TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Job Creation Programme Reporting Officer, West Bank

Background

The incumbent of this post will report directly to the Programme Manager in charge of the Job Creation Programme (JCP). He/She will be in charge of the collection, consolidation and circulation of all information (operational and financial) on all JCP activities to ensure transparency, monitoring and communication of/on the programme’s achievements. The incumbent will also provide technical support on project cycle management, and the process of identification and development of projects’ outputs and indicators.

Description of Duties and Responsibilities

  1. ProgrammeSupport & CapacityBuilding
  • Provide technical support to UNRWA colleagues involved in JCP planning and project management, by helping them identify and review programme/projects outputs and indicators and associated budget requirements.
  • Support and built the capacity of Area staff in implementing programme activities throughout all phases of the project management cycle (identification, problem, analysis, needs assessment, planning, monitoring and evaluation and reporting) and the design of project management tools (workplan, LFA, M&E matrix).
  • Coordinate with the Verification Officer and the IT unit to develop SMART monitoring objectives that can be easily tracked and reported on.
  1. Reporting
  • Draft and/or consolidate all narrative and financial reports and contextual updates, as well as all JCP reports requested by programme management and donors.
  • Develop and draft weekly, monthly, and quarterly progress reports to capture the achievements and impact of programme activities for internal and external purposes.
  • Develop a solid internal reporting system that would allow for efficient flow of information and exchange of data between field and area staff members.
  1. Fundraising and Communication
  • Support the development of proposals and concept papers in cooperation with relevant programme staff members and in coordination with the Emergency Appeal Unit, as funding opportunities arise.
  • Draft briefing notes, position papers and marketing information material for management, donors, partners, clients and other stakeholders on programme achievements, needs and weaknesses.
  • Develop communication/fundraising materials for the donor community and other stakeholders on programming priorities and achievements.

  2. Carry out research and assessments as necessary on specific programmatic experiences to support policy designand the development of new programme strategies

5. Others

  • Participate in relevant programme support and coordination meetings both within and outside UNRWA as requested.
  • Perform such other duties as may be assigned.

Essential Qualifications and Experience

  • Advanced university degree in Political or Social Science, Protection, International Studies, Journalism, Communications, Law or other related field;
  • Four years of relevant experience in project management, coordination, communications, humanitarian affairs, or other related areas.
  • Good command of written and spoken English. Candidates with fluency in Arabic will be privileged.

  • Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations to stakeholders at senior levels, both orally and in writing, in a clear, concise style.
  • Ability to work independently and as a team player; demonstrates leadership and is able to support and train local and international staff, able to work with at-risk communities in a sensitive and participatory manner.
  • Strong planning and organization skills, even within a fluid working environment.
  • Capacity for initiative and decision making with competent analytical and problem solving skills.
  • Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc.

CONDITIONS OF SERVICE

  • The duration of the consultancy will be 12 months, subject to a probation period of 3 months.
  • Remuneration for this consultancy is US $4000 per month.
  • The incumbent is expected to be based in Jerusalem and will be required to travel within the West Bank.
