Section 1.ProgramInformation

1.1.IntroductiontoTradesRecognitionAustralia

TradesRecognitionAustralia(TRA)isa businessunitlocatedwithintheAustralianGovernment DepartmentofEducationandTraining.Itis the relevantskillsassessingauthorityfornominated occupationsunder the Migration Regulations 1994.

TRAskillsassessmentsareintendedto ensurethatasuccessfulapplicantisabletoperformatthe requiredskilllevelfortheirnominatedoccupation.Theyalsoprovideanassurancetogovernment andtotheindividualthattheirtrainingandexperienceisrelevantandappropriatefortheAustralian labourmarket.

TRAoperates several differentskillsassessmentservices,whichare based on an applicant’s occupation, country of passport, where they studied and the type of visa they are seeking.TheseGuidelinesrelatetothe JobReadyProgram(JRP).

1.2.ProgramObjective

The JRPisforinternationalstudentgraduateswhohavestudiedat,andreceiveda completed qualification issuedby,a RegisteredTrainingOrganisation(RTO).TheRTOmustberegisteredunderthe CommonwealthRegisterofInstitutionsandCoursesforOverseasStudents(CRICOS) to deliver the training.

Itisa four‐stepemployment‐basedskillsassessmentprogramthatprovidesyouwiththe opportunitytodemonstrateyourskillsandjobreadinessinanAustralianworkplace,relevantto yournominatedoccupation,beforeyouapplyformigrationinAustralia.

TheJRPaimstoensurethatyouarewellplacedasaskilledworkertoseekemploymentinyour nominatedoccupationinAustralia.Thefourstepsinthe JRPareoutlinedinSection2.

1.3.ProgramGuidelines

TheseGuidelinesdescribetheJRPandoutlinetherequirementsforapplicantswhowishto participateintheprogram.Followingcompletionoftheprogram,applicantsmayapplyfor temporaryorpermanentmigrationtoAustralia.

TheseGuidelinesdonotprovidespecificinformationonvisaorpointsrequirementsformigration. Allenquiriesrelatingtomigrationrequirementsmustbedirectedtothe Australian Department of Home Affairs (Home Affairs)(

BeforeapplyingtoparticipateintheJRP,youshouldcontactHome Affairstoensureyouhaveidentifiedthe appropriatevisapathwayandcheckthatTRAislistedonthe Short‐termSkilledOccupationsListastheassessingauthorityforyournominatedoccupation.

Youshouldalso checkyour occupationis ontheHome Affairs MediumandLong‐termStrategicSkillsListtoensure you are eligible to applyfora Temporary GraduateVisa(subclass485).

TRAreservestherighttoamendtheseGuidelinesasnecessary.Informationaboutchanges willbedocumentedintheChangeHistoryTableinSection5,and postedasa newsitemontheTRAwebsite.

1.4.Howtoapply

To apply for the program youmustcompleteaJob Ready Program Registrationthrough the onlineportalviatheTRAwebsite.Youwillbeasked tocreatea usernameandpassword which you will need to usewhen yousignintotheonlineportaltosubmit anapplicationandpaymentforeachstepoftheJRP.

Please note: Youarenotformallyregisteredinany step of theJRPprogram untilyourapplicationdocumentsarereceived (by email)andregisteredbyTRA. TRAwillacknowledgereceiptofyourapplication by email.(See Sections 2.1.3, 2.2.2, 2.3.3 & 2.4.3 of the Guidelines).

Paymentscanonlybemadeonlineby VisaorMasterCardcredit/debitcardthroughtheonline portal.AllfeesarepayableinAustraliandollars,andinstructionsonhowtopayareprovidedonline foreachstepoftheprogramwhenyouapply.

Afterpayment,anemailcontainingthereceiptwillbesentautomaticallytotheemailaddressyou nominatedonyourapplication.Itisimportanttoretaintheemailreceiptasevidenceofpayment.

1.6.FeeRefunds

Refundswillnotbeprovidedifyouchoosetowithdrawyourapplicationordonotprovidethe applicationdocumentswithin45daysofthedateyouappliedonline.

Section 2.ProgramRequirements and Processes

The JRP is a four‐step employment‐based skills assessment program. To complete the JRP you must undertake and complete each of the steps shown in the diagram below.

