OUR MISSION

EmbeddedinthePONYBaseballmotto,“PROTECTOURNATIONSYOUTH”isaphilosophythatemphasizesgoodsportsmanshipandfairplay.Accordingly,oneofourprimarygoalsat Little Creek American (LCA)istoensurethatanatmosphereofgoodsportsmanshipandfairplayprevailsthroughouttheentireleague.InadditionensuringthateveryadultandchildassociatedwithLCAabidesbythespecificrulesthatgovernourleagueaswellastherulesofPONYBaseball/ASASoftball.Itisimportanttorememberthattheattainmentofexceptionalathleticskillandwinningissecondarytothewelfareandself-esteemofourplayers.Thepurposeofourleagueistogiveasmanychildrenaspossibletheopportunitytoparticipate,learnthegameofbaseball/softball,andfeelgoodabouttheirachievements.Theseareonlygamesforchildrenand not a situation that will put children at risk.

I.ARTICLE I–GOVERNMENT

1.LCAGovernment

A.ThemanagementofthepropertyandaffairsofLCA shall bevestedin aBoardofDirectors.

B.TheBoardofDirectorsshall becomposedof thefollowing officers:

C.Theaforementionedofficers shall be electedat anannualmeetingof theleague.Theelectionshall beheldnolaterthanJune15.A secretballotvotingprocess will do this, with athree-personcommitteetotallyvotes.Thecommitteewill be comprisedoftheleagues VicePresident,CommissionerandSecretary. Thenewlyelectedofficers shall haveatransition periodto learntheresponsibilitiesoftheirassumedpositions.Thedescending officers shallmakeeveryopportunityto provideathoroughpassdownofinformationtotheirsuccessor.ThenewBoard ofDirectors shallassumetheirappointedpositions onAugust15.Theonlyexceptionsshall bethePresidentandTreasurer,whichwill descendafterthe August15deadlinewith the completionof thebaseaudit,butno laterthanNovember 1.

D.The Board of Directorsshall be electedforaterm of one year, afterwhich they are eligible for re-election. An individual mayserve anynumberof terms inapositiononthe Boardof Directors. The exception to this by-lawis the position of Treasurer and Concession Manager.

E.Resignation– ABoard Member may resign at anytime bygiving written noticeto the Board of Directors. One month notice isrequested in orderto find a temporary replacement until an emergency election can be held.

F.Removal–AnyBoardofDirectormaybe removedwithcause, by the Board atanytime.A specialmeetingandvoteof theboard mustbecalledforthatpurpose.A successormaybenominatedandelected bytheBoard atanytime thereof.

G.If a divisionhasmore thaneightteams,twoDirectorsofthatdivisionwillberequiredtoofficiateover that division.

II.ARTICLE II –MEETINGSANDVOTING

1.GeneralMembershipMeetings

A.Themembershipoftheleagueshall holdanannualmeetingonthefirst orsecondSaturdayofJuneatthe LCAfields.Publicnoticeformeetingswillbe throughemailand/orpostedbulletinboardsnot lessthan 14daysprior to thedateofthemeeting.Thepurposeofthemeetingshall bethereading of allfinancialreports, general announcements,andtheelectionofnewofficersfor nextseason[T1].

B.Specialmeetingsoftheleaguemembershipmaybe calledat anytime bythe PresidentorbymajorityvoteoftheBoardofDirectors,uponwrittenrequest totheSecretaryand signedbynotlessthan10membersoftheleague.Thepurposeof themeetingshall bestated andonlymatters sostated shall beactedon. Noticeofdate,locationandtimeof a specialmeetingoftheleaguemembershipshall bemadeknown not lessthanfivedays prior tothedate of themeeting.At eachspecialmeetingoftheleaguemembership,everyeligible memberpresentshall beentitledtovote. There will be noproxyvotingfor anycircumstance. Amajorityvoteshallberequiredforelection of officers andquestionsbrought toavote.

C.Thepresenceof notlessthan10memberseligible to vote,including thecurrentBoardofDirectors, shall constitute a quorum for thetransactionofbusinessatanyspecial or annualmeetingoftheleague.

2.Board of DirectorsMeetings

A.TheBoardofDirectorsshallmeetasdeterminedbythe league Presidentof theleague.NoticeoffutureBoardmeetingswill be given at theendof eachmeeting.

