CARE International in Uganda seeks to recruit highly motivated and qualified development professionals with genuine commitment to roll out and implement the Women and Youth empowerment program (WAY) in partnership with UNFPAto fill up the following positions on a long term contract arrangement;

  1. GBV and Sexual reproductive health Officers (4positions) Location: Arua or Gulu.

JOB SUMMARY

The Gender and Sexual reproductive health officerwill be a self-driven team player with innovative skills in implementing Sexual reproductive health rights approaches and ensure that the Minimal Initial Service Package (MISP) for RH, is integrated into the SRH/health activities. The MISP includes; prevention of maternal and newborn mortality and morbidity through provision of clean delivery kits, referrals to existing quality emergency obstetric care (EmOC) services and family planning services, HIV/AIDS prevention activities, prevention and management of sexual violence, and planning for comprehensive SRH services. S/he will lead or support assessments, strategy development, project design, project management and implementation, training, and coordinating groups such as the health cluster, RH working group, and GBV working groups. He/She will be responsible for developing, implementing and analysing health assessments, develop and implement workplansamong refugee and host communities. S/he will facilitate and conduct information, Education, and Communication (IEC) sessions and develop context friendly learning materials on access to GBV and SRH services. S/he is responsible for writing and documenting case stories of lessons learnt, especially on transformed male youth entrepreneurs, supported by the project.He/she will work closely with the Initiative Manager and SRH specialistin implementing the SRH and GBV components of the WAY programin the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo.

Job and Person Specification (requirements)

  • Bachelor’s degree in public health, nursing or medical field, Sexual Reproductive Health Rights (SRH&R), Social Science, Social Work, Public Health or any other related field, or relevant Post graduate qualification.Advanced knowledge and at least five years of prove practical experience technically supporting gender transformative approaches. Managerial Experience and skills in effectively supervising technical specialists and managing performance for success in technical support teams with a focus on gender transformative approaches.At least 5 years of hands on professional experience in community development work (including working with institutions, understanding their culture, breaking taboos in conversations, ability to discuss sensitive topics such as masculinity and sexuality in a sensitive but direct way) with experience implementing gender transformative programs a must. Knowledge and strong skills in M&E, report writing and documentation.
  1. Male Engage Officers (4 positions) Location: Arua or Gulu.

JOB SUMMARY

The Male Engage officer will be a self-driven team player with innovative skills in implementing role model men transformative approaches. S/he will be responsible for training and guiding the youth volunteers and other selected community leaders to change their perception and attitude towards positive masculinity and women. S/he will facilitate and conduct information, Education, and Communication (IEC) sessions and develop context friendly learning materials within the community especially youth and their leaders. The men engage officer will work closely with the primary and secondary school clubs, VSLA groups, farmer groups, Village health workers, Refugee volunteersand youth groups to promote behavioural change using the theatre for development approach and other recreational tools. He/She will ensure coordinated planning and preparation of weekly, monthly and quarterly partner work plans and reports on field activities are properly drafted and timely submitted to the Initiative Manager. S/he is responsible for writing and documenting case stories of lessons learnt, especially on transformed male youth entrepreneurs, supported by the project. He/She will work closely with the Initiative Managerin implementing the Male engage components of the WAY programin the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo.

  1. Adolescent and Youth Sexual Reproductive Health & Gender based violence coordinator(1 position) Location: Arua or Gulu.

JOB SUMMARY

The Adolescent and Youth sexual reproductive health and gender based violence coordinator will be a self-driven team player with innovative skills in building staff competencies in standardising CARE’s AY SRHR implementation tools and guidelines/strategies; developing technical competencies of staff and partners on AY SRHR and GBV to support program implementation. He/She will be responsible for networking/linking the project/organisation to national and international AY SRH/ GBV alliances feeding into the programme’s advocacy plans; support in the development of ASRH/GBV tools that will support the project team and partners implement the project using a gender transformative approach. Supervise the rolling out of the primary and secondary school clubs SRH/GBV program. Engage primary and secondary school teachers, communities, traditional and religious institutions to change cultural norms and practices around ASRH/ GBV. Raise awareness and lead the promotion of Uganda’s national policy on GBV prevention, anti-alcohol abuse, GBV referral mechanism and facilitate access to SRH & GBV services. He/She will work closely with the Initiative Managerin implementing the adolescent and youth reproductive health and GBV components of the WAY programin the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo.