The following provides detailed information about the requirements of each step of the program.

2.1.Step1:ProvisionalSkillsAssessment(PSA)

UnderPSA,TRAverifiestheauthenticityofyourAustralianqualification,andthatyouhavehad exposuretoa rangeoftasksanddutiesrelevanttoyournominatedoccupationinanAustralian workplace.

AsuccessfulPSAoutcomecanbeusedtoapplytoHome Affairs foraTemporaryGraduatevisa(subclass485).

A successful PSA outcome is required before you can apply for step 2 (Job Ready Employment) of the JRP. If you hold a student visa at the time of applying for step 2, it must have less than 4 months remaining on the visa. Youcancompletesteps 2 - 4oftheJRPona BridgingVisaAwhilewaitingforasubclass485visa.

2.1.1. Eligibility

TobeeligibleforaPSAyoumusthave:

  • heldaninternationalstudentvisatostudyinAustralia
  • aqualificationrelevanttoanoccupationassessedbyTRA,andawardedbyaCRICOSRTOas a resultofstudyinAustralia
  • evidenceofa minimumof360hoursof employmentand/oravocationalplacementrelevantto yourqualificationandnominatedoccupation,completedinanAustralianworkplacewithin thethreeyearspriortosubmittingaPSAapplication online.

2.1.2. OnlineApplicationProcess

To apply for the PSA, youmustfirst register through the online portal on the TRA website for the Job Ready Program. (see Section 1.4).

You should then select the Provisional Skills Assessment link, completeallthe mandatoryfieldsandpaythe$300 applicationfee application. You will need to sign in with the username and password obtained when you first register for the JRP.

Whenyou havecompletedtheonlinesubmissionandpayment,selecttheSubmitPrintbuttontosubmit your applicationdetailsandprinttheProvisional Skills Assessment SummaryPage.(Do not select the print option on your computer.)

Please note: You are not formally registered in the PSA until a copy of your application documents are received (by email) and registered by TRA. (See Section 2.1.3 of the Guidelines.)

2.1.3. Applicationdocuments

ForyourPSA applicationtobe registered,thefollowingcolour scanned documentsmustbereceivedbyTRAwithin45daysofthedateyouappliedonlineforaPSA:

  • PSASummaryPagecompleted andsignedbyyou,andyouragentif youhaverepresentation
  • acopyofthebiographicalidentificationpageandallarrivalanddeparturestampedpagesof yourcurrentpassport
  • acurrentpassport‐sizephotograph
  • acopyofallyourAustralianqualificationsrelevanttoyournominatedoccupation
  • the full academictranscript ofresultsfor all of your Australian Qualifications Framework (AQF) trade level qualifications relevant to your nominated occupation, includingthecommencementandcompletiondatesof studyinAustralia

Claimingemployment:

  • copies of payevidencesuchaspayslips,payroll printouts, invoicesandbankstatementstosupport anyperiods ofclaimedemployment completedinAustraliainthelastthreeyears.Payslips must show the hours worked or the hourly rate of pay. Invoices must be accompanied by bank statements that clearly show the invoiced deposits.
  • copies of work statementsfrom your employers to support claims of any employment undertaken in an Australian workplace in the last three years. The work statement must:
  • be on letterhead used by your employer’sbusiness
  • statethe occupation in whichyouwereemployed
  • statetheexactdates andtotal hours ofemployment
  • includea detaileddescription ofthenatureandcontent oftheworkundertaken,along withthemachines,tools and/orequipmentused
  • besigned anddatedby theemployer orapersonauthorisedbythe employer,including
  • thename,positionandtelephonecontactdetails oftheperson makingthe statement.

and/or

Claiming vocationalplacements:

  • copies of timesheets orlog bookstosupport anyperiods ofclaimedvocationalplacementscompletedinAustraliainthelastthree years. Timesheets or logbooks must show the hours worked.
  • copies ofworkstatements from the RTO to support your claims of vocationalplacementscompletedinAustraliainthelastthree years. Workstatementsforvocationalplacementsmust:
  • be on letterheadusedbytheRTO
  • confirmthe vocationalplacementwasundertakenasarequirement ofa trainingcourse
  • statetheexactdates,hoursandlocation ofthevocationalplacement
  • includea detaileddescription ofthenatureandcontent oftheworkundertakenalong withthemachines,tools and/orequipmentused
  • be signed and dated by an authorised person, including the name, position andtelephonecontactdetails ofthepersonmakingthestatement

Pleasenote,allpayevidenceand/ortimesheets/logbookevidencesubmittedmusttotala minimumof360hours.

