JOB TITLE: CHIEF OFFICER

ORGANISATION: HEALTHWATCH BLACKBURN WITH DARWEN

RESPONSIBLE TO: Healthwatch Board and direct line management from the Chair of the Board

RESPONSIBLE FOR: Healthwatch employees, volunteers and members

SALARY: £30,480 - £35,093 (based on achievement of quantified performance targets) plus pension scheme

HOURS: 37 per week

LOCATION: The post holder will be expected to work from any Healthwatch BwD office base.

Job Purpose:

As an integral part of the Board, provide the strategic direction and leadership necessary to achieve the aims and objectives of Healthwatch Blackburn with Darwen via the implementation, monitoring and appropriate resourcing of the approved Business Plan and associated strategic priorities.

Lead on the engagement with and support in the involvement of local people in the commissioning, the provision and the scrutiny of local healthcare services. Ensure the views of local people regarding their needs for, and experiences of local healthcare services are heard and responded to effectively and comprehensively.

Ensure the effective leadership and performance management of employees and volunteers.

Key responsibilities:

·  Formulate and analyse views on the standards of local provision. Develop reports and recommendations about how local healthcare services could or ought to be improved to commissioners, providers of healthcare services, agencies responsible for managing or scrutinising local healthcare services and share these findings with Healthwatch England.

·  Provide advice and information about access to local healthcare services to enable local people to make choices appropriate to their needs.

·  Make recommendations to Healthwatch England to advise the Care Quality Commission to conduct special reviews or investigations (or, where the circumstances justify doing so, making such recommendations direct to the CQC); and to make recommendations to Healthwatch England to publish reports about particular issues.

·  Provide Healthwatch England with the local intelligence and insight necessary to enable it to perform effectively.

·  Ensure local accountability by producing an annual report on the activities of the organisation in relation to its activities and details of expenditure. This will also include matters as the Secretary of State may direct.

Principal Duties:

·  In conjunction with the Board and members, produce a vision and strategy to develop the organisation by appropriately positioning it within the local health and social care economy and attracting new business and additional funding to ensure longer term sustainability and growth. Effectively promote and market Healthwatch Blackburn with Darwen.

·  Establish and maintain effective strategic partnerships and working relations with external organisations and partner agencies in order to deliver joined up services that meet the need of the community.

·  In consultation with the Board , produce an annual business plan, operational plan and risk map, , and regularly report to the Board on progress against the plan and the management of identified risks.

·  Manage day to day operations and ensure the organisation functions well and is efficient and effective.

·  Responsible for ensuring the organisation follows safe and transparent recruitment and selection practises in respect of staff, volunteers and the Board.

·  Ensure the organisation’s policies and procedures reflect relevant legislation and guidance and are available to the Board, Healthwatch members, employees, volunteers and the public as appropriate.

·  Ensure the organisation has effective monitoring, evaluation and quality assurance processes in place.

·  Ensure the organisation complies with all relevant statutory, legal and regulatory requirements.

·  Ensure the organisation operates within its agreed budgets and provide comprehensive financial reports to the Board of Directors.

·  Expand and develop the membership of Healthwatch and facilitate the effective contribution of members to the organisation’s objectives.

·  Attend external meetings as necessary and develop relationships with key partners to maintain the work, development and profile of the organisation.

·  Prepare for and attend Board Meetings, ensuring Directors are kept informed on all aspects of the organisation’s work and ensure the Directors’ Information Pack, is kept up to date and produced in a timely fashion.

·  Undertake tasks as deemed appropriate to the post as directed by the Board.

People management responsibilities:

·  Provide appropriate leadership, direction and engagement with all employees and volunteers to ensure they understand and share the vision and strategic priorities of the organisation.

·  Develop, support, motivate and direct a ‘fit for purpose’ group of volunteers to support the organisation in its strategic priorities

·  Responsible for ensuring employee performance appraisals are in place and training is made available to address identified learning needs.

·  Responsible for the supervision, annual appraisals and learning and development needs for all employees and volunteers.

General responsibilities:

·  Ensure the organisation provides a non-discriminatory service.

·  Ensure systems are in place to promote the Health and Safety of staff, volunteers, members of the public and board.

Substantial and proven experience in managing services in either the voluntary, statutory or independent sector (minimum 3 years)
Proven experience of strategic and business planning
A proven track record of partnership working with the voluntary, statutory and independent sector
Experience of working in partnership across communities, agencies and organisations including reaching those who may otherwise not be heard
Experience of financial management including budget management and allocation
Experience of safe recruitment and selection procedures and practises
Experience of reporting to and working with a Board of Trustees / Directors
Experience of seeking new business opportunities and/or raising funds to meet Strategic and Business Plan objectives / E
