Job Title: Community Development Programme Manager

Reports to: WAC Community Development Unit

Responsible to: West Armagh Consortium Managing Committee

Location: Sherry’s Field Recreational Complex, Cathedral Road, Armagh

Hours of work: 37 hours per week / 5 days per week

Duration: Fixed Term until 28 February 2021

Salary: Scale PO1 Point 9-12, £31,601.00 per annum, pro rata

The post of Community Development Programme Manager will require a high level of customer service, and ability to deal with and resolve issues using personal and professional judgement, building relationships with officers at all levels and promoting the profile of West Armagh Consortium.

The postholder will be expected to demonstrate an understanding and personal commitment to the organisation’s vision, values and goals.

This post is within Community Development Unit of the West Armagh Consortium. The person appointed will be based at the Consortium Offices, Cathedral Road Recreational Complex, Armagh and will report to the West Armagh Consortium Committee initially, on the development and delivery of the Community Development Programme for the Armagh area.

JOB PURPOSE:

Act as a first point of contact for the Consortium, responding to customer enquiries by establishing facts and requirements and by providing high quality advice and information ensuring that the customer’s needs are met or they are signposted to the correct service area in an effective and courteous manner.

The postholder will provide a general supporting role to the Consortium Committee initially in the ongoing delivery of the priority contained within the agreed Action Plan.

Job Specification:

Essential Criteria:

·  3rd Level Qualification in a relevant discipline e.g. Community, Business And

·  2 years’ experience in the community/voluntary sector which includes:

§  Developing and delivering Strategy in a community development context

§  Project and Performance Management – leading, developing implementing and evaluating significant strategic projects

§  Partnership working – working with a range of internal and external statutory and private sector partners to deliver shared goals

§  Effective communication – communicating effectively with a range of audiences verbally and in writing to secure support and influence

§  Financial Management and Control – development and management of business plans and sourcing and securing funding for regeneration projects and programmes;

Or

·  5 years’ experience to include points stated in bullet point two above

Plus

·  Demonstrable IT skills to include Microsoft Office i.e. word, excel, powerpoint, access and internet

·  Possess a full current driving licence and/or* have access to a form of transport which will permit the applicant to meet the requirements of the post in full (* This relates to any person who has declared to having a disability which debars them from driving)

Desirable Criteria:

·  Additional relevant experience/qualifications

·  Previous relevant experience with funded programmes (Big Lottery and other)

·  Experience of developing, promoting and implementing community projects

·  Experience of programme monitoring and evaluation.

Hours of Duty:

The hours for this post will be 37 hours (Monday – Friday). The post holder will be required to work out of hours as necessary in accordance with departmental procedures and arrangements. Flexible working arrangements apply which will include evenings, nights, weekends, and statutory holidays. Overtime will be paid in accordance with the overtime scheme.

Main Duties and Responsibilities

·  To assist the West Armagh Consortium in the development and delivery of the Community Support & Development Project as set out in the Action Plan.

·  To undertake appropriate research and consultation with relevant individuals, bodies and organisations to provide information for the delivery of the Community Support & Development Project

·  To assist in ensuring the aims, objectives, priorities and procedures of Community Support & Development Project, are adhered to and communicated effectively on a continuing basis to communities.

·  To implement appropriate monitoring and evaluation procedures to ensure effective development and delivery of programme, as per Action Plan.

·  Work at times and locations to meet the needs of the community support and Development Project, this may include evening and weekend work.

·  Liaise with other departments, statutory agencies, funding bodies within the Armagh area to ensure a co-ordinated approach to service delivery for Community Support & Development Project and avoid duplication.

·  To support and assist local groups who are willing to develop and undertake projects which will promote the overall community objective of the Consortium. The post holder will in conjunction with groups promote partnership working, cross-community contact and improve good relations within the Armagh Area.

·  To provide advice, support and signposting function to individuals and groups regarding the Community Support & Development Project, other Consortium priorities and other funding opportunities.

·  Encourage and co-ordinate volunteering/ wider community interest in opportunities through the development and delivery of the community development actions.

Marketing and Promotion

·  To assist with the marketing and promotion of the Community Support & Development Project to a range of audiences including organisation and attendance at events, drafting press releases, updating websites, annual reports, newsletters etc and direct communication with individuals or organisations.

Financial Management

·  To establish appropriate financial procedures and systems for the Project, in compliance with Big Lottery funding regulations and guidelines.

·  To implement all West Armagh Consortium Financial and Procurement policies and procedures.

·  Identify relevant funding for the development of the Community Development Actions and activities, and prepare and submit applications for same.

General:

·  To establish appropriate administrative procedures and systems for the Project, in compliance with Big Lottery funding regulations and guidelines.

·  To assist in the preparation of regular reports on delivery of the Programme against aims, objectives and targets for review by the Consortium Management Committee.

·  To comply with all the West Armagh Consortium policies and procedures including the Employee Code of Conduct and the Employee and Committee Member Working Relationship Protocol.

Hours of Work:

37 hours per week / 5 days per week. This post will require evening and weekend working and this is reflected in the salary for the post.

Salary:

Scale PO1 Point 9-12, £31,601.00 per annum, pro rata. The post holder will be paid monthly into their bank/building society account.

The appointment will be subject to:-

a)  Satisfactory references (one of which should be the present or most recent employer).

b)  The terms of the Northern Ireland Local Government Pension Scheme.

c)  A satisfactory standard of attendance, conduct and performance in the range of tasks involved.

d)  A medical report by the Comhthionól Ard Mhacha Thiar Medical Examiner which confirms fitness for employment in the position.

e)  The satisfactory completion of a probationary period of 3 months.