B.A simplemajorityof thecurrentmembers oftheBoardofDirectorsshallconstitute a quorum forvotingon businessbroughtbeforetheBoard.

C.Boardmemberswhocannotattend a regularlyscheduled meetingwillgivepriornotificationtotheSecretary.Boardmemberswho miss two (2)meetingswithoutpriorexcuses(which are limited) canbedismissedfromthe Board.Electedpositions will be filledbyspecial election.If anabsencetakesplace,theboardmember is responsiblefor gettingtheminutes ofthemeeting.

D.Best effortsshall bemadetocirculateminutesofBoardmeetings toallboardmembers aminimumof fivedayspreceding the currentmeeting. Saidminutes shall beapproved at thenextmeetingof theboardafteraforementionedreview andsuggestedchanges,ifany.

III.ARTICLE III –DUTIESOF THE BOARD OF DIRECTORS

1.Duties of the Board

A.TheBoardofDirectorsis responsiblefor themanagementofpropertyandaffairsoftheleague.EveryBoard ofDirectorwill be required toabide bythe RulesofConductdescribedherein.

B.TheBoardmayadoptrulesandregulationsfor the conductofitsmeetingsandthemanagementoftheleague, asit deemsproper.Unlessotherwisespecified, “Roberts Rules ofOrder” shouldgovern the proceedingsof allmeetings.ThePresident or his/herdesignatedrepresentativewill beresponsibleforensuringorderlyfunctioning of themeetings.

C.Allmatters concerning league policywill bedecideduponbyvotefromtheBoard,which shall includebanking procedures.Majorityof thequorumshall decideno motion without afavorablevote.ThePresidenthas novote on Boardactionsexcept in thecaseof atied vote.Ifthisoccurs, he or shewill cast thedecidingvote.

D.It shallbe thedutyofthenewlyelectedBoardofDirectors to review theLCABy-laws. TheBoardofDirectors shallhavepower to make,adopt,alter, amend,andrepeal the LCABy-laws.Revisions shallbeproposed,votedandimplemented byJanuary1.

On thefirstbusinessdayofJanuary, a revisedcopyof theBy-laws must beprovided totheMilitary LiaisonOfficer, whichwill be passedontotheCommanding Officer, Joint Expeditionary Base Little Creek-Fort Story (CO, JEBLC-FS)for approval.

E.Following an annualaudit bytheNavy(must be completed byJuly31) theoutgoing PresidentandTreasurer shall signthefinancial statementinthepresenceoftheincomingPresidentandTreasurer. The incomingPresidentandTreasurer shall signthefinancialstatementwhensatisfactionofdocumentation is proventobeofcorrectnessandlegality.Thefullfinancial reportshall be submittedtotheBoardofDirectorsforapproval atthefirst Boardmeetingin November.Theapprovedfinancialreport will be recordedas asupplementtothegeneral membershipmeetingminutes.

F.TheBoardshallhave the power to createnewBoard positions.

G.TheBoardmayappointinterim Boardmembers as necessarytofillpositionswhenelectedBoardmembers areabsentfor extendedperiods.

H.Special Committeesmaybe appointedbythePresidentfor such specialpurposes asdeemednecessary.Special committeeswillreport totheBoardofDirectors. Committeedutiesandresponsibilitiesare tobeoutlined in writingat thetimeoftheappointmentandsuchcommitteesshallbedissolved atthe“annualmeeting”following appointment,butmaybe re-appointedatany timefollowing the annualmeeting.

I.Boardmembersshall have theauthorityto demandandenforcetheremovalfromtheplaying field or areassurrounding thefieldanypersonwhose actionsare inviolation of thegeneralrulesofconductoutlined inthePonyRules,LCA By-laws, or JEBLC-FS Memorandum ofAgreement.

J.TheBoardshall have the power byquorummajorityvotetodiscipline,suspend orbanfromtheleagueanyBoardmember,committeemember,manager,coach,umpire,player or anyother personwhose conduct isconsidereddetrimentalto thebest interestoftheleague.If, intheopinionoftheBoardanoffensive action or conduct isofsuch naturetowarrantremoval,thepersonin questionwill be advisedofsuchaction bywrittennotice.Written noticewill be delivered fivedaysprior to thescheduledmeetingoftheBoard,andhe/sheshall bepermittedtobepresentandheard.

