PROGRAM MANAGER-TREASURY AND AFFILIATION AGREEMENTS

JOB SUMMARY
The responsibilities of the Program Manager-Treasury and Affiliation Agreements fall within the following key areas:
1.  Managing treasury functions of the organization, including cash management, investments, long-term debt, swaps and taxes, as delineated in greater detail below.
2.  Managing the annual affiliation budget with the UW School of Medicine and Public Health and all related ongoing issues.
3.  Managing gift funds and other restricted funds of the organization in collaboration with the UW Foundation to ensure that funds are deployed consistent with the expressed wishes of donors.
The Program Manager is considered the technical and accounting expert for the defined areas and works with other members of the management team to ensure effective oversight and proper accounting for transactions.
The Program Manager makes policy recommendations to senior management, interpreting applicable rules and regulations.
The Program Manager is expected to have a full understanding of Generally Accepted Accounting Principles (GAAP), and Generally Accepted Auditing Standards (GAAS), and is expected to apply GAAP or GAAS specialized theory or principles to the programs.
MAJOR RESPONSIBILITIES
Treasury Functions
·  Cash management activities: day-to-day management of cash and other related banking transactions; investing of short-term funds generated from operations; forecasting of daily and weekly cash needs to ensure liquid funds are available as needed; and re-investing of cash on a longer-term basis as discretionary funds become available.
·  Investment oversight: working with senior management to develop and adapt: the investment policy; overall investment strategy; asset allocation for both short and long-term funds; selection, ongoing evaluation and, as necessary, replacement of investment advisors and managers; and budget for annual investment earnings.
·  Long-term debt: working with VP, Finance and others to: coordinate new and replacement tax exempt bond financings; preparation of disclosure and due diligence information at the time of financing; negotiation of credit enhancement with letter of credit banks; track and report on quarterly and annual covenant compliance; provide required quarterly and annual reports and other disclosures to banks, investment bankers, bondholders, information repositories, trustees and others; and manage the process of obtaining and providing arbitrage rebate computations to trustees.
·  Swaps: working with the VP, Finance to negotiate entry to or unwind from swap transactions, and track, record and report daily and month-end mark-to-market adjustments.
·  Taxes: coordinate property, sales and other tax issues, including filing of required returns or related extensions. This includes 990T, Federal tax return for unrelated business activities, 4T, Wisconsin return as well as personal or real estate tax returns as required.
Affiliation Agreements
·  In conjunction with the leadership of UWHealth, oversee the preparation of the annual affiliation budgets for the sixteen clinical departments of the University of Wisconsin School of Medicine and Public Health.
·  Provide leadership and coordination of pertinent information, reporting and documentation for the Affiliation Agreement budgeting process and subsequent changes to the program.
·  Assist with monitoring compliance with affiliation agreement provisions, including those pertaining to medical directors.
Gift Fund Management
·  Maintain detailed records on gift funds created based on wishes expressed by donors
·  Facilitate use and distribution of gift funds for authorized purposes
·  Work with senior management to ensure that gift funds are deployed within a reasonable time period.
Service Delivery
·  Oversees strategic and operational projects within assigned areas.
·  Participates in providing education related to functions of program, primarily in the area of Affiliation Agreements.
·  Role models service excellence in interactions with internal and external constituents.
·  Establishes a strong cooperative relationship with applicable leaders by providing the information, tools and services necessary to carry out their management responsibilities.
Communication
·  Designs and orchestrates the delivery of applicable communication to internal and external constituents.
·  Demonstrates excellent oral and written communication using a variety of methodologies.
·  Coordinates presentations and ensures consistent communication related to program assignments.
·  Translates data and information into meaningful stories related to strategic aspects of assigned program.
Operational Improvement
·  Oversees collection and utilization of operational and benchmarking data to recommend targets for improvements.
·  Prepares appropriate reports and statistics, and conducts surveys in order to evaluate fiscal performance.
·  Participates in the review of program processes. Recommends and participates in implementation of process improvements. Monitors and measures process changes.
·  Researches industry best practices and recommends process improvements to leadership.
·  Reviews and recommends policies that support the direction of the programs.

Resource Management

·  Monitors performance against budget and reconciles with actual expenditures.
·  Prepares and manages annual operational budgets in assigned areas.
Strategic Planning
·  Establishes monitoring process for tracking performance of investments to facilitate strategies needed to assure accomplishment of acceptable returns on investments.
·  Researches benchmarking practices, and prepares reports that demonstrate acceptable returns.
·  Develops processes to assure timely communications to stakeholders about the status of projects being planned or implemented.
Miscellaneous
·  Serve as primary fiscal contact for surveys and outside reporting.
·  Coordinate annual filings for redemption of unclaimed property and submission of unclaimed funds.
·  Responsible for other miscellaneous duties as assigned.

REQUIRED QUALIFICATIONS
Education /

Bachelors degree in related field (Master degree preferred)

Work Experience / 9 years related experience
