JOB TITLE: Liaison to CCVESA

TYPE of JOB : Contractual, at will

Hours: 30 - 40. Maximum of 40

OVERALL RESPONSIBILITY: This position performs administrative duties to coordinate the activities of the Carroll County volunteer fire and rescue service. Work is performed in close cooperation with individual fire and rescue operations, and various other Carroll County Government agencies.

REPORTS TO: President, Carroll County Volunteer Emergency Services Association (CCVESA)

RESPONSIBILITIES AND JOB FUNCTIONS:

  • Receives direction from the CCVESA elected officers.
  • Serves as liaison person for the CCVESA to the Carroll County Board of Commissioners and the Carroll County government; State of Maryland; Federal Government; private sector agencies; and/or other organizations needing or requesting information relating to Emergency Services in Carroll County as directed by the CCVESA President
  • Serves as CCVESA representativeat relevant meetings with Carroll County Government to include but not restricted to: Board of County Commissioners meetings; Emergency Preparedness; Emergency Operations Center; Office of Public Safety Support Services Staff; Carroll County Growth Task Force; Carroll County Traffic Safety Committee; Carroll County Planning Commission.
  • Serves as CCVESA representative at relevant local and State legislative meetings as directed by the President.
  • Identifies and assists in resolving problems within the Association, in conjunction with the President.
  • Maintains awareness and reports on new and updated information from NFPA, OSHA, MOSHA, and related fire/EMS agencies or organizations
  • Supports business activities and coordination with the CCVESA Treasurer and the accounting firm.
  • Assist as liaison with the County’s Master Plan relating to Emergency Services.
  • Assists with the Allocations and Budgets Committee of the Association and the County Government’s Budget Office in preparation of the annual budget.
  • Maintains the CCVESA website.
  • Coordinates with the Office of the State Fire Marshal and NFIRS data.
  • Coordinates with Firehouse Software for updates and training.
  • Maintains the CCVESA EPINS ID# and data.
  • Research, review, prepare and present reports, analyses and informational briefings to elected officials, media representatives and other interested audiences.
  • Coordinator of Recruitment and Retention including public information services.
  • Serves as Coordinator for Workers Compensation – First Report of Injury or Illness.
  • Assists with the Health and Safety Committee of the Association and Carroll Occupational Health with annual physical program and related equipment.
  • Assists Scholarship Committee with fundraising activities.
  • Provides a monthly report of activities to CCVESA.
  • Attends CCVESA monthly and annual meetings as directed by the President of CCVESA.
  • Assist in the preparation of an annual operating budgets for committees
  • Manages or assists in CCVESA grant writing initiatives.
  • Assist the CCVESA President with tracking the activities of the CCVESA committees, including tracking items and maintaining records and reports.
  • Assist other CCVESA Staff as needed.
  • Assist or serve on any committee of CCVESA with information as requested or directed by the President.
  • Maintain CCVESA office as needed for operations of the association.
  • Other duties as directed by the President

KNOWLEDGE AND SKILLS:

  • Have a substantial background and experience providing and managing emergency services.
  • Knowledge of Carroll County Fire Departments
  • Knowledge and experience of maintaining accurate records Knowledge and experience using Microsoft Word and Excel.
  • Must have the ability to establish and maintain effective working relationships with others.

SPECIAL REQUREMENTS

  • Must possess and maintain a valid driver’s license
  • Must successfully completetraining in the National Incident Management System to the supervisory/command level.
  • Must have flexible hours and availability for varied working hours to accommodate scheduled meetings as required.
