TheWDOTopenedtheCTHBCbridgereplacementbidslast weekandthelowbidderwasabout$40klessthantheengineer'sestimateof$290k. **Mr.LaytondidnotexercisehisrighttogethisownappraisalforthesliverofnewR/Wrequiredforthebridge. Anacquisitionpricecouldn'tbenegotiatedthereforethenewR/Wwascondemnedlastweekforthecountyappraisedvalue.

**Designengineeringconsultantswillbeselectedattheendofthemonthforthesixbridgesapprovedfor

2013-2018FederalAidconstructionfunding. Threearecountybridges(CTHN,MZ)andoneeachfortheTownsofPortland,SheldonTomah.

**Proposalsfor2015-2020FederalAidprojectsarescheduledtobesubmittedthissummer.

**TheCTHAhillprojectwillneedtohaveapublicmeetingheldforthefullprojectandthenthedirtworkbidoutaroundtheendofthesummer.

OurAssistantMechanicwasletgoduringhisintroductoryperiod. Wewillbere-interviewing2Mechanicswhoareonoureligibilitylist frominterviewsthatoccurredaboutayearagotoseeif

theywouldbeagoodfitfortheopenAssistantMechanicposition.

Sick leaveincentivepayoutswillbeincludedinthisweek'spaychecks.TherewerearecordnumberofDepartmentemployeeseligibleforthe incentivepayoutin2014.Tenhourlyemployeesandallfivesalariedmanagementwereeligible.Twohourlyemployeesusednosickleavein2014!

JackDittmarandourinsurancecarrierrepresentative(VanceForrest)conductedasitevisitoftheCTHQhillcuton02/10/15. Asrequestedatthe02/05/15specialCommitteemeeting,JimSchroeder

attendedthemeetingandmetJackandVanceatthehillcut. Alsoin attendancewithJimwere:LaFayetteTownChair,GordonIsensee;LaFayetteTownSupervisor,RickHansen;Landowner,Junior

ViethJuniorVieth'sFarmer'sTownMutualInsuranceCompanySalesRepresentative. Jackpassedoutcopiesofthe02/13/15letterfromVanceForrestwhichexplainedthesitemeetingandoutlinedhis

recommendationsfortheCTHQhill. Jimaddressedsection15-2oftheletterwhichdiscussestaking

downareasofthehillthat"....looktobethenextlogicalsectiontofall...."especiallywherethecrackinthefaceofthehillislocatedatthistime.Theletteralso recommendsreducingthespeedlimitto 35mphinthehillcut.Jackmentionedthatthiscouldbemorequicklyperformedbyinstallingadvisory speedplaquesontheexistingfallenrockswarningsigns. MotionmadebyDavePiercetoactonandaccepttheletterfromourinsurancecarrier,seconded byNodjiVanWychen. Allayes,motioncarried.

JackDittmarexplainedthatWIWhiteSandLLChasrequestedhaulingmultiplefulllegalloadsofsandfor18monthsonCTHNfromGrosbeakAvenorthtoSTH21.Dittmarstatedthatthepreviousownerofthissandmine(Proppant),hadasimilarrequestonCTHNfromGrosbeakAvesouthtoUSH 12andtheypaidfor2inchesofextrahotmixpriortohaulingandthehighwayhasheld upfine. JackaskediftheCommitteewouldwanttohavethesamekindofrequirementfromWIWhiteSandLLCoriftheywouldliketolookatbonding.WIWhiteSandsissupposedlyworkingwiththeTownsofByronandLaGrangeastheyneedtoalsorunsometownroads.ChairmanJamesSchroederisconcernedaboutthelocalresidentswiththehauling,theamountoftrucksandthenoiseduetostoppingandstarting.Dittmarexplainedthattheywouldprobablyaverage4loadsanhourastheyarerequestingtohaul12hoursadayfor3-4daysaweek.TheywillbeloadingthesandintorailcarsatthenewAlliedCo-OpfacilitynearOcean Spray.Jackalsowantedtoexpressthattheyarehaulinglegalloads,sothereisnotalotwecanlegallydootherthanduringspringweightlimits.NodjiVanWychenstatedthatshe wouldliketoseeabondhighenoughtocoverthecostsofredoingthehighwayifdamaged.DavePiercestatedthathewantedtobesurethatthishaulingwouldnotcauseanyconcernswiththeFirstRespondersgettingthroughifneededorhavingapublicroadbeingblockedforanyreasonwithtraincars.MotionmadebyGailChapmantoacceptWIWhiteSandLLCrequesttohaulfor18monthsonCTHNintheTownofByron,seconded byDavePierce. JamesSchroederaskedCorporationCounselAndyKaftantoexplaintherevisionshehasmade bothinthedepartmentstandardoperatingpolicyandthecountyordinance. Kaftanstatedthattheordinanceisprettymuchthesameotherthanincorporatingtheoperatingpolicyjustificationsinthebeginning"Whereas"bullets.JimaskedAndytoexplainthelast"Whereas"whichaddresseslegallyestablishedATV/UTVroutesrequiringthe adoptionofaCountyBoardordinancewhichspecifiesroutes,followspublishedrequirementsandreferstoestablishmenttakingtimeandcannotbeeasilychanged.Jimisconcernedandlookingforclarificationontheverbiage"cannoteasilybechanged". Jimiswonderingifatimelineof60-90daysneedstobeputonthis. HighwayCommissionerJackDittmarexplainedthatthisiscoveredintheDepartmentpolicywhichstatesthattheroutescanonlybechangedonceayear. Kaftanmadearecommendationofchangingthis tostate somethinglike"whichtakestime,effortandmoneyforthisordinance". NodjiVanWycheninquiredastowhythepresentordinancedoesnotincludetheadditionalroutes thatwereaddedattheDecember2014monthmeeting,suchas