Boardmembersshall have theauthorityto cancelanygame(s)prior tocommencement:duetosafety,inclementweatheror adverseconditions.Ifthedecisionto terminategame(s)is elected, itis the responsibilityof thedecidingpersontocontacttheDirectorfor therelateddivision(s), CommissionerandPresident.Afterthegamecommencesumpiresshallhave sole responsibility ongamecancellations (pursuanttocurrentPonyRules andRegulations).

K.TheBoardshall receive a Treasurer’sreportat allregularlyscheduledmeetings.This reportshall include,butnotbelimitedtoup-to-datebalance,debts,billspaidandamountsreceivedfrom activitiesauthorizedbythe BoardofDirectors.

L.TheBoardshall decide upon allmatters pertaining to thefinancial stateofthe leagueandshall place all incomeintotheleaguetreasury. Allmonetarytransactionsconductedonbehalfof LCA shall have a minimumoftwoleagueofficersavailable as witnesses. Thesetransactionsmustbedocumentedwith theofficer’ssignaturesassuringthat aproperpaper trailexistsfor allmoneytransactions.

M.LCA shallmaintainpermanentfiles of all activitiesperformedforconductingleaguebusiness.Thesefilesshall be kept inasecurelocationon LCAproperty.Originaldocumentsmustbecontained inthesefiles. Allrecords mustbeavailablefor reviewwithin 30daysofthetransactiondate. Aturnoverbinderbyeachofficer will be storedalongwith thefundamentalpaperwork.

IV.ARTICLE IV–DUTIES OF BOARD MEMBERS

  1. President
  2. Is responsiblefor the operations of theLCAPonyleague.
  3. Shall schedule and chairall Boardandgeneral meetings.
  4. Shall coordinate theactivities ofthe league.
  5. Serve as a member of the ProtestCommittee.
  6. Establish committeesandappoint committeechairpersons tocarryoutnecessarytaskswhen needed.
  7. Shall be bondedfor aminimum of $10,000.
  8. Shall assist in the preparationofthe closingfinancial statementat thebeginning and endofeach term inoffice.
  9. Shall approveall regular andtournament play, including practiceschedules
  10. Represents the leagueat all Zonemeetings.
  11. Shall have theauthorityto suspendanymanager, coach, parent orplayerfrom further game(s)participationpending a specialmeetingoftheBoard.
  12. Receives all mail andother communicationsaddressed to the league’spostofficebox.
  13. Shall be an ex-officiomember of all committees.
  14. Shall sign checks.
  15. Shall present a budget and report to the membership the findings of JEBLC-FS’s audit.
  16. Shall notify the umpire’s association of cancelled and rescheduled games.
  17. Is responsible for briefing the Board and the league on all rules, regulations and policies.
  18. Shall be responsible to verify all legal documents pertaining to tournaments and tournament teams.
  19. Outgoing and incoming President shall work together, to address and correct any audit findings deemed necessary.
  20. Shall provide a copy of all insurance policies to the Military Liaison Officer to be presented to the base CO, JEBLC-FS.

2.VicePresident

A.Assume thedutiesof President in hisor her absence.

B.Shall preside at allmeetings andsign checksin the absence of thePresident.

C.Be responsiblefor andhaving aclose workingrelationshipwith all actionsconductedbythe MilitaryLiaison Officer.

D.Develops coverage of LCA baseball. Responsiblefornews mediacoverage;TV,radioarea newspaperand the league website; andassistin other areasas necessary.

E.Director ofleagueFundraisingandSponsorship(s).

3.MilitaryLiaison Officer (MLO)

A.Is an active duty Chief PettyOfficer (E-7) orabove nominatedbytheleague andappointedbythe CO, JEBLC-FS.

B.Shall be responsiblefor keeping theVicePresidentandBoard of Directorsadvisedof thedesires,requirements, plansand policiesfromtheCO, JEBLC-FS concerning theoperationsofthe league.

C.Shall be responsiblefor keeping the CO, JEBLC-FSinformedoftheplans,activities, and conditions of all facilitieswithin theleague.

D.Shall obtainacopyofthe LeaseAgreement to present to theBoard.

