Interesting project. Yes, that's the best you'll get, from me or anyone else: %
of municipal budget spent on SWM or % of cost recovered. The estimates you
quoted look about right to me. I do not open attachments and have no-one really
to send them on to, but I suggest one or two other methodologies, for which you
may get help from Cities Alliance or say the City Managers' Assn of Gujarat
(dont know their email) or all India Inst of Local Self-Govt:
Take a typical city's population. Guesstimate its Solid Waste generation (no
city weights it accurately, nor collects it all!). The city will give you its
budget spent on SWM, so you have a fugure of Rs/ton spent for that. This gives
you an approx per-capita cost. Then see the city's average per-capita property
tax collection, and the add-on % of it which is a "Conservancy Cess" (i.e. for
garbage collection and sanitation). The difference will give you a rough idea
of the subsidy, but qualitatively not too good. Of course the poor and homeless
in slums (between 10-25-55 or 60% of a city's population, as city size
increases) pay no official property tax or conservancy cess. This subsidy (for
a service that is often nonexistent for them) will show up in the overall
per-capita estimates.
I am sorry I have neither the time nor expertise to do the intensive digging
(even in my own voluminous files and case responses) required to give you a
better answer. But I am forwarding this to Mr Ramaswamy who has done in-depth
analysis of Bangalore budgets and may be able to help, and Mr Ramesh Ramanathan
who has worked on accounting for Bangalore city. Perhaps PAC may have some
data, or interest in this area if you seek a local project partner.