Applicationsmustbedecisionready.Decisionreadymeansthatyourapplicationisaccurateand completebeforesubmittingtoTRA.If alltherequiredinformationanddocumentationis not providedtoTRA,yourapplicationmaybeunsuccessful.

Your application documents must be emailed as a single PDF attachmentto within 45 days of applying online.

If your documents are provided in any format other than a single PDF attachment orare received by post, they will not be processed and will be returned to you.

When emailing your application documents, please ensure they are scanned in the following order:

  1. PSA Summary Page
  2. Passport pages
  3. Recent passport photo
  4. Australian Qualification/s and transcript/s
  5. Work Statement/s
  6. Pay evidence and/or time sheets or log books

TRAwillacknowledgereceiptofyourPSA applicationdocuments by email.

PSAapplicationsaregenerallyprocessedwithin90daysofreceiptoftheapplication documents.Processingtimesmayvaryandaredependentonthevolumeofapplicationsreceivedas wellasthecomplexityoftheverificationprocess.

Tosupporta fairprocess,yourapplicationwillbeassessedinorderofreceiptandTRAwillnot consideranyrequeststoexpeditetheprocessingofyourapplication.Youwillreceivea PSAoutcomeletterby email whenyourapplicationhasbeenassessed.

2.1.4. Verificationprocess

TRAwillverifyemploymentandvocationalplacementsbycontactingthepersonwhosignedyour workstatement/s.ThismeansTRAmustbeabletolinkthelandlineormobiletelephonenumber/s tothebusinessorRTO.Once a link has been established, TRAwillonlyattemptcontactthreetimes.

If a link to the business or RTO cannot be established, the signatory will not be contacted.

Ifthesignatorycannotbe contacted or does not respond to call back requests from TRA,yourworkwillnotbeabletobeverifiedandyourapplicationwillbeunsuccessful.

2.1.5. PSAsuccessful outcome

Yourapplicationwillbesuccessfulif TRAisabletoverifyyourdocumentsandyouhavesatisfiedthe

PSAeligibilityrequirements.

2.1.6. PSAunsuccessfuloutcome

Yourapplicationwillbeunsuccessfulif:

  • yourapplicationdocumentsarenotreceivedbyTRAwithin45daysofthedateyou appliedonline
  • yourdocumentsarenotrelevanttoyournominatedoccupation
  • yourdocumentscontaininsufficientdetailtosatisfyPSAeligibilityrequirements
  • TRAcannotverifyyourqualificationorworkstatement/s
  • documentsarefoundtocontainfalseormisleadinginformation

2.1.7. ReviewofanunsuccessfulPSAoutcome

If you receive an unsuccessful outcome and youdonotagreewiththeoutcome,youcanapplyforareviewwithin45daysfromthedateoftheoriginalassessmentoutcomeletter.

Please note that a reviewwillonlyreconsiderthe documentsyouprovidedinyouroriginalapplication;nonewevidencewillbeconsidered. TRA Review forms are available on the website under the ‘Forms & Policy’ tab.

ThePSAReviewfeeof$300ispayablethroughtheonlineportalbyselectingthePSAReviewlink. YourPSAreviewapplicationwillbeassessedbya differentTRAofficer,andnotbytheofficerwhoprovidedtheoriginalassessmentoutcome.Youwillbeadvisedbyemail oftheoutcome,andif theassessmentisoverturned,thereviewfeewillberefunded.

Alternatively,youcansubmita newPSA applicationandnewdocuments and evidenceatanytime.

Tosubmita newapplication,youmustcreate a new registrationfortheJRP.Youwillreceiveanewusername, passwordandTRAReferencenumber.Thereisnolimittothenumberoftimesyoucanapplyfora PSA.

2.2.Step2:JobReadyEmployment(JRE)

The JRE steprequiresyoutocompleteemploymentinanAustralianworkplacetofurtherdevelopyourskills. Foremploymenttobeconsidered,youmustbeemployedintheoccupation,oroneclosely relatedtotheoccupationassessedinyourPSAoutcome,and must be still working with your employer whenTRA receivesyourJRE applicationdocuments(seeSection2.2.2).

