2. Job Purpose

Supports the Head of NCF (the Forum) to perform and deliver the National Confidential Forum’s statutory functions and duties as described in the Victims and Witnesses (Scotland) Act 2014.

Manages, implements and monitors the National Confidential Forum’s strategic/project plan, ensuring that inputs, activities, key milestones outputs and outcomes are initiated and delivered within budget and to time.

Initiates and coordinates dialogue and knowledge exchange with external stakeholders at national level aimed at maximising the potential impact of the National Confidential Forum’s work, including the report to be presented to the Scottish Government.

3. Dimensions
The NCF was established by the Scottish Government to listen to and acknowledge the experiences of adults who were in institutional care in Scotland as children and to make recommendations about policy and practice which it considers will improve care in future.
The NCF is established as a committee of the Mental Welfare Commission (MWC)and is based in Glasgow.
The post-holder supports the Head of NCF who is responsible for the NCF and its functions.
The post-holder will liaise with the Mental Welfare Commission (MWC) on corporate and general arrangements as required, including on records management and data handling, Finance, HR, IT and procurement.
Currently, there are 6 team members within the NCF: the Head of NCF; 2 publicly appointed Forum Members, 2 NCF Support Staff and the post-holder.
The post-holder will line manage 2 Support Staff.
4. Key Result Areas
Project Management & Governance
Performs the project manager role for a national project, managing and initiating all elements of the project cycle to achieve NCF’s objectives (including formulating and implementing plans, identifying potential risks, project monitoring, evaluation and reporting).
Implements activities required to deliver the business plan, including the final report and resources these appropriately, within budget and on time.
Produces NCF activity reports against Business Plans and prepares associated management papers for the Head of NCF, Forum Meetings and Board Meetings.
Assists in the production of accurate and timely Annual Reports.
Prepares business cases and issues papers for Senior Management consideration.
Supports and facilitates team working, collaboration and cohesion.
Undertakes all aspects of people management with line management responsibilities for 2 staff - ensuring staff are motivated and properly equipped to meet project demands.
Conducts business activities, ensuring the Forum complies fully with corporate governance standards and relevant MWC policies and procedures including HR, Finance, IT, Office Services, Records Management and Data Handling.
Ensures that effective, plans, systems and procedures are in place for project closure.
Undertakes and coordinates project closure functions and activities in liaison with Head of NCF and Head of Corporate Services, MWC. Activities will include assets
disposal/transfer, office closure/handover, records transfer, contract end management and the production of timely status reports.
Communication & Knowledge Exchange
Coordinates and implements the Forum’s communication and engagement strategy and activities to raise awareness among stakeholders, actively promoting participation in the Forum.
Develops and maintains the Forum’s website and other social media channels to ensure it is informative and engaging and that it fully presents in a meaningful way the work and progress of the project to stakeholders and members of the public.
Operations
Supports the Head of NCF to manage the overall delivery of the NCF’s statutory functions.
Works with Police Scotland to manage disclosures according to agreed protocols.
Responsible for managing and organising operations, maintaining strict adherence to confidentiality protocols and data handling regulations.
5. Planning & Organising
The post-holder is responsible for planning, organising and executing their workload, subject to guidance provided by the Head of NCF.
The post-holder is expected to carefully plan and prioritise the tasks allocated to other NCF staff.

6. Internal and External Relationships

Internal

Head of NCF Head and Forum Members – the post-holder will liaise routinely with the Head of NCF and Forum Members as appropriate.

MWC Corporate Services Staff - the post-holder will liaise with MWC Corporate Services staff for shared service activities such as data handling, records management, Finance, HR and procurement.

NCF End Reportand Delivery Group - the post-holder will work with the End Report Facilitator to arrange and support Delivery Group meetings and will play an important and active part in ERADG discussions.

Liaison Group – the post-holder will organise regular NCF/MWC Liaison Group meetings.

MWC Board - the post-holder will provide regular status reports to the Board.

External

Scottish Government - the post-holder will communicate as necessary with the Survivor Support Policy Team (Scottish Government Sponsor Department).

Scottish Child Abuse Inquiry- the post-holder will maintain an effective relationship with the SCAI, establishing clarity about respective roles for stakeholders.

Future Pathways – the post-holder will have regular dialogue with Future Pathways, strengthening and routinely updating NCF’s signposting function.

Independent Care Review – the post-holder will maintain contact with the Review, establishing clarity about roles for stakeholders.

Police Scotland – the post-holder will initiate contact with the police and respond to any requests from them in accordance with relevant Protocols and in consultation with the Head of NCF and Forum Members as appropriate.

Independent Advice and Guidance – the post-holder will maintain regular contact to monitor the uptake of the A&G service by participants.

Forum’s Communication Agencies- the post-holder will work with respective agencies to plan, develop and service campaigns, PR, events and publications.

7. Most Challenging Aspects of the Job
Managing a national project in a sensitive field.
Supporting people who may be distressed or angry from experiences of early adversity or abuse to share their testimony.
Managing and supporting a small team through change while delivering on overall outcomes within a limited timeframe.

8. Skills/Qualifications & Experience

Educated to degree level or equivalent; proven project cycle management experience; sound analytical skills; demonstrable experience in managing effective stakeholder communications campaigns; excellent influencing and communication skills; effective team management experience; excellent interpersonal skills able to work sensitivity with complex matters and diverse client groups.
