This position is located in the Department of Veterans Affairs, VHA Office of Communications, Office of Media Management, in Washington, DC.You will perform duties directly contributing to the management and oversightof the Veterans Health Administration (VHA) national intranet and Internet web/social mediapresences, initiating and developing web-based policy, interpreting federal regulations, implementing guidelines for website management,participating in national training initiatives, and performing graphic/web design functions.Duties will include:

  • Analyzing, evaluating, advising on, and coordinating the posting of data on websites owned by the VHA.
  • Providing support to health care management officials by analyzing, evaluating, advising on, and coordinating the posting of data on VHA websites.
  • Reviewing and approving all web content.
  • Writing and editing content for websites, including assisting or leading field advisory boards.
  • Using tools, software, and processes to develop and promote websites and social media sites.Tools/software include, but is not limited to, VA’s Enterprise Content Management System (Teamsite), HTML, CSS, Javascripts, and other scripting/development languages.
  • Applying specialized principles and practices of health care management in support of projects serving the VA health care delivery system.
  • Assisting the Director in planning, designing, developing, evaluating, implementing, and evaluating projects that range in scope from complex/enterprise-wide projects to smaller local projects.
  • Providing guidance in all areas such as those dealing with fiscal, procurement, personnel, program management analysis, and contract management.
  • Preparing MS PowerPoint presentations, using MS Excel to display data, create tables and graphs, and using MS Word for documents.
  • Assisting with analyzing the Office’s budget, making recommendations for changes in allocations and/or purchases, analyzing financial documents to identify program-related expenditures and accrual problems, and analyzing prior year expenditures and preparing the draft budget for the next year.
  • Preparing correspondence and reports.
  • Communicating with both technical and content personnel at a national, regional, and local level.

Work Schedule:8:00am-4:30pm Mon-Fri.

QUALIFICATIONS REQUIRED:

Time-In-Grade Requirement:Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. For this vacancy announcement, applicants must have completed at least 52 weeks at the(GS-13)grade level to be eligible for the(GS-14)grade level.An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

GS-14 Qualifications

Specialized Experience:1 year ofSpecializedExperience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Health System Specialist, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least GS-13 grade level.

Examples of Specialized experience are:Analytical, administrative, clinical management, or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement.

NOTE: Evidence of specialized experience must be supported by detailed documentation on your resume or OF-612. Also provide work experience information such as hours per week, salary and starting/ending dates of employment (month and year format) to establish one (1) full year of Specialized Experience.

You will be rated on the following competencies as part of the assessment questionnaire for this position.Narrative responses are not required at this time.

1.Knowledge of web project management with the ability to manage multiple web projects that support communications efforts in an enterprise environment.

2.Working knowledge of regulations and rules affecting enterprise government services in order to produce various communication products, including websites, social media, and promotional materials, and adapting such products for diverse audiences with a demonstrated ability to write and edit content, including for plain language.

3.Expert knowledge of and skill in the principles of website design and web content, including demonstrated skill in HTML, CSS, javascript, and content management systems.

4.Expert knowledge of federal and/or agency web policies and regulations as they apply to a variety of intranet and internet web communications products, including but not limited to traditional websites, social media, etc.

5.Ability to effectively communicate in order to reach diverse audiences and speak authoritatively on matters of organizational website and outreach practices.