2.2.1. Eligibility

TobeeligibleforJREyoumust:

  • havereceivedasuccessfulPSAoutcome
  • havelessthan4 monthsremainingonyourstudentvisa
  • holdorhave lodgedanapplicationfora485visawhichprovidessufficienttimetocompleteSteps2‐4oftheJRP.YoucanapplyforJREwhileonBridgingVisaA. TRAwillconsiderothervisas withfull (unrestricted)workrightsona casebycasebasis
  • havesecuredeligibleemployment(seeSection2.2.5 of the Guidelines)

2.2.2. OnlineApplicationProcess

To apply for the JRE, youwillneedtosigninto the TRA online portal withtheusernameandpasswordobtainedwhen youfirstregisteredfortheJRP. You shouldthenselecttheJobReadyEmploymentlinkandcompleteallthe mandatoryfields and pay the $500 application fee.

Whenyouhavecompletedtheonlinesubmissionandpayment,youmustselecttheSubmitand Printbuttonin the online portal tosubmitthedetailsandprinttheJobReadyEmploymentSummaryPageand EmploymentRegistrationForm. (Do not to select the print option on your computer.)

2.2.3. ApplicationDocuments

ForyourJREapplicationtoberegistered,thefollowingdocumentsmustbereceivedbyTRAwithin

45daysofthedateyouappliedonline:

  • JRESummaryPage,signed by you
  • EmploymentRegistrationForm(ERF),signedanddatedbyyou,youremployerand nominatedsupervisor
  • theemployerandsupervisormustsignanddatetheERFasevidencethat theyare awareof,andacknowledgetheirroleintheJRP (see Section 3.1.3 of the Guidelines)
  • acopyofyourcurrentvisa.

Please note: You are not formally registeredin the JRE until your all application documents are received (by email) and registered by TRA. (See Section 2.2.3 of the Guidelines.)

Additionally, your employment will not be considered for JRE until all your application documents are registered by TRA.

Your application documents mustbe emailed as a single PDF attachmentto within 45 days of the date you submitted your application online. If your documents are provided in any format other than a single PDF or are received by post, they will not be processed and will be returned to you.

When emailing your application documents, please ensure they are scanned in the following order:

  1. JRE Summary Page
  2. Employment Registration Form
  3. Visa Grant Notification

TRAwillacknowledgereceiptofyourapplicationdocuments by email.

Applications must be decision ready. Decision ready means that your application is accurate and complete before submitting to TRA. If all the required information and documentation is not provided to TRA, your application may be made unsuccessful.

If the information contained in the application documents cannot be verified to satisfy TRA

requirements, your employment will not be approved for JRE.

2.2.4 Additional employer

If you have more than one employer,youmustsubmittheemployment detailsthroughtheonlineportalbyselectingAddNewEmployerundertheJobReadyEmploymentlink. You do not have to pay the JRE application fee for any additional employers you want to register for JRE.

The Employment Registration Form must be printed from the Online Portal and signed by your employer and supervisor and emailed as a single PDF attachment thin45daysofthedateyousubmitted the employment detailsonline.

Youcannot exceedfiveemployersand you must complete atleast863 paid workhourswiththeoneemployer.

2.2.5. JREstartdate

Afteryourapplicationdocuments havebeenregisteredbyTRA,youwillbeprovidedwithaJREstartdate. TheJREstartdateis generallythedateyouappliedthroughtheonlineportaltoparticipateinJRE, subject to receiving your application documents with 45 days of your online application.

2.2.6. EmploymentRequirements

Youmustcompleteatleast1725hoursofpaidemploymentinyournominatedoccupationovera minimumof12calendarmonthsfromyourJREstartdate.Paidleaveisnotincludedinthe1725hours.

Ifyouareinpart‐timeemploymentorhaveperiodsofunemploymentorextendedleave,itmaytake youlongerthan12calendarmonthstocompletetherequired 1725 hours.

Ifyoucomplete1725hoursinlessthan12calendarmonths,youwillstillberequiredtocomplete 12months employmentfrom your JRE Start Date tobeeligibletoapplyforyourJobReadyFinalAssessment(Step4).

