Job Title: Finance Director & Company Secretary

Reports to: Chief Executive

Location: St Basils, Allcock Street, Birmingham

Salary: £50,000 - £55,000 per annum

Hours: 37.5 hours per week with half an hour lunch

Job Purpose

Responsible to the Chief Executive for the overall financial strategy of St Basils and the leadership and management of financial management and accountancy services.

Responsible to the Chief Executive and the Board for ensuring St Basils complies with relevant legislation and regulation, maintaining and taking on all responsibilities of a Company Secretary

Key Duties

Key Accountabilities

1.  Strategic Direction

To provide the strategic financial guidance and advice to the Board, the Business Support Committee and management bodies including effective reporting and planning of the Finance environment.

To explore and evaluate options for resourcing St Basils services

To ensure that St Basils is advised of changes in legislation and regulation where these affect the governance of the organisation, and develop appropriate responses to ensure legal and regulatory compliance is safeguarded.

2.  Staff Management/Supervision

To manage the Finance Manager and Regulation Governance and Policy Officer directly, and other staff through these direct reports.

To ensure the finance and governance functions are appropriately and adequately resourced to meet the needs of the business

To be responsible for the supervision and development of direct reports in accordance with internal policies and best practice.

3.  Operational Responsibilities

To ensure St Basils is provided with a full range of high quality financial management and accounting services including: Payroll, rent accounting and control, payment of accounts, Capital and Revenue grant administration, Management and Statutory accounts preparation and production.

Presentation of regular, timely and accurate financial management information and accounts to internal and external bodies including The Board, Business Support Committee, Directorate, and Managers.

Proposing rents and service charges to the Business Support Committee and issuing instructions to projects in liaison with the Operations Director for implementing revisions in an appropriate manner.

Evaluating capital projects, management agreements and other opportunities and reporting on the financial implications accordingly.


Providing all relevant and timely financial information to the Regulators of St Basils.

Maintaining the financial integrity of the business best practice financial control and management.

Overseeing financial matters in relation to new and ongoing Supporting People contractual arrangements.

Presentation of meaningful overall company and service users annual budgets across all disciplines and monitoring those budgets routinely including identifying areas of concern at the earliest possible time.

Leading on all treasury matters including Cash flow forecast and investment of surplus funds in accordance with the Treasury Management Policy.

Overall responsibility for maintaining records of accounts including a fixed asset register, creditors ledger, payroll, income and rent Accounting, cash book and petty cash.

Responsibility for Finance Standing Orders and Financial Procedures being in place and reviewed on a regular basis and adhered to by ensuring review and monitoring systems in place.

Responsibility for maintaining a Finance risk register and preparation of a risk analysis relating to the ‘rolling’ business planning cycle.

Overall responsibility for the preparation of revenue and capital grant claims and other financial and statistical returns.

To provide financial advice and training on new and existing initiatives and in financial strategy and direction generally.

Responsible for calling Annual General Meetings and all meetings where the Board/members are present, ensuring the implementation of their decisions in accordance with governance procedures.

Overall responsibility for organizing and preparing agendas for meetings; dealing with correspondence, collating information, writing reports, ensuring decisions made are communicated to the relevant people.

Overall responsibility for sending company information to Companies House, The Charities Commission and other regulatory and statutory bodies as necessary.

4.  Corporate Management

To attend and contribute to meetings of St Basils Directorate, Board and Committees.

To liaise with the Chief Executive and other Directors and Senior Managers on matters of common concern, policy issues and those relating to the smooth, efficient and economic running of St Basils.

To participate in the compilation of Business Plans, taking responsibility for financial planning and setting and monitoring objectives and targets as appropriate.

To cooperate with the representatives of external agencies, i.e. Bankers,

Statutory bodies, Suppliers, Internal and External Auditors and others.

To be aware of new or impending legislation and regulations which have or will have financial implications for St Basils and inform the organisation as soon as this becomes evident.

To keep members informed of their legal responsibilities and advise members of the governance implications of proposed policies.

To be responsible for the delivery of effective support services to the Board and it’s Committees.

To ensure that St Basils Equality and Diversity policy is complied with.

To ensure that St Basils Health and Safety policy and procedures are complied with.

To support the work of the Fundraising team and wherever possible, be involved in Fundraising events.

5.  Board of Management

To act as Lead Officer to the Business Support Committee.

To fulfil the requirements as detailed in section 3 above.

6.  Other Duties

To contribute to the development of new integrated business systems and ensure effective interface between ICT and Finance.

To carry out any other duties within the scope of this post and its seniority, as required from time to time.

7.  Self Management
