Project volunteers

Aims of the Post:

To plan, manage and develop the Healthwatch Bristol project, and be responsible for the successful delivery the contract.

To manageand deploy the allocated resources, including a team of paid staff and volunteers, for the delivery of the workplan.

To represent Healthwatch Bristol and The Care Forum at a variety of meetings, events and initiatives.

To generate influential relationships with service providers and commissioners in order that they might use the engagement and research findings generated by the project, to design and improve services for local residents.

Main tasks:

1. Development and delivery of Healthwatch Bristol

1.1 To work with the Advisory Group of Healthwatch Bristol to create and maintain an effective group which leads on the development and implementation of the workplan.

1.2To coordinate the project in such a way as to ensure responsiveness to change generated as a result of local, regional and national developments.

1.3To foster and sustain strong partnership working with Healthwatch Bristol stakeholders, such as the Clinical Commissioning Group, the local authority, NHS providers, equalities groups and voluntary and community sector (VCS) organisations.

1.4To ensure that appropriate engagement and research is carried out as specified in the Healthwatch Bristol workplan, and that subsequent reports, information,and marketing materials, are prepared and presented accessibly and shared with relevant organisations, including Healthwatch England.

1.5 To manage staff and volunteers to deliver the project workplan, including the delivery of activities that will lead to demonstrable impact and avoid duplication of existing work.

1.6 To develop and manage the information and signposting, community engagement and outreach work, ensuring that equalities and under-represented groups, individuals and communities have access to Healthwatch Bristol, and to advocacy and support services.

1.7To contribute to the achievement of local health and social care outcomes, in partnership with primary care, social care and public healthand, via the Health and Wellbeing Board, to enhance the existing infrastructure of local engagement.

1.8To assist commissioners to evaluate service changes and developments, and to escalate any serious concerns regarding service providers to Healthwatch England and/or the CQC.

1.9To oversee and develop Young HealthwatchBristol within the contract, and to engage effectively with children and young people (CYP).

1.10To provide development opportunities and share good practice amongst lay members and user involvement organisations.

1.11To regularly review, evaluate and report on progress, providing data on activities and impacts.

2Management of staff and volunteers

2.1To line manage the Healthwatch Bristol team, including responsibility for the delivery of induction, supervision, training needs analysis, performance management and annual appraisal.

2.2To negotiate on the content of individual worker action plans, and to ensure that progress is monitored on a quarterly basis.

2.3To ensure that staff work within TCF policies and procedures including HR processes and Health and Safety.

2.4In partnership with the Volunteer Support Officer, to plan and support the recruitment of a competent, accountable and diverse cohort of volunteers, who are well-supported and are given meaningful opportunities to deliver the Healthwatch Bristol workplan.

2.5To support recruitment to Healthwatch Bristol as necessary.

2.6To liaise with staff in Corporate Services to ensure that activities within Healthwatch Bristol meet the quality assurance processes adopted by the organisation.

3.Partnership working and external relationships

3.1 To ensure that Healthwatch Bristol is effectively promoted to key stakeholder groups including patient groups, community groups, equalities groups, statutory and private providers and other VCS organisations.

3.2 To attend the Health and Wellbeing Board and ensure that the views of local people are represented.

3.3 To maintain links with STP, Bristol City Council and the team leading on JSNA.

4.Finances

4.1 To allocate expenditure on designated devolved budgets within the budget limitations, to achieve the workplan of Healthwatch Bristol.

4.2 To report on progress and future planned expenditure on a quarterly basis.

4.3 To liaise with TCF Finance Officer as necessary to ensure that reports and plans are accurate and appropriate.

5.Accountability and systems management

5.1To create and maintain systems that ensure that all Healthwatch Bristol meetings are effective including that relevant papers are prepared and circulated within agreed timescales and are accessible to a broad range of participants, and that subsequent actions are taken.

5.2To ensure activity data and information is recorded, including the nature and focus of activities, participants’ demographic information and any groups that participants were representing.

5.3To oversee the preparation of meeting papers and resourcesin plain English and other languages and formats as required; and that access arrangements are provided as necessary to enable diverse participation.

5.4To be responsible for ensuring that the project meets targets and outcomes and works within budget.

5.5To produce, with Healthwatch Bristol volunteers, the annual reports to the Secretary of State for Health.

5.6In conjunction with the IT Co-ordinator, to ensure that appropriate and effective IT software and systems are in place and to support staff to utilise them effectively for the successful delivery of Healthwatch Bristol.

5.7To produce written/verbal reports toThe Care Forum’s Management Team, Board of Trustees and commissioners and stakeholders as required, including quantitative and qualitative reports.

5.8To implement individual and team action plans, which reflect both contractual targets and TCF strategic and quality assurance requirements and to report on progress as required.

6.Communications

6.1In partnership with the communications officer, to prepare and oversee the implementation of a communications strategy thatensures Healthwatch Bristolbecomes a highly visible agency within the health and social care community.

6.2To manage the marketing and publicity arrangements for Healthwatch Bristol, which must reflect the needs and geography of Bristol and which cannot be solely limited to internet communication.

6.3To ensure that all communications approaches meet the varied needs and preferred communication methods of all service users (implementing the accessible information standard).

6.4 To be responsible for ensuring that team members maintain the website and social media resources, and respond to phone and written enquiries.

6.5To develop a regular media presence promoting Healthwatch Bristol on a systematic basis.

6.6 To allocate the screening of local and national press and publicity and ensure relevant information is circulated to Healthwatch Bristol volunteers as appropriate.

6.7 To ensure that the outcome of engagement and research by Healthwatch Bristol is communicated in a timely and effective manner to service providers and commissioners, to influence change.

6.8To ensure that project successes are promoted in order to build credibility.

6.9To work in partnership with the Communications and Marketing Lead in Corporate Services to ensure quality assurance of communications and marketing of Healthwatch Bristol.

7. Other

7.1 Act at all times as a positive and proactive ambassador for The Care Forum and all of its services.

7.2 Work within and demonstrate a strong commitment to the aims and objectives, key values, anti-discriminatory and equal opportunities framework, and other policies of The Care Forum.

7.3Work within the wider staff team of The Care Forum, attend staff meetings and participate in training opportunities appropriate to the post.

Essential Criteria
Experience / 1 / At least 3 years’ experience of working in or with the health and social care sector
2 / A minimum of 1 years’ experience of managing paid and volunteer staff, including staff supervision and performance management
3 / Experience of project planning and co-ordination, and monitoring and evaluation of outputs and outcomes
4 / Significant experience of outreach work with equalities groups, children and young people and other under-represented groups
5 / Financial management skills, including budget planning, implementing control systems, and reporting on progress