2.2.7. EligibleEmployment

Foryouremploymenttobeeligibleitmust:

  • havecommencedafteryoucompletedyourAustralianqualification
  • be currently working with the employer listed on the Employment Registration Form when TRA receives your application documents
  • involveworkatanappropriateskilllevelandincludearangeoftasksanddutiesrelevantto yournominatedoccupation
  • bepaidinaccordancewithapplicableindustrialawardsoragreementsandAustralian workplacerelationslaws
  • nothavebeenusedtomeettheworkcomponentofthePSA
  • beinan employer‐employeearrangementwhere:
  • workisassigned to you by your employer/supervisor and you complete the work under their direction
  • you work the number of hours per day/shift as agreed by your employer
  • the employer provides you with pay slips
  • the employer makes superannuation contributions on your behalf
  • you accrue annual leave and/orotherleaveentitlements
  • beregisteredand approved byTRAfollowingreceiptofyourapplicationdocuments

Subcontractor work

TRAwillonlyconsidersubcontractorworkif thenominatedoccupationontheEmployment RegistrationFormisinabuildingconstructiontrade.Ifyourworkasasubcontractorisdeemed suitable,youmustcompleteatleast863hoursofyourworkwithasinglecontractor whomustbe willingtosignyourJobReadyJournals(SeeSection2.2.9oftheGuidelines)asif theywereyoursupervisor.

2.2.8. ClaimingPriorEmployment

YoucanapplytovarytheJREstartdatebyclaiminguptothreeconsecutivemonthspaid employmentthatwasundertakenimmediatelypriortoapplyingonlineforJRE.Tomakeaclaim,youwillneedto completea StatementofPriorEmploymentformavailableontheTRAwebsiteunderFormsand Policy,andprovideacceptablepayevidence(Section2.2.8of the Guidelines outlines the pay evidence accepted by TRA).

Prior employmentwillonlybeconsideredwhereitwas:

  • undertakenwiththefirstemployerregisteredby TRA forJRE
  • undertakenaftercompletinganAustralianqualificationrelevanttoyournominated occupation
  • undertakeninthethreemonthsimmediately precedingtheonlineapplicationforJRE
  • notalreadyusedtomeettheworkrequirementsforstep1 ‐ProvisionalSkillsAssessment.

2.2.9. Verificationofemployment

Following registration of yourapplicationdocuments by TRA,youwillbeassigneda TRALiaisonOfficer (TRALO)whowillassistyouthroughtheprogram,anddeterminethesuitabilityofyouremployment by:

  • conductinga numberofonlineverificationcheckstoconfirmtheexistenceandauthenticity ofyourworkplaceasa business
  • contactingyouandyouremployer/supervisorto:
  • ensureemploymentarrangementsprovidesufficientopportunityforyoutodoarange oftasksanddutiestodemonstrateyourskills,usingindustry‐acceptedpracticesand tools/equipmentrelevanttoyournominatedoccupation
  • arrangeasitevisit (the decision to visit a workplace is at the discretion of TRA)

confirmthatyouremployerisawareoftherequirementfora TRA‐appointedassessortovisittheworkplaceandconductaworkplaceassessmentonceyouhave completedatleastsixmonthsofemployment

answerquestionsyouoryouremployermayhaveabouttheJRP.

Youremploymentwillbe deemednotsuitableif:

  • itdoesnotincludetasksanddutiesattheskilllevelappropriatefor yournominatedoccupation

YouarerequiredtomaintainanonlineJob Ready JournalduringeverymonththatyouparticipateinJRE.Your Journal can be accessed under the Job Ready Employment link via the online portal once you have submitted your employment details through the TRA online portal.

Pleasenote,accesstotheJournaldoesnotmeanthatyouremploymenthas been approvedas suitableforJRE.If TRAdeterminesthatyouremploymentisnotsuitable following a site visit or phone verification,any Journalentriesrecordedforthatemploymentwillnotbeaccepted.

YourJournalmustinclude the following:

  • a dot point list of the major tasks you completed each month. The tasks should show you are doing a broad range of tasks expected of your occupation.
  • a list of anytoolsand equipmentusedto perform your tasks.

