JOB TITLE:Single Investment Fund (SIF) Programme Manager

GRADE:SCP 41- 43

PAY RANGE:£43,790 – 46,456

PRIMARY PURPOSE OF THE JOB:To programme manage the Strategic Investment Fund (SIF), providing programme coordination and assurance to investment decisions and subsequent delivery of projects.

MAIN AREAS OF RESPONSIBILITY:

To programme manage the Strategic Investment Fund, working in close collaboration with the Combined Authority’s Commercial Development and Investment team (the Investment Team), plus related stakeholders.

To monitor the performance of the StrategicInvestment Fund and to maintain materials that present this performance in a digestible way.

To collate and maintain the full list of projects (pipeline and approved, internal and external) that comprise the programme of work.

To provide a platform for the smooth operation of the Strategic Investment Fund by planning project submissions and documentation with the Investment Team and Democratic Services.

To identify and correct breaches or potential breaches in the Combined Authority’s assurance framework in relation to the SIF.

To coordinate, with input from the Investment Team and the Legal team, independent appraisal of business cases seeking funding from the SIF, including procurement of external expertise such as economic appraisal and financial due diligence.

To work with the Investment Team and provide assurance of the quality of the appraisal report, and to provide recommendations to governance forums (SIF investment panel and CA board / delegates of CA board).

To support the Investment Team in the drafting of project legal documentation by contributing assurance focused elements.

To identify the need for change requests for SIF projects and to work with other functions in the change control process.

Opportunistically to identify opportunities to improve SIF investment, execution, monitoring and reporting processes.

To coordinate the collation of progress reports for SIF projects covering progress, risks, issues, financial spend and work with the other functions to prepare strategic level reports.

Line Management

Provide oversight and direction to Portfolio Team, holding regular one-to-ones with direct reports ensuring that feedback is providing in a constructive way

The successful candidate will be a professional, self-motivated individual with good experience of administrative support work, especially in government or EU funded projects

CRITERIA / KNOWLEDGE AND SKILLS / METHODS OF ASSESSMENT
Experience / Experience of project management lifecycles, processes, controls and techniques for infrastructure projects (essential) and ICT projects and change programmes (desirable)
Experience of performance management and developing appropriate KPIs and data collation and verification techniques (essential)
Understanding of risk management techniques and (essential);
Demonstrable experience of managing public sector funded projects and programmes (essential)
Experience of HMT Green Book Business Case model and undertaking business case appraisals (essential)
Experience of working with central government (desirable)