E.Is responsiblefor turningin vehicle information totheSecurityOfficeforonbaseaccess.

4.Commissioner of BaseballOperations

A.Shall attend the teamselection processwith respective jurisdictionensuringequitable distributionofplaying talent inaccordance with theguidelines establishedelsewhere.

B.Serve as a member of the ProtestCommittee.

C.Attendasmanygamesas possible andbethe primarysubstituteforthedivision Director who isunable to attend particular games.

D.Work with the Directors to arrangefor managers andcoaches clinics.

E.Monitor the performance of theDirectors in executingtheir responsibilities.

F.Work with the Directors on all schedules (practice, regular and tournamentgames). Submit completed schedulestothe President.

G.Coordinate with theDirectors and mangers to ensureeach team hasapracticefield assignedat leastoncea week.

H.Shall conduct meetings with the Directors and/or Managers as deemedappropriate.

I.Shall sign and verifylegal documents pertainingto tournaments andtournament teams;furthermore,having the President verifyallcorrespondence pertainingto saiddocuments.

J.Shall work with thePlayer Agents andDirectors to oversee Draftandtournament teamselections, ensuring that the league’s By-laws arefollowed.

K.Shall improve theleagues relationship with correlating leagues,bymeansofcreatingacurrent contact list.

L.Shall be bondedfor aminimum of $10,000.

5.Division Director(s)

A.Is responsiblefor settingan exampleandenforcingagood sportsmanshipattitude; including the conduct of themanagers, coaches,players andparents.

B.Responsible tokeep accuraterecordings of all teamswins, losses, tiesand runs scored.Willhave thesestandings postedonwebsite everySunday.

C.Ensuresthat all team managers and coaches are informed of the datesforregistrations, try-outs, attends the drafts, etc.

Supervises theconduct of all team managersand coaches ensuringthatthey abide by andconform to the league’s rules and regulations.

D.Ensure that all issuedequipment isbeing collected and returned to the EquipmentCoordinator.

E.Notify thePresident and Commissioner ofcanceled ball games inatimelymanner.

F.Performallfunctionsnecessaryto assure successful operationofeachteamin your Division.

6.Directorof PonyElite

A.Responsible for maintaining accuraterecordings of all teamswins, losses, ties.Will post these standings on the LCAwebsite everySundayduringplay.

B.Ensuresthat all team managers and coaches are informed of the datesforregistrations, try-outs,drafts,etc.andattendsthedraft.

C.Supervises theconduct of all team managersand coaches,ensuringthattheyabide byandconform to LCAleague rules and regulations.

D.Instructsall team managers on therules andobjectives of theleague,within theirage group.

E.Is responsible for settingan exampleandenforcingagood sportsmanshipattitude; including the conduct of themanagers, coaches,players andparents.

F.Ensurethat all issuedequipment isbeing collectedand returnedtotheEquipment Coordinator.

G.Notifythe umpireassociation ofcanceled games.

7.Secretary/ Communications Director

A.Maintainall league records.

B.Records theminutes and presentsthem to the Board and/orCommissionerfor approval prior to distribution. Minutes of themeetingshouldbe readduringthefollowing meeting.Throughoutthe season,minutes will be postedunder theBoard Members tabonthewebsiteforthebenefitofallmembers.

C.Maintainsfileswith thenames,addresses,positions and phonenumbersofall Boardmembers.

D.In conjunction with the Player Agents shall maintain an updated file of all managers, coaches and adult league members.

E.Is responsiblefor league correspondence asneededbytheBoard.

F.The LCASecretaryshall maintainanoriginal copyofthe By-laws andupdate as changes aremade.After each change is made,the secretaryshall providean updated copyto the President andpostonthewebsite. Acopywill also be providedtothe MilitaryLiaison Officer to bepresented to CO, JEBLC-FS.

G.The Secretaryshall maintainan inventoryof all officeandelectronicequipment.This recordshould include value,methodof acquisition(donationor purchase), and source of acquisitions retirement date, type,name brand,maintenance records and serialnumbers.

H.Coordinates between theBoardand area newspapers. Responsible for drafting leaguenewsletters and provides assistance as necessary with the leaguewebsite.

