Purpose of job:
The post holder will provide support to the Programme Manager – Addressing Violence Against Women and Girls Through Sport in the delivery of the programme in Kenya. She/he will ensure high quality support on financial and administrative functions within the programme and make a key contribution to maintaining a high level of finance control and compliance as well as administrative aspects of the programme in line with the British Council Standards.
Context and environment:
The British Council, together with partners in the UK and Kenya is delivering a football-based programme in Kenya to work with young people on the prevention of violence against women and girls (VAWG), by building on the existing Premier Skills programme.
Premier Skills is a partnership between the British Council and the Premier League in the UK which uses football as a tool to engage with and develop the skills of young people worldwide. The programme is delivered by the Premier League and British Council and draws upon the Premier League’s global appeal and expertise in delivering community programmes in the UK, alongside the British Council’s global network, relationships of trust and cultural understanding.
This programme in Kenya is an exciting opportunity to:
·  Build on the success of Premier Skills, an existing football-based programme, in which football is a vehicle for social change.
·  Address the enduring challenge of preventing violence against women and girls, by targeting young people, both male and female.
·  Build an evidence base for the effectiveness of preventing VAWG through sport which builds the knowledge of governments, civil society and other stakeholders.
British Council is testing the approach through piloting and developing the programme in Kenya, initially in the Mount Elgon region of Western Kenya. Over the three year funding period, British Council will adapt the existing Premier Skills programme to focus specifically on VAWG, pilot the approach in Mt Elgon region and roll-out to a second region of Kenya by building in learning from the pilot. The programme also includes a strong monitoring and evaluation component to provide evidence of impact and explore the potential for replication in other countries.
Accountabilities, responsibilities and main duties:
·  Support compliance of Kenya Addressing VAWG through Football Programme to the British Council corporate financial policies and procedures as outlined in the Financial Control and Compliance Framework and as also to DFID rules and regulations governing the said programme.
·  Providing logistical support for programme activities such as training, workshops, field visits; this includes sourcing quotations, creating purchase orders and good receipting in a timely manner.
·  Compile monitoring and evaluation data coming through from the project regions ensuring that the data is presented in an analysable format.
·  Take and produce minutes from governance meetings and support programme report writing for the client and other stakeholders.
·  Support the Programme Manager in the efficient management of the programme budget by conducting budget variance analysis on a monthly basis to inform programme efficiency as outlined in the Financial Control and Compliance Framework and DFID rules and regulations.
·  Support the production of programme monthly financial reports and the regular analysis of programme finance reports against WBS items and GL accounts
·  Manage Supplier Invoices and Payment Runs; including cheque and bank transfer payments to vendors, according to the periodic payment schedule and in accordance with payment terms,
·  Carry out general accounting tasks such as checking and posting of financial journals.
·  Support the effective delivery of grants through review of partner financial reports and supporting documents submitted to ensure they are adequately supported and in line with the budget.
·  Support the achievement of Kenya Programme financial deliverables as advised by the Finance and compliance Manager in collaboration with the Programme Manager.