JOB SUMMARY

The Male Engage specialistwill be a dynamic team player with strong technical skills in understanding the power relations between men and women, gender transformation, masculinities and engaging men. He/She will be responsible for leading the strategic development, rolling out of male engage models and approaches. Co-ordinating the development and implementation of the Engaging men and boys initiative ( EMBi)in the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo. including: desk research; seeking feedback from MenEngage partners; developing, pilot testing and finalising the Male action groups (MAGs) training curriculum; identifying and recruiting resource persons in conjunction with partners; developing partnerships to support the MAGs ; supporting the participant recruitment process; co-ordinating logistics for the MAGsshared learning sessions; supporting follow-up processes and mentorship; oversee the development of a MAG monitoring telephone application. Providing feedback to colleagues on MenEngage Uganda country network work plans, budgets, progress reports and other related documents. Supporting local MenEngage and boysmeetings, such as community and district consultative events with partner organisations. JOB SUMMARY

The Agri Business Coordinatorwill be a dynamic team player with strong technical skills in Climate SMART agriculture, market infrastructure and access, supply side and demand side constraints subsistence farmers face, the gender intersection with agriculture, food insecurity and land ownership and farmer field business schools. He/She will be responsible for leading the strategic development, and mainstreaming of gender in the agricultural component of the WAY program. This entails conducting gender analysis of the farmer groups and village savings and loan associations (VSLAs) in the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo.He/She will be familiar with the development and humanitarian nexus and a passion for economic empowerment of women, promoting gender equality and diversity, engaging men and boys and curbing gender based violence. He/she will have strong mobilisation, networking and relationship building skills and familiar with working in various partnership frameworks at local Government and National levels. The Agri business coordinator willprovide technical oversight in all capacity development interventions, needs assessment, mentorship and support supervision of the farmer groups. The position is based in Arua or Gulu. The Key Responsibilities for the position is to lead the design and roll out of the engendering of the agricultural elements of the WAY program, first and foremost. Provide advisory support and guidance to the initiative manager and the rest of the team. Roll out the Gender-Sensitive Livelihood Security approach, gender integration in farmer empowerment processes, build capacities of farmer groups gender justice and equality. JOB SUMMARY

The YSLA and Girls Economic empowerment Specialist will be a dynamic team player with strong technical skills in youth entrepreneurship and economic empowerment. He/She will be responsible for leading the strategic development, and successful delivery of the Youth empowerment processes in the WAY programin the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo.He/She will be familiar with the plight of girls and the inherent social norms and traditions that tend to marginalise them and lead them onto the path of marginalisation very early in their lives. He/She will be familiar with the development and humanitarian nexus and a passion for youth and girls’ economic empowerment, promoting gender equality and diversity, engaging men and boys and curbing gender based violence. He/she will have strong mobilisation, networking and relationship building skills and familiar with working in various partnership frameworks at local Government and National levels. The YSLA and girls economic empowerment specialist willprovide technical oversight in all capacity development interventions, needs assessment, mentorship and support supervision of the girls. The position is based in Arua or Gulu. The Key Responsibilities for the position is to lead the design and roll out of the girls economic empowerment elements of the WAY program, first and foremost. Provide advisory support and guidance to the initiative manager and the rest of the team. Roll out the youth and girls empowerment processes, build capacities of local leaders to be youth responsive and supportive, be accountable for delivering the project objectives. He/She will be responsible for leading the strategic development, and successful delivery of the Women and Youth empowerment program (WAY)in the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo.He/She will be familiar with the development and humanitarian nexus and a passion for womens economic empowerment, youth empowerment, promoting gender equality and diversity, engaging men and boys and curbing gender based violence. He/she will have strong managerial, networking and relationship building skills and familiar with working in various partnership frameworks at local Government and National levels. The initiative manager willprovide technical oversight in all capacity development interventions, needs assessment and evaluations. The position is based in Arua. The Key Responsibilities for the position is to lead the program planning and management of the WAY program, first and foremost. Roll out the program, manage the human resources & manage staff performance, build the team and hold the team accountable for delivering the project objectives. He/She will also provide overall financial management and ensure periodic project reviews, documentation, and timely reporting.