8.Treasurer

  1. Assume andberesponsibleforall leaguefunds.
  2. Developtheannualoperatingbudget.
  3. Disbursesleaguefunds asdirectedbythePresidentand/or BoardofDirectors.
  4. Reports the statusofleaguefundsat regular meetings and posts towebsite or bulletinboards.
  5. Maintains leaguefinancial reports inanapproved manner.
  6. Shall be directly responsible to the PresidentandBoardof Directors forleaguefinancial records.
  7. Shall honoror obligate the leagueonlyfor anydebts approved bytheBoardor specified inwritingbythe President.
  8. Ensuresthat receipts and signatures areobtainedfor all cashtransactions.

  1. Signs checksfor regular leaguebills and reimbursementsthat have beenapprovedbythe Presidentand/orVice President.
  2. Shall be bondedfor aminimum of $10,000.
  3. Shall be responsiblefor obtainingbondsfor the President, Vice President,Treasurer and Secretary, subject toapprovalbythe Board.
  4. Shall be responsiblefor coordinatingthe collection of baddebts.
  5. Shall coordinate with the Presidenttodevelop a budgetfor operatingexpensesfor the upcoming seasonandsubmit it to the Boardfor approvalannuallyin December.
  6. Treasurer shall submittheannual report within 90days of theend of thefiscal year to the LCAPresident (asinformation),LCA Secretary(to befiledinpermanentfile),and LCAMilitaryLiaison Officer(for thepurposeofa year-endauditto beperformedandto bepresentedtotheCO, JEBLC-FS.
  7. Shall be responsiblefor insuringcompletionof anannualtaxreturn.

9.PlayerAgent–LowerDivisions:Shetland,Pinto, Mustang SoftballPlayerAgent–UpperDivisions: Bronco, Pony, Colt & Palomino

  1. Supervise all aspectsofplayer registrationwith the Commissioner.
  2. Shallmaintain an up-to-datelistofnames,addresses,and phone numbers for allmanagers, coaches, andplayers.
  3. Providealist of all players to attend tryoutsto theCommissionerandrespectiveDirector of eachdivision.
  4. Conduct aplayer selection draft,maintaina player pool, andassignnewplayers fromtheplayer pool in accordance with the article thatdealswithteamselection. Each Player Agent is responsiblefor the distributionof datesand location of the draft.
  5. Must carefullysafeguard the confidentiallyof theplayer pool list,ensuringthattheorderor number ofrequestsforplayers are not disclosed tomanagers. Player pool applications will be stamped with thedate and timeincluding thereceiptof payment attached.
  6. Ensuresall birthrecords and eligibilityofplayers ismaintained atalltimes.
  7. Serve as a member of the ProtestCommittee.

10. Equipment Coordinator

  1. Be responsiblefor theprocurement, upkeepand custodyofall playingequipment.
  2. Shall issueequipmentand instructionsfor itspropermaintenanceatthebeginning ofthe season.
  3. Shall ensureeachmanager signs forallequipment received,andshallconduct periodic inventories and make repairsas neededthroughouttheseason.
  4. Shall recall and inventoryall equipmentatthe end of seasonand reportinventoryto theCommissioner andBoardof Directors.
  5. Shall acceptbidsandact uponequipment purchases with theapproval ofthe President;nonetheless, keep within the budget approved by theBoard.
  6. Ensurethat a systemexists to have baseballsavailableforeachgame.
  7. Shall repairall serviceableequipmentandreport the condition of useableequipmentafter completingan inventory.
  8. Provide the estimated inventoryrequiredfor theupcoming season and submit a reportto theBoardprior tothecommencement offallball.
  9. Shall developa budgetfor equipment purchases and submitit to theTreasurerfor inclusion in theleague’sbudget.

11. Uniform & TrophyCoordinator

  1. Shall issueuniformsand instructionsfor theirpropermaintenance twoweeks prior to the beginning of each season (spring and fall).
  2. Shall ensuremanagers sign for alluniforms received.
  3. Shall acceptbidsandact uponanyuniformpurchases with the approval ofthe President, within the budget approved bythe BoardofDirectors.
  4. Shall report the condition of useableuniformsafteran inventoryhasbeencompleted.This reportwill be submitted in writingand reported to theBoardprior to fall ball.
  5. Shall developa budgetfor uniformpurchasesand submit it to theTreasurerfor inclusion in theleague’sbudget.
  6. Shall issuetournamentuniforms uponreceiptofpaymentfor theexpenseofteam hat, and t-shirt;furthermore,collectingafee of $60 for A teams and $30 for B teams tofacilitate the cost of LCA tournament teamuniforms.Tournamentteamcostsincludeshirt, hat and the rest helps with tournament fees.
  7. Shall research, order, pickup, and distribute with Team Mom coordinator, LCA Trophies for season and tournament play for Shetland, Pinto, Mustang, and Bronco.

