STANDING RULES

(Revised April 29, 2017)

The District will comply with the Pilot International Bylaws with the following

Rules further definingprovisions as they apply to this District.

1.Each club in Kansas-Missouri District shall pay dues as follows:

The amount of annual dues per member is determined by the recommendation of the District Administrative Council and the approval of the District body in session. The rate is shown in the approved Annual District Budget.

a.A new member accepting membership in a club shall pay pro-rated District duesbeginning with the month the member enters the club through the remainder of the current club year. The Club Treasurer is responsible for forwarding new member District dues to the District Treasurer in a timely manner, along with appropriate membership forms.

b.Club Treasurers shall pay to the District Treasurer the annual District dues for active members by July 1.

c.Each newly organized club will not be required to pay District dues the Pilot year in which they are chartered. A club chartered after April 1 of the current Pilot year will not be required to pay District dues the following year.

d.District Dues will be waived for (1) Fifty Year Members, (2) current students who are seeking higher education degrees, (3) scholarship recipients, (4) Emeritus Members, and (5) military personnel who are deployed from their home station.

2.District Property:

a.The gong, flags and flagpoles shall be the responsibility of the District Convention Committee.

b.The District pins (Governor, Governor-Elect, Secretary and Treasurer) shall be passed on at the next District Convention.

3.Gifts:

a.The District Treasurer shall be responsible for the purchase of a Past Governor’s pin and/or bars or donations to Pilot International as provided in the District budget.

b.A donation to Pilot International in the amount provided for in the District budget shall be made in the name of and credited to the name of the Executive Committee Representative of Pilot International assigned to the District. The District Treasurer is responsible for ensuring this donation is made.

c.The Treasurer shall be responsible for purchasing a gift withfunds garnered from the clubs for the outgoing District Governor.

4.DistrictCommunications:

  1. The District will maintain a Website. The Webmaster will be appointed by the District Governor. An annual fee for purchase of web time will be provided in the District budget. All clubs will have a page on this website to post their activities and events.
  1. The District roster will be maintained by the District Secretary.
  1. The District will publish a Governor’s Bulletin bi-monthly at a minimum. The District Governor will appoint an editor. Distribution will be to all District members including Club Presidents and Past District Governors. It should also be sent to members of the current Executive Committee, Past International Presidents, and other District Governors. The Governor’s Bulletin will be sent out via email and also be posted on the District Website.

5.Pilot International Convention Expenses:

a. An allowance will be included in the District Budget for the District Governor’s expenses in accordance with the Pilot International policy for the Board of Directors, providing such individual attends the Council of Leaders for District Officers and all business sessions of the convention.

b. An allowance will be included in the District Budget for the District Governor Elect, Treasurer and Secretary’s registration fee, meals, travel and lodging expenses as determined in the budget. If a District officer is unable to attend all sessions of the convention, expenses will be reimbursed for only the portion of the convention they attend.

c. The District PIFF Representative’s registration expense will be paid as provided by the District Budget on the condition that all pertinentmeetings, business sessions and events are attended at the Annual International Convention.

6.District Expenses:

a. Each club in the District will be responsible for sending at least one delegate to the Spring Convention at which the business of the District is performed. If one cannot be found, the registration fee will remain a requirement to meet District expenses for this event.

b. The District budget may include an allowance for registrations at District Conventionfor the Convention Chair, Parliamentarian, District Chaplain, District PIFF Representative and the District Coordinators. The District budget may also include an allowance for registration and travel at the Fall Event for the District PIFF Representative.

c.The District budget will include an allowance for meals, hotel and registration for the ECR for District Convention.

d.The District budget will include an allowance for District Incorporation and Renewal Fees.

e. Following the District Convention Memorial Service, the District Treasurer will send a gift of $10.00 to Pilot International for each member who has died during the past year.

f.AContingency Fund is to be held in reserve for expenses incurred at Pilot International Convention in honor of a Pilot International President from the KS-MO District. Excess revenues from District Conventions will be transferred to the Contingency Fund. The amount of the fund shall not exceed $5,000.

g.Information concerning the District budget shall be disseminated by the Treasurer. Upon approval, it will also be posted on the District Website.

7.District Convention/Fall Event Registration Refunds:

a.A request for a refund of District Convention/Fall Event registrations will be honored if such a request is received by the Registration Chairman/District Treasurer seven (7) days prior to the District Convention/Fall Event, providing funds are available. Written requests will be required. If there is a death or illness in the immediate family, or a business emergency, the seven (7) day notice MAY be waived. A fee shall be charged for District Convention or Fall Event registration cancellations to cover fixed expenses.

8. There shall be an appointed Convention Committee for the KS-MO District that reports to the DAC. The committee will consist of 4 members serving for 2-years of alternating terms to provide consistency. Their duties will include negotiation and selection of space and hotel rooms, food service, and other related needs for District meetings requiring hotel facilities. They will coordinate with the facility during the meeting to insure needs are met. The District Treasurer will serve as the Registration Chair. The District budget may include an allowance for travel as may be necessary to visit and/or secure suitable hotel space.

9.The District may adopt a District project that would benefit a charity at District Convention and/or the Fall Event. The charity will be selected and approved by the DAC. The Governorwill facilitate the project.

10. The Standing Rules may be amended by any District Convention of the KS-MO District of Pilot International by a majority vote of the delegates present provided the proposed amendment has been presented by a Pilot Club or the District Administrative Council, and has been submitted in writing to the District Secretary and to the Governor of the KS-MO District at least sixty (60) days before such convention. A copy of such amendment shall be mailed to the President of each Pilot Club at least thirty (30) days prior to the District Convention.
