Job Title: Sheffield Lakeland Landscape Partnership Manager

OVERALL PURPOSE

To work to the Sheffield Lakeland Landscape Partnership, to deliver the Development Phase of our application to the Heritage Lottery Fund and in particular the Landscape Character Action Plan.

MAIN RESPONSIBILITIES:

·  Co-ordinate and support the Landscape Partnership Steering Group, Key Delivery Partners and the wider partnership.

·  Co-ordinate and deliver the Landscape Character Action Plan, on time and within budget, ensuring it meets the needs of the both the partners and the Heritage Lottery Fund.

·  Co-ordinate, develop and submit the Partnership’s Stage 2 application, with Supporting Documents, to the Heritage Lottery Fund, in accordance with their requirements.

·  Project manage the Development Phase, ensuring all key milestones are met and partners are fully engaged.

·  Manage the Development Phase budget, adhering to the Trust’s financial procedures and ensuring all cash, in kind and volunteer contributions are secured and evidenced in accordance with the Heritage Lottery Fund requirements

·  Line manage the Consultation & Engagement Officer and the Finance & Admin Support Officer in line with the Trust’s policies and procedures. Co-ordinate their work alongside that of external consultants to ensure resources are used efficiently and effectively.

·  Ensure services are procured appropriately and in accordance with the Trust’s and Heritage Lottery Fund rules.

·  Oversee and co-ordinate a number of consultants and ensure they deliver the required outputs on budget and on time.

·  Ensure all Heritage Lottery Claims are submitted accurately and on time, with additional documentation and evidence provided as required.

·  Seek additional funds for the Delivery Phase as outlined in the Stage 1 application. Work with the Trust’s Fundraising team as required.

·  Work with the CEO and the Head of Conservation & Land Management to ensure the Steering Group is an effective and positive governance structure. Finalise the Partnership Agreement and Terms of Reference.

·  Work with the Head of Conservation & Land Management and Marketing & Communications Manager to ensure publicity meet the requirements of the Trust, partners and the Heritage Lottery Fund

·  Support volunteers to assist with the development of the Landscape Character Action Plan

General Duties

·  Work to and promote the Trust’s Charitable Objectives, Strategy, policies and procedures, including the Trust’s culture statement

·  Undertake any other duties as required by the CEO that are commensurate with the skills and responsibilities of this post

·  Where appropriate, promote membership of the Trust

·  Present a professional image of the Trust at all times

ABOUT SHEFFIELD LAKELAND LANDSCAPE PARTNERSHIP

Sheffield and Rotherham Wildlife Trust has been granted initial approval¹ for a £2.8m Heritage Lottery Fund (HLF) grant to set up a special ‘Landscape Partnership’ aimed at protecting and improving the city’s unique ‘Sheffield Lakeland’ area.

The project, part of HLF’s Landscape Partnership (LP) programme, will deliver an exciting programme of activities across an area that stretches from Langsett to Redmires and from the edge of Sheffield city to the moorland slopes of the Peak District National Park – an area referred to as Sheffield Lakeland in the 1950s.

Organisations such as Yorkshire Water, Sheffield City Council and Bradfield Parish Council, as well as community groups, residents, farmers and land owners, have already expressed their support for the project and will form part of the steering group.

Activities planned include: managing woodlands, heaths and grasslands to benefit people and wildlife; improving footpaths and access for all across the area; finding ways to naturally improve drinking water and reduce flood risk in the city; repairing drystone walls; celebrating local heritage, music and history; offering farm visits, school and family activities, strolls for older people; as well providing volunteering and training opportunities in heritage conservation. There are also plans for a community grant scheme to fund small projects that help to look after and share local heritage with others.

¹ HLF’s Landscape Partnership (LP) programme operates a two-stage grant approval process. Today’s announcement means that money has been set aside by the Heritage Lottery Fund (HLF) for the scheme. The applicant initially receives development funding, then progresses to the second round and submits a further, fully-developed application to secure the full award. This early level of strong financial commitment means that Landscape Partnership projects can move forward with the assurance that funding for their scheme is in place provided that their final proposals fully meet the programme's criteria.


DETAILS OF EMPLOYMENT

Salary: £27,305 per annum, full time (Programme Manager) – we aim to offer an annual cost of living rise from April each year. This salary will be reviewed at the end of the Development Phase.

Pension: Entry to the Trust's stakeholder pension scheme is available immediately, with an entitlement to a 1% employer’s contribution from 3-6 months, and then an entitlement to a 9% employer's contribution after successful completion of a 6-month probationary period.

Working Hours: The working week for this post is 37.5hrs, exclusive of lunch breaks. The post will involve some evening work for which time off in lieu can be taken. Flexi-time does not apply although informal arrangements can be made at the Chief Executive’s discretion.

Location: The post will be based at Victoria Hall, Stafford Road, Sheffield S22SF but is likely to require remote working at locations within the Sheffield Lakeland area.

Probationary Period: All new employees are required to undertake a period of probation for 6 months, in which they will be expected to establish their suitability for the post.

Annual Leave: 20 days holiday, plus 3 days to be taken between Christmas and New Year, plus bank holidays. Staff will also receive a holiday bonus of 1 day per year for the first five years of full time service up to a maximum of 25 days per year.

Length of Contract: For the duration of the Development Phase and the Delivery Phase (estimated to end June 2023), subject to successful stage 2 submission and funding.

Transport provision: Trust staff are required to use public transport wherever practical. (Please read SRWT environmental policy for further guidance). However the post holder will have use of a pool of Trust vehicles when needed.

PERSON SPECIFICATION

EXPERIENCE

Essential:

·  At least 5 years relevant experience of landscape scale conservation development and project management.

·  Experience of developing and managing complex partnership projects and working with senior officers in a variety of organisations

·  Experience of managing a complex partnership budget of a similar scale (the budget will be £3-4mln over the life of the project)

·  Experience of staff management

·  Experience of working with consultants, procurement and contract management

·  Experience of, and a commitment to, heritage conservation advocacy and delivery.

Desirable

·  Experience of successfully developing a Stage 2 Landscape Partnership submission

KNOWLEDGE/QUALIFICATIONS

Essential:

·  Degree/equivalent qualification in conservation or related discipline and a relevant postgraduate qualification

·  Excellent understanding of nature conservation, ecology and land management issues,

·  Good knowledge of at least two of the following: landscape character, woodland management, archaeology, rights of way, outreach, access and engagement, wildlife and species protection.

·  Good understanding of partnership working and the different agencies involved.

·  Good working knowledge of contract processes, method statements, H&S procedures etc

Desirable

·  Excellent understanding of natural heritage in north west Sheffield

·  Ability to organise and prioritise your own workload effectively and that of others.
