Job Description: PROGRAM DIRECTOR, Exempt

Job Summary:

The residential Program Director is responsible for general oversight and supervision of the operations at their assigned sites and is an essential part of the management team, reporting directly to the Director of Operations. The Program Director ensures compliance with all county and state regulations, provides leadership to the Lead Counselor at each assigned location, ensures that all programs in place are being followed by staff and works closely with each resident’s team to ensure high quality care that meets licensing standards as well as agency and team expectations.

Essential Duties and Responsibilities:

Staff Supervision:

Schedule and Hiring:

·  Determine appropriate staffing levels and hours for each assigned site. Ensure the Lead Counselor is scheduling appropriate coverage at each site, including finding coverage if the Lead Counselor is unable or unavailable.

·  Work cooperatively with Human Resources regarding hiring needs and recommendations.

·  Assist with timesheet and payroll issues as necessary.

Performance Management:

·  Ensure the Lead Counselor is scheduling orientation hours for new employees at the site, ensuring that the new employee receives some training hours directly from the Lead Counselor.

·  Directly supervise Lead Counselors and provide support and supervision regularly (at least weekly including lead meeting break-out sessions).

·  Observe staff interactions with residents and provide supervision based on those observations.

·  Provide ongoing staff supervision regarding resident interaction, ensuring that prescribed resident interventions and risk management plans are followed.

·  Mediate intra-staff conflicts.

·  Complete performance reviews for direct reports and provide input for Direct Support Professional performance reviews. Support Lead Counselors with performance evaluation meetings as needed.

·  Ensure that duties are assigned to individual staff members whenever possible, in order to maintain accountability.

·  Ensure that staff is following through with directives given through staff meetings, memos, communication logs, Lead Counselor end of shift email-me reports, etc.

·  Ensure that all required forms are completed by employees, including, but not limited to, incident reports, census and leave, emergency drills, behavior and data tracking forms, health progress notes and progress notes.

·  Ensure through spot checks that the RC Checklist and Overnight checklists are being completely thoroughly.

·  Work cooperatively with Director of Operations and Human Resources to provide recommendations and address performance related concerns.

·  Counsel employees regarding performance related concerns, ensuring that they have been given the training and information necessary to meet the expectations of their position. Provide praise and positive feedback for employees who are performing well.

·  Keep Director of Operations aware of employee performance concerns, including, but not limited to those which affect the quality of care, health and safety of the residents, or are serious or recurring, or any that could potentially put the company or its reputation in jeopardy.

·  Draft employee warning notices or delegate to the Lead Counselor as appropriate and participate in disciplinary meetings with employees, either with the Lead Counselor or with Human Resources.

·  Monitor employee morale and inform Director of Operations of employee concerns.

Training

·  Be prepared for and Attend all scheduled lead meetings and scheduled trainings

·  Ensure that the break-out sessions that occur during the lead meetings are structured with information that is necessary to be disseminated to the Direct Support Professionals.

·  Ensure that the Lead Counselor has structured agenda prior to each monthly staff meeting

·  Attend staff meetings as necessary in order to provide ongoing instruction and training to staff regarding internal policies and procedures

·  Provide training to new Lead Counselors as well as to Direct Support Professionals as needed.

·  Ensure that all program changes due to resident meetings are in place at the site within 7 days of the meeting.

·  Provide ongoing instruction and training to staff regarding resident program plans, Behavior Support Plans, Snapshots, and any other applicable resident information.

·  Make recommendations for training to Human Resources or Director of Operations as needed.

Programming

·  Complete all required and requested resident reports, ensuring that they are in compliance with licensing requirements, and also that they meet the expectations of the agency and resident teams.

·  Implement resident programming that is person centered and focused on safety, independence, and community integration.

·  Adequately address resident and guardian or team concerns, supporting and maintaining the integrity of the Zumbro House program. Report concerns to the Director of Operations.

·  Inform the Director of Operations of any Program/behavioral problems

·  Respond to resident crisis, per the instruction of the Director of Operations as applicable

·  Give directives to other employees in crisis situations.

·  Communicate incidents to team members promptly and in accordance with licensing requirements.

·  Provide input for staff meetings and at other times regarding resident issues and recommend interventions.

·  Become familiar with licensing regulations and requirements in order to ensure compliance at all times.

·  Consults with accounting staff to resolve resident financial issues.

·  Ensure that the Lead Counselor organizes the site to include: posting all appointments on the calendar and that all medical appointments are kept and documentation is complete; activity schedules are posted and followed; staff schedules are posted and current with ample coverage; and that all house documentation (checklists, MARs, etc. are being reviewed by the Lead Counselor and submitted on time.

·  Be available to staff for telephone consultation

Health and Safety

·  Observe each site at least once per month for safety concerns, cleanliness, maintenance concerns, and compliance with the Adult Foster Care license. Resolve any concerns promptly.

·  Participate in corrective action/training for medication administration/documentation errors to ensure accuracy and compliance with internal policies and established procedures.

·  Spot check to ensure that medication is being ordered and logged in as required.

·  Partner with company nurse to resolve any health related concerns as needed.

·  Ensure that the Lead Counselor and staff are attending to each residents hygiene and health routines.

Other

·  Participate as a member of the Management Team, providing input on company decisions, supporting management directives, and offering recommendations regarding company policies and procedures.

·  Be a positive representative of Zumbro House at all times.

·  Complete the PC Checklist monthly at each assigned site.

·  Perform the duties of the Lead Counselor or the Direct Support Professional as needed.

Minimum Qualifications:

·  Degree in human services related field is preferred; however, an unrelated degree in combination with significant experience working with individuals with developmental disabilities and/or challenging behaviors may be sufficient.

·  Must qualify as a QDDP (was QMRP) or a Designated Coordinator as defined by the Department of Human Services.

·  Must have a valid driver’s license, a good driving record and a safe operating vehicle, and must be willing to transport residents in personal vehicle if a company vehicle is not available. A poor driving record resulting in denial of insurance coverage will disqualify an individual from employment with Zumbro House, Inc.

·  Must be willing to flex schedule to accommodate resident or staffing needs. Inability or unwillingness to flex work hours to accommodate the needs of the residents/agency may result in a forfeiture of hours.

·  Must be willing to submit to a background study completed by the Department of Human Services. If DHS determines that the employee is disqualified from any position having direct contact with people receiving services, employment will be terminated immediately. Any misrepresentation during the interview process regarding this or any other information would result in termination of employment.

·  Receive the Hepatitis B vaccine or sign a declination within 30 days of hire.

·  Complete all required training.
