Job Title: Project Worker,Tenancy Protection Service

Reports to: TPS Assistant Manager, Dublin.

Main purpose of the job

  • To work with those at risk of becoming homeless and homeless personsto solve their housing crisis
  • To assess the suitability of referring a case to the Assistant Manager for referral to the DSP (Department of Social Protection) under ITSP (Interim Tenancy Sustainment Protocol)
  • To assist in carrying out reviews on approved ITSP cases on a rolling 26 week basis for people using protocol
  • To work as part of a team, to provide an efficient and effective advice and advocacy service to clients who contact the Threshold TPS with their housing problems with an emphasis on helping people to help themselves
  • To contribute to the overall development of Threshold as an agency working to address the underlying causes of housing problems and homelessness

Principle Duties

  • Provide a high quality and effectiveinformation, advisory and advocacy service to clients of Threshold’s Tenancy Protection Service by phone, by email and in person by appointment
  • Tocontribute towards covering the out of hours emergency service which is done on a rota basis for which time off in lieu (TOIL) is given
  • Where appropriate, undertake follow-up work on behalf of clients including mediation, negotiation and advocacy work with landlords, letting agents and statutory organizations including DSP Representatives and Council officials
  • Explore with and advise clients on all available options and help them choose a course of action including referring disputes to the Residential Tenancies Board
  • Support clients in taking action themselves
  • Accurately record details of clients and the actions taken on their behalf on the Threshold Database
  • Maintain accurate client paper files in accordance with relevant policies and procedures
  • Support Threshold clients to take cases to the RTB or to make appeals to Social Welfare Appeals Office or to Local Authorities and where appropriate provide representation
  • Make appropriate referrals to other agencies and to work collaboratively with staff from other voluntary and statutory groups. To include tenancy sustainment service / Post settlement workers
  • To manage a case load, ensuring that all work carried out in a timely manner and that all file and paperwork is kept up to date
  • Represent clients at Residential Tenancies Board dispute hearings where appropriate and resources permitting

Other Duties

  • Keep up-to-date with relevant legislation, policies and practice as well as other information resources and technology.
  • To contribute to Threshold’s research and lobbying function; particularly by identifying queries which may have wider policy implications
  • To attend support/supervision, case conferences, training sessions and staff meetings
  • To share in administrative and domestic tasks (including updating information, filing, carrying out research and inputting data)
  • To support in the administration and running of fund-raising ventures.
  • To represent Threshold at meetings where necessary
  • To undertake outreach work where necessary
  • Deliver training and give presentations to other groups and agencies
  • To keep up-to-date and comply with all Threshold policies and procedure
  • Provide reports on work undertaken to the TPS Assistant Manager
  • To report to the TPS Assistant Manager and undertake other tasks which they may assign from time to time.

Main Terms and Conditions

Salary:TBC

Hours:The position is full time (35 hours per week) during our opening hours of Monday-Friday 9.00am-5.00pm.

The position also requires covering the emergency out of hour’s phone service. (Where work is undertaken outside of these hours you will be entitled to time off in lieu)

Holidays:The annual leave entitlement is 25 days plus bank holidays and additional discretionary days at Christmas.

Probation:Six months.

Contract:This is a permanent position subject to continued funding.
