Executive Director/Public Health Director

General Statement of Duties:

The Public Health Director is a strong and visionary leader who is responsible for the leadership, management, and administration of the Las Animas – Huerfano Counties District Health Department. This position actively engages all segments of the community to focus on the protection and promotion of the health and well being of all people and the environment of Las Animas and Huerfano Counties.

The Executive Director/Public Health Director is appointed by and reports to the Las

Animas–HuerfanoCounties District Board of Health. This position is responsible for provision, management and supervision of public health services to the residents of LasAnimas and Huerfano Counties and any contractedservices toother counties in the region as needed.

Supervision Received:

Reports to and serves at the pleasure of a seven-person Board of Health that is appointed by the Bi-County Commissioners.

Supervision Exercised:

Manage and directs all activities and personnel of the Las Animas – Huerfano Counties District Health Department. Directly supervises Department Head/Supervisors.

Duties, Responsibilities and Functions:

  • Manages and directs staff in the provision of core public health services in a variety of programs including but not limited to: maternal and child health, communicable disease, emergency preparedness, environmental health, health promotion and vital records.
  • Prepares and administers the annual budget. Presents annual budget to the Las Animas and Huerfano County District Board of Health and Bi-County Commissioners for approval.
  • Prepares and presents reports to the Las Animas – Huerfano Counties District Board of Health and Las Animas-Huerfano County Commissioners regarding budget, agency planning and accomplishments, personnel issues, public health, etc
  • Grant writing and monitoring of grants and contracts.
  • Ensures a community health assessment and local public health improvement plan is conducted every five years. Implement and evaluate local public health improvement plan.
  • Consultation and collaboration with community-based organizations to promote inter-agency coordination in program planning and implementation.
  • Leads and participates in community activities and groups to promote public health.
  • Represents and advocates for the Las Animas-Huerfano Counties District Health Department and the public health imperatives in meetings.
  • Consults and collaborates with the Colorado Department of Public Health and Environment regarding public health and environmental health programs and issues.
  • Administers and enforces the public health laws/rules/regulation/standards of the State of Colorado and of Las Animas and Huerfano Counties District Board of Health.
  • Reviews and executes contracts on behalf of the Las Animas-Huerfano Counties District Health Department.
  • Performs evaluations on Department Heads/Supervisors.
  • Serves as an official representative, spokesperson for the Las Animas- Huerfano Counties District Health Department.
  • Participates in local, state, and national organizations that promote advancement of public health practice.
  • Other duties as assigned.

Essential Skills, Abilities and Knowledge, etc:

  • Extensive knowledge of leadership, management, administration and communication theories, principals, and practices.
  • General knowledge of the following: Public health laws of the State of Colorado; the orders, rules, regulations and standards of the Colorado State Board of Health; the orders rules, regulations, and standards of the Las Animas-Huerfano Counties District Health Department.
  • Computer skills essential.
  • Demonstrated personnel management skills, including the ability to motivate, encourage, support and coach staff to optimum performance.
  • Demonstrated ability to work effectively with local, state, and federal funding, governing, and regulatory agencies.
  • Knowledge of current administrative and business practices.
  • Demonstrated ability to establish,develop, and sustain key working relationships with a variety of local, state, and regional organizations ranging from local governments to regulatory agencies to community-based organizations.
  • Ability to manage money in a prudent, sensible manner.
  • Ability to perform objective assessments of job performance by department heads/supervisors.
  • Ability to keep confidential information properly.
  • Ability to be diplomatic and tactful.
  • Able to travel and attend regional and/or state public health meetings.
  • Ability to embody the agency values of teamwork, respect, integrity, innovation and ongoing personal and professional development.

DesiredEducation and/or Experience:

  • Education: Graduation from an accredited college or university with a master’s or doctorate degree in public health related discipline such as public health, medicine, nursing, environmental health, health education, health administration/policy, or closely related field.
  • Experience: Minimum of five years in the past ten years of successful and increasingly responsible professional work experience demonstrating leadership, management, and administration in the field of public health.

Special Requirements:

  • Must possess a valid driver’s license and be able to drive to office sites, meetings, conferences, etc.
  • If a physician or nurse, should possess a license to practice in Colorado.
  • Resident of Las Animas or Huerfano County.