Your Journalsaregroupedintothree-monthblockscalledQuarterlyJournalReports.Your employer/supervisorwillneedtoreviewandsigntheQuarterlyJournalReportstoconfirmyour Journalentriesreflecttheworkyouhavebeendoing.

YourTRALOwillletyou knowwhen it is time toprintyourQuarterlyJournalReportsfrom the online portal.

The signed Journals must be emailed to your TRA LO as a single PDF attachment to .

YourJournalswillbeprovidedtoaTRA‐appointedworkplaceassessortoguidetheplanningof yourJobReadyWorkplaceAssessment (See Section 2.3 of the Guidelines).

NOTE: Do not populate the online portal with the workhours you complete each month. Your TRA LO will update the hours in the online portal each time your pay evidence is received and verified.

2.3. Step3:JobReadyWorkplaceAssessment(JRWA)

ThepurposeoftheJRWAistodeterminewhetheryouareoperatingattherequiredskilllevelfor theoccupationnominatedinyourEmploymentRegistrationForm.A JRWA can take place once you have been inemployment (approvedbyTRAassuitableforJRE)foraminimumofsix months.

Your TRA LO will email you when you areeligibletoapplyforaJRWA.An assessor from a TRA‐approved RTO will conduct your JRWA.

Theassessmentwilltake placein yourworkplace andwillfocus ontheactivitiesyouhavebeen requiredtoperformduringyour employmentasrecordedinyourJobReadyJournal.

2.3.1. Eligibility

TobeeligibleforaJRWA,your workplace must have been approved by TRA and youmust haveprovidedTRAwith:

  • acceptable payevidence(seeSection 2.2.8 of the Guidelines)tosubstantiateyouhavebeenpaidbyyour employerforatleast863hoursoveraminimumofsixmonths
  • acceptableJournalscoveringa minimumofsixmonthsofemployment.

YourTRALOwillreviewyourpayevidenceandJournalsandadvisewhether you areeligibletoapplyfora JRWA.

2.3.2. OnlineApplicationprocess

Following advice from your TRA LO that you are eligible for a JRWA, you will need to sign into the TRA online portal with your username and password. You should then selecttheJobReadyWorkplaceAssessmentlink, complete the online submission and pay the $2,000 application fee.

Whenyouhavecompletedtheonlinesubmissionandpayment,youmustselecttheSubmitandPrintbuttontosubmityourapplicationdetailsandprinttheJRWASummaryPage.(Do not select the print option on your computer.)TheJRWASummaryPagemustbesignedbyyouremployer/supervisorasevidencetheyagreefortheJRWAtobeconductedatyourworkplace.

Please note: You are not formally registered until your application documents are received (by email) and registered by TRA. (See Section 2.3.3 of the Guidelines.)

2.3.3. ApplicationDocuments

Foryourapplicationtobe registered,youmustemailthesignedJRWASummaryPageas a single PDF attachment . If your JRWA Summary Page is provided in any format it will not be processed and will be returned to you.

TRAwillacknowledgereceiptofyourapplicationdocuments by email.

2.3.4. AssignmentofTRA‐approvedassessor

WhenyourJRWAapplicationhasbeenregistered by TRA,yourTRALOwillprovidea TRA‐approvedRTO with:

  • contactdetailsforyouandyouremployer/supervisor
  • acopyofyourJournals,includinganyemployercomments
  • acopyofyourAustralianqualification
  • acopyofthebiographicalpageofyourcurrentpassport.

TheTRA-approved RTOwillallocateanassessortoconductyourworkplaceassessment. The assessorwill:

  • contactyouandyouremployer/supervisortoorganiseatimeanddatethatissuitableto visityourworkplacetoconducttheassessment
  • discusswithyoutheworkyouhavedoneandthetoolsandequipmentthatwouldbe availablefortheassessment
  • reviewtheJournalsandanyotherrelevantinformationprovidedbyTRA
  • prepareanassessmentplanthatwillbe providedtoyouandyouremployer/supervisor beforethescheduleddateoftheassessment,detailingwhatyouwillberequiredtodo duringtheassessment.

