Job Title: Area Manager

Reports To: Executive Director

Purpose: To be accountable to the Executive Director for all operational activity across 1st Homecare and its local areas. To ensure regulatory and contractual compliance requirements are met and exceeded whilst leading and driving the continued development and delivery of cost-effective, innovative and truly person-centred care at home support.

Main Duties and Responsibilities:

Leadership

 To provide dynamic leadership to all operational managers and staff within the areas for which the post holder carries managerial responsibility

 To positively manage all aspects of the designated services in relation to the current business plan and the overall interests, aims and objectives of the organisation

 To take a lead role on projects for which the post holder carries managerial responsibility

 To act as a champion for 1st Homecare andReal Life Options’ Values, Mission and Strategy

Communication

 To ensure efficient and effective communication across 1st Homecare and between the service and the rest of Real Life Options Group

 To ensure every person who receives support from 1st Homecare in local areas, is provided with information in a timely and person-centred way, and has a range of options to communicate their views and priorities to the organisation

 To ensure efficient and effective external communication which promotes 1st Homecare andReal Life Options’ Groupreputationwith all stake holders

Service Delivery

 To take overall responsibility for best practice in person centred care at home service delivery, and to ensure the delivery of services and support which enhance 1st Homecare and Real Life Options’ reputation

 To ensure mechanisms are in place for every person who receives support in the area to define priorities for their support, choose the staff who support them and play an active part in monitoring and evaluating the service they receive

 To ensure all services and support delivered in local service areas fully meet regulatory and contractual requirements

 To actively explore and identify ways of reducing costs in line with required efficiency savings which do not negatively impact on the quality of support and achievement of personal outcomes for people we support

 To continue to develop and ensure delivery of increasingly flexible, innovative and cost-effective care at home support which meets individual needs, including those who have an Individual Budget

 To be responsible for the development, maintenance and implementation of appropriate Business and Workforce Development Plans that ensure regulatory and organisational compliance and match the aspirations of the people who use our services

 To ensure that every service user has an up to date person centred plan and person-centred risk assessments in place, and that these are regularly reviewed through a person-centred review process

 To ensure that staff and resources in local areas are deployed in ways that best assist the people we support to achieve the outcomes in their plans

 To promote good professional relationships between a range of people involved with the service user and to ensure that they all work positively together in the service users’ interest

Performance and Risk Management

 To ensure performance across the division meets and exceeds organisational, regulatory and contractual requirements and expectations

 To be responsible for the on-going development and implementation of a robust performance monitoring and management system for 1st Homecare

 To ensure that every service user has an up to date person-centred plan and person-centred risk assessments in place, and that these are regularly reviewed through a person-centred review process

 To ensure that there are appropriate and up to date risk management plans and business continuity plans in place for all services across the division

 To provide accurate performance information to the Executive Director, The Executive Team and the 1st Homecare Board as required

 To ensure that the requirements and responsibilities as detailed within the Health and Safety Policy are adhered to

Development – Organisational and Professional

 Work with the Executive Director to develop relationships with commissioners and work with local service managers and commissioning teams on opportunities for potential business growth to ensure 1st Homecare is in a favourable position to pitch for and win new work

 To be an active member of the Senior Management Team of RLO group as and when required

 To take the lead in the development, implementation and monitoring of 1st Homecare and Real Life Options’ Organisational Strategy for the division for which the post holder carries managerial responsibility

 To actively develop personal and professional knowledge and skills which will enhance the post holder’s abilities to deliver the required outcomes

 Actively foster effective working relationships with partner organisations to benchmark best practice and work on joint projects / joint ventures for mutual business benefit

Managerial

 To ensure that all service provision in the division is fully compliant with regulatory, statutory, contractual and organisational requirements and protocols

 To act as a Registered Managerfrom time to time where required and as appropriate

 To ensure all services, local managers and staff in 1st Homecare are appropriately and promptly registered with the relevant regulatory bodies

 To be responsible for ensuring the recruitment and deployment of all support staff in local areas to ensure that appropriate and safe staffing levels and consistency of support are maintained at all times

 To be responsible for the management, support and development of staff with management responsibilities and to promote and develop high standards of person-centred practice leadership across their area of responsibilities

 To ensure all staff in the division are receiving appropriate and timely training, supervisions and appraisals

 To ensure that adequate and accurate records are maintained for every person who receives support and every member of staff in the division

 To ensure that there is an appropriate and robust on-call system in operation at all times across all local services in the division

 To be responsible for the financial health of the division(1st Homecare), delivering financial surplus in line with approved budgets and ensuring that individual services and the division as a whole operate within budget and that financial targets are fully met

 To handle complaints, grievances, disciplinary procedures in line with 1st Homecare and Real Life Options’ group policies and procedures

Other Responsibilities

 To undertake, from time to time, any other duties appropriate to the post as agreed with the Executive Director

 Comply with organisational policies and procedures at all times

Area Manager Person Specification

Qualifications / Experience

1. Recognised appropriate professional Health and Social services qualification (minimum Registered Managers Award) or an appropriate management qualification Essential

2. Significant operational management experience in health, social services or Independent sector including experience of people, financial and budget management Essential

3. Experience in managingcare at home services for mixed groups Essential

4. Evidence of successfully contributing to strategic planning/policy development Desirable

5. Experience of service development and project management Desirable

Knowledge

1. Extensive working knowledge of legislation and standards affecting the development and delivery of our services Essential