CTHEWfromAuburnRdtoCTHEE.Jimalsoinquiredaboutthe TownofJeffersonandtheTownofWellingtonrequests.AndyinquiredtotheCommitteeiftheyfeltallroutesshouldbeidentifiedintheordinanceastowhatmunicipalitiestheroutestraversed. KaftanalsopointedouttotheCommitteethatSection38-213 oftheordinancecovers operationrequirementsneedingtobefollowedaccordingtoWisconsinStateStatutes. Kaftanagain addressedwiththe Committeethattheymaywantto considerestablishingapointofcontactoranagentfromtheclubsandorganizationsrequestingtheroutes.Kaftanstated thatwithoutthisestablishmentitcouldbeanightmareastohowto addresstheorganization,club anditssuccessors. Kaftanalsoinquiredhowmuch responsibilitytheCommitteewanted torequirefromtheclubs. Morerigorousrequiresmoreresponsibilityfromthe clubsandless rigorousshouldersmore responsibilityonthecounty.ATV/UTVClubofMonroeCountyVicePresidentHighwayDepartmentEmployeeMike Piercestatedthatthe countymaychoosetokeep uptheATV/UTVrouteseveniftheclub dissolves. Andystillhasconcernswithanyindirectcostswhicharenotstatedinthepolicy orordinance.Jimstatedthathefeelsthecountycancrossthatbridgeofconcernasneeded. Healsofeelsthattheclubshavebeengenuineaboutthissubject JointCountyATVCouncilPresidentRogerBeanstatedthattheycanbeabackupifthelocalclubsdissolve. MikePiercestatedthatfor theroutespresently

requesteditwouldonlycostapproximately$350forthesigns. KaftaninquiredtoDittmarifthehighwaydepartmenthasabudgetedlineitemforthissignageorifitwouldbecoveredina currentlineitem?Jim stated thathewouldliketoseetheclubsrequiredtomaintaintheroutesandsigns. GaryEvertsinquiredaboutthedefinitionofacceptableforsignreplacementtime.Andyfeelsthatthesignageoftheseroutesismore regulatorythaninformational since thesignageisrequiredtolegallyridetheroutes. Jackstatedthatper Departmentpolicy,theclubshave24hoursfromthetimeitisreportedtothemthatasignneedstobefixed. Jackstatedthatifasignisdownovertheweekendandaclubdoesn'ttakecareofit,theDepartmentwillsendsomeoneouttofixthe signandwewouldbillfor theovertime. DittmarinquiredagainiftheCommittee wantedtoputtheTownofOakdaleroutes requestedontheordinanceeventhoughtheTownBoardisreallynotsureiftheyagreeatthistime. ClubmemberGaryEvertsstatedthatheisundertheimpressionthattheTownofOakdaleisreallynotopposedtoopeningtheseroutes.MotionmadebyGailChapmantomovethisordinanceandpolicyforwardtothecountyboardwiththeamendmentsofincludingtheotheradditionalroutespreviouslyrequested,secondedbyDavePierce.Allayes,motioncarried.

JackattendedanImplementsofHusbandry(loH)meetingconductedbyUWEXthis

TuesdayinSparta.

The1-94reconstructionprojectfromTomahtoWarrensstartedlastweek. Theprojectisscheduledtotaketwoyearsandbecompletedwithalltrafficdivertedontoonesideoftheinterstateasconstructiontakesplaceontheclosedside.TheWDOThasscheduledthisbi-directionaltraffic(onlyonelaneineachdirection)forthenexttwosummersincludingduringCranfest. TheCo.Sheriffisawareofthisandwillbemakingplansforbottleneckedtrafficduringthefestival.

EquipmentFacilities:

Two14+yearoldpickupsandtwo15+yearoldtri-axleplowtrucksweresoldontheWIsurplusauctionsite.

Thebudgetapprovednewcoldstoragebuildingwillbebidoutshortly.
