JOB VACANCIES FOR USAID -LOCAL ENTERPRISE SUPPORTPROJECT

The USAID Jordan Local Enterprise Support Project (LENS) is a five-year project, implemented by FHI 360 that supports small business growth and better economic planning to strengthen Jordanian communities against economic adversity. USAID LENS brings local governments, business owners and key community groups to collaborate together on initiatives that will boost economic development and create jobs in their communities. These initiatives will be focused on supporting the growth of micro and small enterprises (MSEs) and inclusive of women, youth and other vulnerable groups.The following position isrequired:

Economic Specialist

The Economic Specialist with the technical manager supervision,will be responsible for developing and managingproject operations related tothe promotion ofMSEcompetitiveness. Specific sectors are currently being identified, but may include tourism, food processing, small-scale manufacturing, construction/home repairs, and transportation services.

1.Tasks

Illustrative tasks are listed below, but work will largely depend on the day-to-day needs of the project team. In coordination with the project component leads, home office technical advisor, and Project Director:

(a)Project start up
Coordinate and provide support on start-up deliverables including workplan design, and research and analysis required for workplan inputs.
Support the hiring of staff and consultants.
Support the Project Director and Component leads with a range of tasks relevant to start-up activities.
Other tasks as directed.
(b)MSE Support Component
Facilitatethedesignof sector-specificinterventions.
Develop detailedscopes of work for activities in each sector, including work plans,budgets, and results indicators.
Directly managingsector-focused activities, including oversight ofexperts/consultants hired to carry out activities.
Conduct originalresearch thatcontributes to the project'sknowledge management agenda.
Support in the mapping of MSE business activities in Jordan on a national and governorate level and in identifying potential and existing MSEs for upgrading.
Support for the MSE grants component, including grant mechanics and processes,as well as sectors and governorates to work in and the method of field assistance.
Provide technical support in the development of strategic relationships with business and trade associations and other key stakeholders.
Provide technical assistance and entrepreneurial skills to selected MSEs.
Carry out various studies in the area of assessing economic potential and opportunities for newbusinesses; need of financial services to the entrepreneurs; market and value chains linkages.
Promote economic benefits of strengthening the MSE sector through the creation of a better policy environment to encourage and facilitate the transition of informal MSEs to the formal sector.
Facilitate technical and entrepreneurial skill training for MSEs with emphasis to women, youth and marginalized groups.
Assist Component Lead and technical advisors in day to day activities including budgeting, planning and design and execution of activity plans.
Assist in developing the KPIs to measure and monitor the successful implementation of activities and progress of MSEs.

Maintain partnerships with internal and external stakeholders on project matters.

Contribute to the communication, reporting and monitoring responsibilities including progress reports for the funder and other program deliverables as required.

Contribute to economic analysis and assessments as relevant.

Other tasks as directed.

Qualifications:

Bachelor’s degree or higher in relevant fieldand at least5 years of professional experience.

Successful candidates will ideallyhave a combination of work experience in the sector, eitheron the private sector side (preferred)or in a project, program or organization that has successfully supported that sector.

Excellent communication skills.

High level of fluency in Arabic & English (reading, writing and speaking).

Must be a strong self-starter

Willingness to travel into the field extensively.