2.3.5. DuringtheJRWA

Theassessorwill:

  • showphotographicidentificationtoyouandyouremployer/supervisortoverifytheir identity
  • inaccordancewiththeassessmentplan,requireyoutodemonstrate:
  • anabilitytoperformtasks,followdirections,andplanworkattherequiredskilllevel relevanttoyournominatedoccupationinyourworkplace
  • yourunderstandingoftheworkplaceincluding:

 yourroleintheworkplace

 thelanguage/terminologyusedintheworkplace/industrysector

 relevantAustralianStandards,legislationand/orregulations

 solvingproblems

 askingdirections

 workingwellwithothers

 usingresourceseffectively.

Theassessmentwillbeconductedusingarangeofmethods,includingoralquestioningand observationofyourpracticalskills.

2.3.6. InabilitytoattendascheduledJRWA

Ifyouareunabletoparticipateintheassessmentat thetimeyoupreviouslyagreedwiththe assessor,youmustnotifytheassessorimmediately.YoumustalsoprovideTRAwitha medical certificateorotherevidenceexplainingwhyyouwereunabletoattend.Ifyouareunabletocontact theassessor,youmustnotifyTRAimmediately.

Ifamedicalcertificateis notprovided,oryoucannotprovideothersuitableevidencetoTRAtoshow whyyouwereunabletoparticipateintheassessment,youwillberequiredtopayforanyrelevant travelcostsincurredbytheassessoronthedateofthescheduledassessment.

Itisyourresponsibilitytoarrange anewassessmentdateandtimewiththeassessor. The assessorwill notifyTRAofthenewarrangements.

2.3.7. JRWA outcome

TRA,nottheassessor,will provideyouwiththeoutcomeoftheJRWA.TRAwillemail youtheoutcomeoftheassessmentandincludeacopyoftheJRWAreportpreparedbythe assessor.

TheJRWAreportwilladviseifyouhavebeenassessedasJobReadyorNotYetJobReadyforyour nominatedoccupation.

AsuccessfulJRWAassessmentwillconfirmyouareJobReady, whichmeansduringtheassessment youdemonstrated:

  • well‐developedjobknowledge
  • anabilitytosuggestandinitiateimprovementswhilebeingabletodealwithroutineand complexmattersrelatingtotheoccupation
  • thatyouwerereliableandresponsible
  • thatyouhadawell‐developedabilitytoworktoindustrystandardproductively,and communicatedeffectivelyintheworkplace.

An unsuccessful JRWA assessment means you areNotYetJobReadybecauseyouwereunableto performthedutiesrequiredofthenominatedoccupationforoneormoreofthefollowingreasons:

  • hadlimitedjobknowledge
  • madefrequenterrors
  • workoutputwaspoorcomparedtoindustrystandards
  • demonstrateddifficultydealingwithroutinemattersrequiredintheoccupation
  • requiredcloseguidancetoperformtoindustrystandards.

IftheoutcomewasNotYetJobReady,youmayrequesta JRWARevieworapplyforasecondJRWA (See Sections 2.3.8 and/or 2.3.9 of the Guidelines.)

2.3.8. ReviewofJRWA outcome

IfyoureceiveaNotYetJobReadyoutcome,anApplicationforJRWAReviewformwillbeprovided withtheJRWAreport.

Foryourapplicationtobe registered,theApplicationforJRWAReviewformmustbereceivedby

TRAwithin45daysfromthedateoftheoriginalassessmentoutcomeemail.

A JRWAreviewwillnotinvolveanotherworkplaceassessment andno feeis payable.Areviewisconductedbyadifferentassessorwhowillreviewtheevidencegatheredduring thefirstassessment.

TRA will provide you with a report advising theoutcomeatthecompletion ofthe review.

2.3.9. SecondJRWA

YoumayrequestasecondassessmentifaNotYetJobReadyassessmentoutcomeremains unchangedfollowingtheJRWAReview.

Itisrecommendedyoudonotapplyforasecondassessmentuntilyouhaveaddressedthereasons youwereunsuccessfulinthefirstassessment.

YoumustcontactyourTRALObeforeapplyingfora secondJRWAwhowilladvisewhenyoumay apply.You will need to log in to the TRA online portal with your username and password.SelecttheJRWAReapplicationlink, complete the online submission and pay the $2,000 application fee.

IfyoursecondJRWAis unsuccessful,youmayneedtomeetadditionaleligibilitycriteria,suchas completinga furtherperiodofthreemonths’employment,beforebeingeligibletoapplyfora subsequentassessment.

