Background

The Government of the United Republic of Tanzania through a grant from the German Government will be implementing a three year project to enhance conservation of the Selous ecosystem through the Selous Ecosystem Conservation and Development Program (SECAD). The major objective of SECAD is to effectively protect and manage the natural resources of Selous Game Reserve and selected co-management zones in adjacent Districts while contributing to the maintenance of the ecological integrity of the Selous Ecosystem. SECAD will be implemented in partnership with the World Wide Fund for Nature (WWF) and Frankfurt Zoological Society (FZS), as well as an international consultant and will support the Ministry of Natural Resources and Tourism’s Selous Game Reserve under the Wildlife Division as the government overall implementing agency. When the Tanzania Wildlife Authority (TAWA) take off and implement programs, this project and its management will then fall under TAWA.

WWF has set up a project team to support Selous Game Reserve Management and the Rovuma Landscape, in planning, implementation and monitoring of project activities for the outreach section and community based natural resource management (CBNRM) in the communities living around SGR. In particular, WWF support will be integrated in the joint SECAD management process (PMT project planning, implementation and monitoring). The main role of WWF will be to advise the SGR management on the development of an outreach strategy for the Reserve as part of the implementation of its GMP, setting up of an outreach section as part of its management structure as well as ensuring that the management of natural resources around the Reserve, in particular in the Selous Niassa Wildlife Corridor is brought in line with the SGR overall conservation objectives.

It is against this background, that WWF is employing a Project Executant with the overall responsibility to manage and oversee the WWF component of the SECAD Project to strengthen its team in the WWF project office in Tunduru to implement the activities foreseen in the Selous Niassa Wildlife Corridor. The Project Executant will be overall responsible for the fulfillment of WWF’s role within the SECAD Project.

Responsibilities of the WWF SECAD Project Executant

  • Oversee implementation of all SECAD field project activities; ensure delivery of results within timeplan and quality control of project deliverables. These refer in particular to:
  • facilitate the marketing of 5 existing WMAs to produce the required output in attracting and enable hunting and photographic tourism operations for AA income generation
  • facilitate the improvement of AA internal management and coordination;
  • support regular joint law enforcement and patrols of 5 AAs with Districts, zonal anti-poaching unit and SGR sectors
  • establish and support close dialogue with the key actors below:
  • responsible local government officials from all the districts WWF work with in the landscape; and
  • key private sector actor players and development partners
  • Strengthening 5 AAs, AAC and Districts in ecological and socio-economic monitoring to evaluate impacts of WMAs
  • contribute to the designing and development of criteria for livelihood and socio-economic monitoring protocols at the field level
  • facilitate the establishment of community natural resource business enterprises (beyond hunting and photographic tourism) for priority villages that are part of the 5 WMAs; including sustainable forest utilization on Village Land Forest Reserves (VLFR)
  • support the implementing Resource Zone Management Plan (RZMP)/General Management Plans in existing WMAs
  • contribute to and support the implementation of environment education, public relations and outreach/communication programs are implemented in 5 WMAs and SGR
  • facilitate legal validation of SN Wildlife Corridor and support its recognition in regional planning and TFCA (Trans-Frontier Conservation Area)
  • Provide monthly progress reports of the SECAD activities to the Ruvuma Landscape National Coordinatorfor incorporation into the Ruvuma Landscape Program as per the TCO Country Strategic Plan
  • Directly supervise WWF SECAD Field Project staff in Tunduru and Matambwe comprised of M&E officer, Driver, Office Attendant and Outreach officer
  • Facilitate the Organisation of Workshops at local level to review progress of activity implementation within the framework of SECAD
  • Support technical improvement of project implementation procedures to the districts and facilitation of learning and knowledge management system
  • Facilitate the establishment of a multi stakeholder/ multi-disciplinary project implementation group within the landscape comprised of key interested stakeholders that will steer project implementation inform and validate the data collection for informed decision making
  • Contribute to oversee project consultants’ and development of ToR for engagement for specific tasks contributing to the achievement of project results

Qualification

  • At least Master Degree in natural resources related subject, with a minimum of 5 years experiences in wildlife management and community work in Eastern or Southern Africa, ideally in Tanzania
  • Proven ability to work in and lead multi-cultural teams

  • Language skills: Fluent in English, German and working knowledge of Kiswahili
