Joint CDI/SIRE NEW 5th Edition HVPQ Announcement

Following close cooperation between CDI and SIRE, we are pleased to advise that the process of developing the new 5th Edition “Harmonised Vessel Particular Questionnaire” (HVPQ5) is now completed. This is a complete new 5th edition of the HVPQ which has combined questions where appropriate, removed questions that poised no risk and ensured an enhanced user friendly version.

All HVPQ users are therefore advised of the following forthcoming launch process of the new 5th Edition of the HVPQ and the transition process and schedule for changing over from HVPQ4 to HVPQ5

1.  CDI HVPQ Transition Process

Monday 3rd of March:

·  CDI will release the 5th edition of the HVPQ5 (Version 1.1.07) as a PDF document to all the ship operators and chemical company participants of CDI Marine and it will be available to download on the CDI web site.

·  CDI will also make available a pdf version of the changes between the HPVQ4 and HVPQ5 on their web site www.cdim.org

Monday 31st of March:

The CDI Marine database will shut down for system maintenance for an estimated 4 hours at 18:00 (GMT+1) to allow the implementation of the new HVPQ5 (and conversion of all the current HVPQ4 reports in the CDI database into HVPQ5).

Tuesday 1st of April:

·  From this date the CDI Marine database will only show HVPQ5 reports (e.g. all HVPQ4 reports in the CDI database will have been converted to the HVPQ5 version)

·  The new CDI Marine Ship Operator HVPQ 5 software will be available for download, installation and usage.

·  From this date ship operators will be able to submit (and download) the HVPQ5 reports with the new ship operatorHVPQ5 software into the CDI database.

·  Ship operators still have the choice to submit HVPQ4 reports with the old CDI software for a tentative period of at least 6 months into the CDI database, (However, Ship Operators should note that if this is submitted to CDI in HVPQ4 format once uploaded it will be automatically converted to HVPQ5 on the CDI Marine database).

·  However, ship operators will be unable to download HVPQ4 reports from the CDI Marine database anymore after the 1st April as the CDI database will only support HVPQ5 report from this date.

2.  SIRE HVPQ Transition Process

The SIRE system will migrate to the new HVPQ5 on the 1st April.

Tuesday 1st April

The SIRE system will accept the new HVPQ5 format from this date. Users will be able to convert online their current HVPQ4’s to HVPQ5’s, but we encourage all Operators to take this opportunity to review their HVPQ’s to ensure they are up to date. It will still be possible to submit and process HVPQ4’s for some months which will give Operators of large fleets the ability to migrate over the transition period, but please read NOTE1 below, a date will be issued by both organisations where HVPQ4’s will no longer be able to be submitted . OCIMF encourages all of its Operators to transition as soon as possible.

NOTE 1: Completion of HVPQ4-5 Transition Period

The transition period during the change over from HVPQ4 to HVPQ5 will be closely monitored by CDI and SIRE. A period of at least 6 months will be allowed for the transition. However, following a review of the transition, which will be undertaken on the 1st August 2014, an announcement will be made of the scheduled due date when submissions of HVPQ4 will no longer be possible into the CDI and/or SIRE databases

NOTE 2: HVPQ5 Export/Import

·  After the 1st April Ship Operators will be able to import the HVPQ5 from the CDI ISIS-XI system into the new CDI Ship Operator HVPQ5 client software. The CDI Ship Operator client software will offer the functionality to export the HVPQ5 into the common XML format.

·  The SIRE database will offer the same functionality to import this HVPQ5 XML export file into their database.

·  This process will continue to work both ways such that a HVPQ5 can be exported in XML format from the OCIMF system and imported into the CDI ISIS-XI system (via the CDI Ship Operator HVPQ5 client software), enabling the Ship Operator to maintain his HVPQ5 on both systems with ease.
