Job Title: Grounds Maintenance Manager Arboriculture and Landscape

Salary: £28,695 - £37,394 per annum depending on skills and experience. Salary progression beyond this scale is subject to performance

Hours of Work: 36.25 hours per week, 5 days out of 7 to be arranged. Flexibility to work outside of normal working hours will be required

Purpose of the Role:

Manage Grounds Maintenance Arboriculture and Landscape and direct staff and contractors responsible for arboriculture and landscape development and maintenance of UK Campuses including University Park, Jubilee Campus, King’s Meadow Campus, Sutton Bonington Campus and numerous other University properties to ensure that the Grounds remain aesthetically and environmentally acceptable. The range of works involved primarily includes arboriculture (tree) works, horticultural works, hard landscaping, road sweeping and Estate cleanliness.

Main Responsibilities / % of time
1.  / Instruction and Management of 2 Assistant Grounds Managers, 4 Horticultural Maintenance Teams, Arboricultural Team and Haulage Mowing Team (35 staff in total) and oversee works of Assistant Grounds Managers in order to ensure the service is delivered effectively. This involves advising on and supporting a broad range of grounds maintenance Arboriculture and Landscape matters. Assist Grounds Manager with interviewing, selection and recruitment of new staff. Monitor performance, timekeeping and deployment of staff. Ensure work of team is carried out to the required standard, taking necessary follow up measures as required. Deal with disciplinary matters as necessary
Undertake Staff Activity/Personal Development Performance Reviews. Ensure new and existing staff are appropriately trained for the tasks to which they are directed and develop training programmes to achieve range of skills required by the section. Maintain Grounds Section Training Plan and Records for staff within area of responsibility
Identify and make recommendations for improvements to the service / 37%
2.  / Develop and implement Arboricultural Work Maintenance Schedules
Allocation and monitoring of all Arboricultural works in progress to ensure tasks are completed to a satisfactory standard. Manage tree survey and management plan
Produce work-study analysis of new and existing University Grounds to determine levels of staffing, machinery and materials required
Analyse and interpret data and provide specialist advice to solve problems, deal with enquiries and identify gaps in provisions and make recommendations about future requirements / 37%
3.  / Custody and deployment of all Grounds Section Machinery. Determine machinery maintenance routines and priorities with Grounds Maintenance Manager Sports and Service Garage Supervisor including safety inspections. Develop and maintain replacement program for all Grounds & Arboricultural Machinery
Management of Lease Vehicle and Machinery Fleet including writing of specifications and reports
Produce arboricultural and landscape management, maintenance and new works specifications and ensure contractor and DLO compliance
Liaise with Estate Office, Halls of Residence, other University Departments, University Tenants, External Agencies and Contractors to determine, grounds maintenance and landscape renovation requirements, preparations for Special Events, i.e. Graduation, Conferences, Sporting Events, etc. agree work covered by special legislation i.e. Tree Preservation Orders or Conservation Areas, agree work practices when undertaking work likely to disrupt others i.e. Tree maintenance works over highways / 17%
4.  / Interpret Health & Safety Legislation, develop and implement procedures to ensure that Health & Safety requirements are adhered to in respect of staff, structures, material storage and equipment serviceability and usage. Produce and update Risk Assessments and Method Statements for all tasks undertaken by Grounds Section. Produce and update CoSHH assessments of materials used by Grounds Section. Ensure reporting of Accidents or ‘Near Misses’ and undertake investigations as necessary. Represent Grounds Section on Estate Office Safety Committee
Maintain safety inspection database of all Arboricultural Personal Protective Equipment, Lifting and Lowering equipment including loaders and forklifts. Ensure six monthly insurance inspections are undertaken / 4%
5.  / Assist Grounds Manager with budget management within area of responsibility
Obtain quotes and place orders for materials, machinery, equipment and services as necessary. Issue protective clothing and general supplies to staff / 5%
6.  / Deputise for the Grounds Manager in their absence. Assume duties of Assistant Grounds Manager in their absence.
Provide and participate in provision of on-call emergency service for all aspects of work managed by Grounds Section
Be available to attend and manage grounds events outside of normal working hours including weekend working / 3%
7.  / Undertake and maintain and develop CPD requirements providing and reflecting current changes and new thinking/policy both professionally and in practice / 1%
8.  / Any other duties appropriate to the grade and role of the person appointed

Knowledge, Skills, Qualifications & Experience

Essential / Desirable
Qualifications/
Education / ·  A qualified member of an appropriate professional body or relevant degree or proven track record of extensive relevant work experience
·  Royal Forestry Society Certificate in Arboriculture or National Diploma in Arboriculture / ·  Arboriculture Technician’s Certificate Level 4 (or similar level qualification)
·  Level 2 or 3 Horticultural Qualification
Knowledge/Skills/
Training / ·  Excellent written and oral communication skills
·  Ability to write reports and interpret numerical data
·  Extensive IT skills in particular use of Microsoft Office software
·  Excellent tree identification skills
·  Good knowledge of tree pathogens and structural defects in trees
·  Knowledge of British Standards BS 5837:2012 Trees in Relation to Development and BS 3998: 2010 Recommendations for Tree Work
·  Comprehensive knowledge of arboricultural and landscape maintenance machinery
·  Must have a good understanding of Health Safety legislation and in particular LOLER and PUWER and RIDDOR regulations

Decision Making

Identifying, prioritising, assigning and monitoring works undertaken by Grounds Direct Labour staff

Additional Information

Role holder is a key member of the five person grounds management team and takes overall responsibility for all Horticultural and Arboricultural operations reporting to the Grounds Manager. In practice the role will be predominantly responsible for the more technical issues of Landscape and Arboricultural management with particular emphasis on arboricultural management including maintaining the University’s tree survey database. The role will also be responsible for safety management including responsibility for all the Risk & CoSHH assessments for Arboricultural and Landscape maintenance works. The role will also be key in determining vehicle and machinery requirements including new purchases and replacements
