CORRESPONDENCE: National Grid – They have initiated a field audit of National Grid’s company owned street lighting assets in the Village of Malone.

NEW BUSINESS:

Lisa Coryea – Animal Cruelty Task Force– Lisa was present tonight to let us know that the Legislators approved this a few months ago on animal cruelty to involve two committees, one would be law enforcement and dog control officers; and a second committee is like an administrative committee on education, fundraising and advertising. There is a meeting set for January 18 at 6:00 PM at the Adult Center.

Barton and Loguidice – Taylor Bottar was present tonight to talk about Change Order No. 10 – Digester Sludge Transfer Pump. The cost of the change order is $51,957.93. Discussion was held. Several questions were asked of Taylor about the plant, the change order, etc. The remaining contingency is $19,769.73. A lengthy discussion followed.

Upon the motion of Trustee Bonner with a second by Trustee Dumas and Trustee Langdon voting yes, and Trustee McKee being opposed the motion was passed for change order No. 10.

DANC – Update on LGRMIF Grant– We received two proposals, one for the scanning from NYSID and one for the GIS Mapping from DANC. The DPW Committee is going to review these proposals. We will continue to get the paperwork ready for the deadline of January 16.

Gorman Building – Update –It looks like they are trying to remove snow and take the fencing down. Angela Sirianni Lucey to follow up.

Vacant Position at Rec Park/Park Use – Discussion was held about possibly using the YMCA as a shared services agreement and they are a not for profit. The other portion of this is we are starting to get requests for the use of the parks. The Insurance Committee along with Cheryl, Village Clerk will check the calendar and make sure all appropriate paperwork is in order until we get someone to manage the park.

Chief Premo – Proposal – Parking Tickets – Chief Premo looked into a new company for the Parking Ticket Program. It is called Complus Data Innovations, they take 14-16% revenue. This would be with the Town Court. It will be a better way of tracking the parking tickets.

Upon the motion of Trustee McKee with a second by Trustee Dumas and unanimously carried to enter into an agreement with Complus Data Innovations.

Zoning Board – Accept Resignation of Board Member – Advertise – Veronica King, Zoning Board Member has resigned her position on the Board effective immediately.

Upon the motion of Trustee Langdon with a second by Trustee Bonner and unanimously carried to accept her resignation.

Upon the motion of Trustee McKee with a second by Trustee Dumas and unanimously carried to advertise for the vacation position.

Resolution No. 1-2018 – Auctions International – Accept Bids

VILLAGE OF MALONE

RESOLUTION NO. 1-2018

AUTHORIZATION TO ACCEPT BIDS WITH AUCTIONS INTERNATIONAL

WHEREAS, Auctions International listed two vehicles for bid on their website for a two week period (12/22/2017 to 1/5/2018); and

WHEREAS, the items were a 2006 Ford Pickup and a 2008 Ford Pickup with a Fisher Plow; and

WHEREAS, we have the right to accept or decline the final price and counter offer; and

WHEREAS, once we accept it the invoicing department at Auctions International will automatically notify the consignors decision and invoicing of bidder will proceed; and

WHEREAS, Auctions International sends us a check for 100% of the proceeds 15 business days after final payment is received for the auction; and

WHEREAS, the bids were as follows:

2006 Ford Pickup - $4800.00

2008 Ford Pickup with Fisher Plow - $7700.00

NOW THEREFORE BE IT RESOLVED: The Village Board of Trustees agrees to accept the two bids.

WHEREAS, Chief Premo reviewed the following list of streets; and

WHEREAS, due to the safety and concerns of our Village Residents as well as vehicles traveling through the Village of Malone and the concern for vehicle congestion no parking zones were established; and

WHEREAS, the Village Board of Trustees feels that a “No Parking” area should be established in the designated areas on the streets indicated below; and

Resolution No. 4-2018 – Armory Associates – Enter into Agreement

RESOLUTION NO. 4-2018

AUTHORIZATION TO ENTER INTO A GASB 45 POST EMPLOYMENT BENEFITS ACTUARIAL SERVICES AGREEMENT

WHEREAS, the Village of Malone must comply with Governmental Accounting Standards Board (GASB) 45 by determining the value of post-employment benefits provided to retired village employees; and

WHEREAS, the cost of the projected health and health liabilities is required to be stated in the Village of Malone’s annual financial statements; and

WHEREAS, for fiscal year ending 5/31/17, the Village will engage the services of Armory Associates to perform a full actuarial valuation, report and disclosures; and

NOW THEREFORE BE IT RESOLVED: The Village Board of Trustees authorizes the Mayor to enter agreement with Armory Associates, LLC to perform a GASB 45 Post Employment Benefits for fiscal year ending 5/31/17 at a cost of $4100.00

TREASURER’S REPORT: Treasurer Lashway handed out the second quarter report as well as the budget to actual.

DPW REPORT: Gerald Fisher thanked everyone for the gift of pizza for the staff. On Lane Street the Jersey Barriers are in place. Working on snow removal. A loader has an oil leak and Franklin County is helping them move it.

POLICE CHIEF: Nothing to report.

NEXT MEETING: January 22, 2018

PUBLIC COMMENTS: None.

EXECUTIVE SESSION: For the purpose of employment matters.

Upon the motion of Trustee Dumas with a second by Trustee McKee and unanimously carried to go into Executive Session for the reason listed above.

Upon the motion of Trustee Bonner with a second by Trustee McKee and unanimously carried to come out of Executive Session.

Upon the motion of Trustee Langdon with a second by Trustee McKee and unanimously carried to go into Regular Session.

Upon the motion of Trustee Bonner with a second by Trustee McKee and unanimously carried to hire an independent medical examiner for one of our police officers.

Upon the motion of Trustee McKee with a second by Trustee Bonner and unanimously carried to go back into Executive Session for contractual reasons (7:30 PM).

Upon the motion of Trustee Bonner with a second by Trustee Langdon and unanimously carried to come out of Executive Session.
