assisted project work experience and 9full time Accountants with a minimum of 5 years similar work experience. The deployed CAs and accountants should have sound knowledge of Government budgeting, accounting and treasury procedures financial management aspects of externally assisted Projects and audit by C&AG and available for the full duration of the assignment.

Consultant shall be selected by following Quality and Cost Based Selection (QCBS) methodin accordance with the procedures as set out in “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World bank Borrowers – January 2011”. EOIs shall besupported by:

  • Proof of registration with the Institute of Chartered Accountants of India (ICAI) and number of partners/CAs/accountants available with the firm;
  • Financial statements and Copies of Income tax returns for the last five years (2008-09 to 2012-13);
  • Details of experience in providing Financial Management & Technical Support Consultancy(FMTSC)servicesfor various organizations/projects, duly certified by the competent authorities;
  • Availability of CAs and Accountants to be deployed.

EOIs along with the supporting documents should be uploadedon the e-procurement portal on or before 17.00 hours on 24th May, 2014and Shall be opened in the office of undersigned on 06th June, 2014 at 3.00 pm.

The intending consulting firms are required to get themselves registered with the Government of Karnataka e-procurement portal and also obtain the digital signature. They are also required to pay the prescribed processing fee. Detailed procedure for registration, obtaining of digital signature and the stipulated amount of processing fee is available on the e-procurement portal
