Job title: Associate Project Director – Facilities and Buildings

Role purpose and primary objectives include:
To facilitate and manage building and facilities projects and be a key member of other professional project teams created for HHL, GRL, EBI, Conference Centre and other campus entity projects.
To liaise and co-operate with the Genome Campus Users, Building Managers and H&S, seek advice from the Capital Project Director on matters appertaining to Project Works and Statutory compliance as applicable.
To provide a comprehensive and all-encompassing projects service ensuring full adherence to the necessary Regulatory and Statutory compliance process.
Core Accountabilities:
  1. Full management and responsibility of projects of a multi trade nature, from initial conception through to completion and handover. To include the coordination and management of project design, conducting reviews, evaluating proposals, quotes and change requests. Assisting with acquisition planning, and evaluating contractor performance
  1. Ensuring all projects are completed in accordance with agreed time, quality and cost constraints. Ensuring that projects delivered satisfy all regulatory and statutory requirements including but not restricted to Planning, Building Regulations, H&S, CIBSE, Home Office, ACDP and Anti-Terrorist. Ensuring that all project work documents are processed in full compliance with procedure including documented change control.
  1. Controlling and overseeing the FAT, installation, commissioning, testing and hand–over of projects inc’ complete O&M’s as well as post practical completion defect period and retention release.
  1. Progressing customer requirements, cost estimates and quotes to complete a project initiation document (PID) for approval. Develop the project execution plan (PEP) as required.
  1. Preparing drawings and design calculations as required giving several informed options; specifications, estimates, and detailed programmes for appointed project work.
  1. Providing an informed client role’ on projects, ensuring that completion of allocated projects is in accordance with company procedures and that relevant documentation and drawings are provided in a timely manner. Controlling standards and quality of installation of goods and services in a safe and workmanlike manner, in accordance with company requirements and procedures.
  1. Communicating with all interested parties at the appropriate stages in the development of projects but specifically key stakeholders, building managers and H&S.
  1. Full line management for team members to achieve high levels of performance and productivity. Oversee development and training activities including appraisal, objectives setting and coach individuals. Manage the performance of individuals who are failing to meet agreed standards. Responsible for recruitment and reward of team members.
  1. Reporting on the progress and financial control to the Capital Project Director. Signing off invoices and updating cost control records as the project proceeds, use of Agresso for order placement, receipting and management of project budget/accounts. Initiating purchase and engineering service requisitions as appropriate.
  1. Developing, cultivating and promoting an attitude that accident prevention and damage control are integral part of the business and operational efficiency. Encouraging improvement in a safe system of work with the aim of preventing injury to personnel and damage to plant and property.
  1. Providing out of hours cover as reasonably necessary to supervise subcontractors in the execution of project work.

The most complex/challenging aspects of the role:

An individual that is not fazed by a campus that has constantly changed and doubled in size over the last 20 years; that will require the demolition and remodel of previously delivered facilities whilst maintaining the motivation to ensure high quality finish that also provide maintainability and efficient operability.
To be able to interact and manage a diverse customer base within multiple institutes and spin out companies including professors and leaders of faculty as well as external stakeholders including architects, MEP consultants, QS, planners, local communities and regulatory bodies to name a few.
The ability to project manage (but also to remain involved and where necessary be hands-on) within a wide range of facilities from residential bedroom blocks, nursery, data centre, research support buildings, wet labs to ACDP Levels 1, 2 and 3, offices, restaurants and Grade II* listed buildings and buildings within the curtilage.
Knowledge, skills and experience
Essential knowledge, skills and experience required:
  • Minimum HND/HNC or equivalent with relevant experience.
  • Chartered Status registered with the Engineering Council or working towards.
  • Member of an Industry recognised engineering institute.
  • Autocad – proficient user 2D.
  • A full understanding of ACDP.
  • Highly skilled in Microsoft Office Suite inc’ Excel, Word, Powerpoint, Outlook.
  • Experienced user in MS Project or equivalent.
  • Some experience in project delivery from inception thro’ detail design drawing including services calculations, procurement, appointment, construction to practical completion and handover.
  • Proven track record of delivery of facilities and services to programme and approved budget with no unauthorised overspend.
  • Demonstrate previous experience of management of project teams in changing environments.
  • Abe to present ideas and design options and solutions with recommendations to key stakeholders in language that is understood by non-building services/construction engineers.

Desirable knowledge, skills and experience required:
  • Ideally Degree Qualified Building Services Engineer
  • Experience of Pharma industry and/or Academic Research design of laboratories
  • Agresso Finance software or similar