2.4.Step4:JobReadyFinalAssessment(JRFA)

The JRFA is the fourth and final step of the JRP. AsuccessfulJRFAoutcomecanbeusedtoapplytoHome Affairsforanindependentskilledmigrationvisa.

YourTRALOwillemail you whenyou are eligibletoapplyfor yourJRFA.

2.4.1. Eligibility

TobeeligibletoapplyforaJRFAyoumusthave:

  • asuccessfulProvisionalSkillsAssessmentoutcome
  • asuccessfulJobReadyWorkplaceAssessmentoutcome andprovidedTRAwith:
  • payslipsorotheracceptableevidencetosubstantiatethatyouhavebeenin paidemploymentforatleast1725hoursoveraminimumof12months
  • Journalscoveringa minimumof12months.

2.4.2. OnlineApplicationProcess

Following advice from yourTRALOthatyouareeligibletoapplyforaJRFA, you will need to sign in to the TRA online portal with your username and password. You should then selecttheJobReadyFinalAssessmentlink,completethe online submission and pay the $150 application fee. .

When you have completed the online submission and payment, you must select the Submit and Print button to submit your application details and print the JRFA Summary Page. (Do not select the print option on your computer.)

Please note: You are not formally registered until a copy of your JRFA application documentis received (by email) and registered by TRA. (See Section 2.4.3 of the Guidelines.)

2.4.3. ApplicationDocuments

Within45daysofreceiptofyourJRFAapplication,youwillreceivealetterby email confirmingyouhave completedallstepsoftheJobReadyProgramandhaveattaineda successfulskillsassessmentin yournominatedoccupation.

Thisletteris notaqualificationnordoesitrepresentformalaccreditationofyourskillsand experience.ItcanonlybeusedtoapplytoHome Affairsforpermanentindependentskilledmigration.

Youwillreceiveanunsuccessfulskillsassessmentoutcomeifitisfoundthatdocumentsyouhave providedduringJREcontainedfalseor misleadinginformation.

Section 3.ProgramAdministration

3.1.Rolesandresponsibilities

3.1.1. EmployersandSupervisors

Theemployer/supervisormust:

  • understand thatTRAmaycontactan employerto verifyinformationprovidedinanapplication,and willrequirea contacttelephonenumber foreverypersonlisted onanemployment statement.TRAwill verify independentlythatthenumberis linkedtotheorganisationwherethe applicant is employed.
  • understandthataTRALO maycontactthemif necessarytoarrangeavisitto theworkplace byeithera TRA LO ora TRAnominatedrepresentative.
  • haveindustryknowledge and experiencetosupervisea JRP participant andconfirmtheir skillsinthe nominated occupation
  • providea JRP participantwiththeappropriatetasksanddutiestoenablethe participanttodemonstrateabroad range ofskillsinthenominatedoccupation
  • validate and signJobReadyJournals
  • understandthatanypersonalinformationprovidedmaybeusedonlyasallowedbythePrivacy Act 1988 (see Clause3.3)
  • allowDepartment ofEducationandTrainingauthorisedstaffandTRA‐approvedworkplace assessorstoaccessthe workplace.

3.1.2. TRA LiaisonOfficers

TheTRA Liaison Officer (TRALO)isresponsiblefor:

  • verifyingJRP employment arrangements which may include a site visit to the work place
  • advisingan applicant,employers andsupervisorsabouttheir responsibilitieswiththeJRP
  • coordinatingassessmentarrangementswithTRA‐approvedworkplaceassessors
  • responding toenquiriesfromprospective applicants, participants, employer/s and other people
  • adheringtotheAustralian Public Service Code of Conduct.

3.1.3. TRA‐approvedRegistered Training Organisation

TRA‐approvedRTOsareresponsiblefor:

  • meetingalltherequirementsidentifiedintheirservicedeedswithTRA
  • meetingobligationsforregistrationasanRTO
  • ensuringtheworksiteissafetoconductaworkplaceassessment
  • conducting a workplace assessment
  • reportingyourworkplaceassessmentoutcometoTRA
  • liaisingwithTRA,youandemployersasrequired.

3.1.4. Trades RecognitionAustralia