12. Concession Coordinator

A.Shallmanage andbe in charge of theday-to-dayoperations of the concession stands.

B.Ensuresall rules and regulationsare upheldas approved bytheBoard ofDirectors.

C.Complies withall JEBLC-FS health standards.

D.Shall developa budgetfor purchasesand submit it to the Boardprior tospringball.

E.Shall be responsiblefor safeguarding cash and dailydeposits, which will be turned into theTreasurer.

F.Shall developa menu.

G.Hours of operation will begin with thefirst regularlyscheduled gameand remain open until the completion of the fourth inning of regularly scheduled games.

H.The ConcessionCoordinator shall maintain an inventoryofall concessionstandequipment.Thisrecord should includevalue, acquisition date,and method of acquisition (donation or purchase), source of acquisition, retirement date, type, name brand, maintenance records and serial numbers.

13. Director of Fundraising

A.Establishafundraisingcommitteeasneeded.

B.Shall be responsiblefor all fundraising activities.

C.Shall be responsibleforcoordinatingOpening Dayactivities.

D.Shall be responsiblefor coordinatingteam pictures.

14. Player and Coach Development Coordinator

A.Coordinate skills clinics for players and coaches as needed.

B.Provideintroductorytrainingclinics for newcoaches orfor coachesbeing referredfor this trainingby CommissionerandDivisionDirector.

C.Shallmaintain record ofmanagers’ certifications.

D.Shall be responsiblefor ensuringtheproper trainingofthe Jr. Umpires inthe Jr. UmpireProgramis being carriedout.

15. Buildings and Ground Coordinator

A.Be responsiblefor themaintenanceof all buildings andall playing fields.

B.Be responsible for the maintenanceof all groundsequipment.

C.Shall trainteammanagers onthe proper care of theballfields anduse ofequipment tomaintainthe playing fields.

16. Team Mom Coordinator

A.Thisposition is the “ombudsman” for the league representingaliaisonbetween the individualteam mom; respective Division Directors andthe Board of Directors.

B.Additionally,this position is responsiblefor:

Team trophies. Help Uniform / Trophy coordinator distribute trophiesfor Shetland,Pinto, Mustang,andBronco.

Team Photos.SecurePhotographerforspringpictures. Create schedulefor team photos with Division Directors. Distribute all photos.

Team Mom Liaison, Disseminate TeamMom Responsibilities.

C.Organize andchairTeam Mom meetings in spring; email listofresponsibilities in earlyfall.

V.ARTICLE V–REGISTRATION

  1. Little CreekAmericanBaseball andSoftball is a,PONY(PROTECTOURNATIONS YOUTH),organization that providesbaseball andsoftballfor playersofagesconsistentwithNational PONYBaseballandSoftball Guidelines. LCAdoesnotlimit participants in its leaguebased ondisabilityandis anon-discriminatoryorganization,which prohibitsactionsagainstanindividualorleaguebasedonrace,sex,creed,religionornationalorigin.
  1. A playing member, who is 18yearsofagewill be lookeduponas anadult,andas such,maysign thenecessaryregistration formsandmedicalreleasestatements ontheirownbehalfwhensigningupfor Palomino and Thoroughbred baseball andshallbeconsidered dulyregistered uponpayment of theregistration fee.

VI.ARTICLE VI–LEAGUEINSURANCEANDJEBLC RULES

1.Leagueinsuranceprovidessupplementalcoverage toprotect allplayingmembersandvolunteerpersonnelifanaccident is reportedwithin120daysoftheinjury.

2.The LCABy-lawsforall agegroupsshall be submittedtothe CO, JEBLC-FS, via the MLO orPresidentprior tothecurrentplaying season (60daysin advance).

