JCFPD #4 COMMISSIONERS MEETING

September 9, 2014

The meeting was called to order byChairman Ron Garrison at 7:00 pm. Those present were Commissioners Ken McEdwards and Meril Smith, District Secretary Peggy Ware, Fire Chief Pat Nicholson, FF Lt. Curtis Lightner,Vol. FF Robert Gray, Diane Garrison, John Dowd, and Dalila Dowd.

Motion-Commissioner McEdwards made a motion to approve the minutes of the August 12, 2014 regular meeting as mailed. Commissioner Smith seconded the motion. Motion passed unanimously.

There were no questions about the August 31, 2014 Financial Report. See attached.

Motion-Commissioner Smith made a motion to accept the August 31, 2014 Financial Report. Commissioner McEdwards seconded the motion. Motion passed unanimously.

EMS Vouchers of $15,773.75and Fire Vouchers of $13,200.95 presented to the Commissioners for total expenditures of $28,974.70. Transfer of funds will be $15,773.75from the EMS Fund Investment Account into the EMS Fund Cash Account, and $13,200.95 from the General Fund Investment Account into the General Fund Cash Account.

Motion-Commissioner McEdwards made a motion to approve payment of EMS and Fire Vouchers for a total of $28,974.70, to transfer $15,773.75from the EMS Fund Investment Account to the EMS Fund Cash Account, and transfer $13,200.95 from the General Fund Investment Account to the General Fund Cash Account. Commissioner Smith seconded the motion. Motion passed unanimously.

Motion-Commissioner Smith made a motion to approve the September 5, 2014 payroll in the amount of $19,104.88. Commissioner McEdwards seconded the motion. Motion passed unanimously.

The Chief’s Report/Ambulance Report was presented by Chief Pat Nicholson. See attached.

Chief Nicholson explained the situation regarding paramedic response from East Jefferson Fire Rescue or Port Ludlow Fire & Rescue. The Chief will be meeting with Chief Pomeroy and Chief Martin to come up with a mutual plan.

Motion-Commissioner McEdwards made a motion to accept the Chief’s Report. CommissionerSmith seconded the motion. Motion passed unanimously.

The Volunteer Ambulance & Firefighters Association President Report was given by President Robert Gray.

The Volunteer Association is holding a Spaghetti Feed on October 15th at 6:00 pm.

Old Business

Policy 2801-Volunteer Membership Requirements was discussed. Chief Nicholson read through the recommended changes. This is 2nd Reading.

Motion-Commissioner McEdwards made a motion to approve the changes to Policy 2801-Volunteer Membership Requirements. Commissioner Smith seconded the motion. Motion passed unanimously.

Policy 4007-Ride Along/Observer Policy was discussed. Chief Nicholson gave an overview of the proposed policy. This is 2nd Reading.

Motion-Commissioner Smith made a motion to approve Policy 4007-Ride Along/Observer Policy. Commissioner McEdwards seconded the motion. Motion passed unanimously.

Policy 3900-Fire and Life Safety Inspection Program was discussed. Chief Nicholson gave an overview of the proposed policy. This is 2nd Reading.

Motion-Commissioner McEdwards made a motion to approve Policy 3900-Fire and Life Safety Inspection Policy. Commissioner Smith seconded the motion. Motion passed unanimously.

New Business

Secretary Peggy Ware explained some discrepancies in Appendix A of the Union Contract regarding the salaries of the Career Firefighters. Appendix A is finally corrected.

Motion-Commissioner McEdwards made a motion to approve the corrected Appendix A to the Union Contract. Commissioner Smith seconded the motion. Motion passed unanimously.

Vol. FF Gregory Bryant has completed his 365 day probation and task book.

Motion-Commissioner Smith made a motion to remove Vol. FF Greg Bryant from probationary status with the Brinnon Fire Department. Commissioner McEdwards seconded the motion. Motion passed unanimously.

The upcoming WFCA Conference was discussed. The three Commissioners will not be attending.

Motion-Commissioner McEdwards made a motion to approve Chief Nicholson and/or Peggy Ware’s attendance at the Washington Fire Commissioners Association Conference being held in Spokane October 23rd through 25th if they would like to attend. Commissioner Smith seconded the motion. Motion passed unanimously.

Public Comment

Commissioner Garrison asked for public comment.

John Dowd said the Emerald Towns Alliance sponsors the Shrimp Fest, and the actual Shrimp Fest Committee is down to just a few members. They are in dire need of help. John is asking the Fire Department to write a letter of support and commitment to future Shrimp Fests.

Commissioner Garrison asked the Volunteer Association and the Fire Chief to address this issue.

Motion-Commissioner Smith made a motion to adjourn the meeting. Commissioner McEdwards seconded the motion. Motion passed unanimously. The meeting was adjourned at 7:45 pm.
