JOB DESCRIPTION: TEAM LEADER ICT (Y1)

CORPORATE INFORMATION

  1. Position Level:Coordinator (Ongoing, Initial 3 years contract HQ Core staff)
  2. Salary Range:FJ$45,000 to FJ$65,000 per annum, full package
  3. Duty Station:Suva, limited travel to provinces and districts required.
  4. Reporting Responsibilities;

a)Reports To:Director of Corporate Services

b)Liaises with: Network Administrator, FEO Directorate, staff as required

c)Subordinates:Network Administrator, Software Development and Support Officer, Desk Officer and other staff engaged in the ICT department.

POSITION PURPOSE

This position is responsible for managing the operation of ICT department in line with the business objectives of the Fijian Elections Office. This position will plan, direct, coordinate and design ICT related activities as well as provide administrative direction and support for daily operational activities of the ICT department.

KEY DUTIES

The position will achieve its purpose through the following key duties. In support of FEO staff to enable them to meet the operational needs:

  1. Lead, manage, motivate and develop the ICT Team so that it may be able to meet the expectations and business requirements of the FEO.
  2. Ensure ICT developments and new software/hardware are conducive for required purpose and deliver the intended benefits.
  3. Ensure that ICT systems and procedures promote data and information security and business continuity, in line with best practice and relevant external standards such as ISO2001.
  4. Plan, direct, coordinate and design ICT related activities.
  5. Manage and balance the expectations of the Fijian Elections Office within the framework of staff and resource limitations.
  6. Make a significant contribution to the strategic direction, management and culture the organisation.

KEY PERFORMANCE INDICATORS

Performance will be measured through the following indicators:

  1. ICT Infrastructure is established, maintained and further developed to meet the business requirementsof the FEO;
  2. ICT Systems and procedures promotes data and Information System security and continuity.
  3. All ICT related activities are well planned, designed, coordinated and implemented.

PERSON SPECIFICATION

The Knowledge, Experience, Skills and Abilities required to successfully undertake this role are:

Knowledge and Experience

  1. At least 4years hands on, practical experience in a multi user environment supporting Microsoft products, Oracle databases, MS SQL Server or equivalent and network installation and maintenance;
  2. Managerial experience and working in a team environment to meet team goals;
  3. Understanding of the Fijian Constitution (2013) and knowledge of applicable cyberand information / intellectual property laws of Fiji;

Qualification

Degree in Computer Science/ Information System or equivalent with relevant work experience.

Skills and Abilities

  1. Demonstrated ability to analyse and solve complex ICT problems, and to provide managerial assistance to a wide range of staff, in a resource constrained environment;
  2. Demonstrated supervisory ability to liaise effectively with staff at all levels.
  3. Demonstrated ability to maintain confidentiality and neutrality, in a sensitive environment;
  4. Service oriented approach, with a commitment to supporting the operational / corporate environment of the organisation.

Personal Character and Political Neutrality