3.LCA will uphold all termsoutlined in theJEBLC-FSMemorandum ofAgreement.

VII.ARTICLE VII–MANAGERSANDCOACHES

1.Anyonewhowishes tomanagean LCAteamin anyagegroupshallvolunteerbysubmittinganapplicationtotheBoard of Directors.

2.All managerswillbe REQUIRED to completethePONYCoaching course orshowproofofequivalentcoaching course. Itis recommendedthatmanagersand coachesattendadditionalbaseball skillsand/ or continuetoeducatethemselvesthroughlearning resources.Coaches/assistantsarealsoencouragedtotakethesecourses.

3.Returning managersandcoacheswho are in“goodstanding”,shallreturn totheirpreviousspringyearseasonteam andhavepriorityoverincoming – “newly applyingmanagers”.TheDirectorassigns managers todivisionteams. Returning teams/ returning playersapproved,managersare set inplace.

4.If there aremoremanagers than teams,a discussionwithexistingmanagerson trying to work together is recommended.However,iftheycannotagreeonworkingtogether, aninterview with thedivisionDirector,CommissionerandPresidentwill be conductedandtheseboard memberswill makefinalselection(s).

5.Managersapproved bytheBoard,who arenewto LCAor aspecificagegroup, shallbeassignedbytheBoardbasedonhistorywith LCA, or byqualificationsandrecommendationsofotherLCA members.

6.Prior to thestartofeachseason,all managers andcoachesmustsign theLCA Coaching Contract.This contractconsistsofaBill ofRightsfor youngathletesanda Codeof Ethicsfor coaches.Byaffixing his/her signature to thecontract, managersandcoachesare acknowledging thattheyhaveread,understandandwill do theirbesttofulfill thepromisescontained inthecontract.

7.Managers shallbe responsiblefor theconductoftheircoaches,players andparents, and their guestsonandaroundtheplaying and practicefields.Managers arerequired thefirstdayof practice todiscussthefundamentalsofsportsmanshipwithplayers and parents. Additionally,themanagershallinstruct thecoaches,players and parentsontheproactiveways to reducetherisk ofinjuries.

8.Inorder to save onumpirefees,forfeituresof anyscheduledgamesmustbereported tothePresident or Commissionerassoonas the situation isrecognized.Themanager ofanyteam thatforfeitstwo games shallbe calledbeforeaspecialmeetingoftheBoardto explainwhytheforfeituresoccurred.If in theopinionoftheBoardtheforfeituresareunjustified,theBoardmaycallfor theresignationoftheoffending manager.

9.An officialscorekeeperwill be theresponsibilityofthehometeam. Theymustensurethatteamscorekeepersrecordthepropergamestatistics.

10.ManagersofHOMEteams shall beresponsiblefor thepreparationof theplaying field beforegames;nonetheless,visiting teamsareencouraged toassist.ManagersofVISITINGteams shallberesponsibleforfield repairsfollowing the game (hometeamisalso encouraged toassist). Fieldrepairsincludefilling holesandleveling fieldaroundallbasesandpitching moundtopreventerosionandpuddles.It is theresponsibilityofBOTHHOMEANDVISITINGteam managers to canvasandremove trash fromthefields,dugoutsandsurroundingarea aftereach game.Aftereachgame,trash cansmustbeemptiedandtherestroomscheckedforcleanlinessandworkingorder. Field lightsandscoreboardsmustbeturnedoffatendof thedaysplay.In case of INCLEMENTWEATHER-ALLmanagers,coaches,availableteamparentsare neededtopreparefields.

11.TheManagersmustnotifythe applicableDirector,EquipmentCoordinatorand/or BuildingsandGroundCoordinatorofanyequipmentrepairsor majorfieldrepairs thatare required.

VIII.ARTICLE VIII– CODEOF CONDUCT

A prerequisitetogoodsportsmanshiprequires onetounderstandhis/her ownprejudicesthatmaybecomeafactor inhis/herbehavior.Thetrue valueofcompetition reliesuponeveryoneexhibitingbehavior,which is arepresentativeof a soundvaluebase.A properperspective mustbemaintainediftheeducationalvalues areto berealized.Yourbehaviorinfluencesotherswhetheryou areawareofitor not. Be a positiverepresentativefor yourleague,team andfamily.
