PROPOSALS FOR QUESTIONS TO BE CONTINUED FROM THE VIEWPOINT OF
ASIA PACIFIC REGION

This contribution proposes the Questions, which should be continued to the next study period, of existing Questions in current study period, in order to align with Regional initiatives agreed at the APT WTDC17-2 preparatory meeting in February at Papua New Guinea.

  1. Introduction

At the upcoming WTDC-17, October 2017, ITU-D work organizations such as SG structure and Questions will be discussed. Regional preparatory meetings (RPM) in ITU-D and preparatory meetings in all six regions such as APT have been held and discussed common proposals from each region including reconstruction of ITU-D work organizations.

At the 2nd preparatory meeting for WTDC17 of APT (APT WTDC17-2) in February at Papua New Guinea, the regional initiatives from Asia Pacific region, which were based on APT Strategic Plan for 2018-2020, were discussed and agreed. The regional initiatives would be submitted to RPM-ASP at Bali, Indonesia.

For the next study period, it is required to clarify the Questions to be continued of existing Questions from the view point of Asia Pacific region, by aligning regional initiatives from APT WTDC17-2, in order to focus on important or emerging study topics. In other words, it is required to pick up the existing Questions which should be contributed and/or led by Asia Pacific region in the next study period.

This contribution proposes the Questions, which should be continued to the next study period, of existing Questions in current study period, in order to align with Regional initiatives agreed at the APT WTDC17-2 preparatory meeting.

  1. Proposals

The regional initiatives of ASP region, agreed at APT WTDC17-2 meeting, was based on APT Strategic Plan with five pillars: Connectivity, Innovation, Trust, Capacity Building, and Partnership, and consisted of five parts. In order to reconstruct ITU-D work organization aligning with the regional initiatives of ASP, the Questions to be continued from existing Questions in the current study period should be clarified.

2.1 Questions to be continued

Aligning regional initiatives of ASP, this contribution proposes Questions, for each item, which should be continued in the next study period. The proposed Questions are indicated followed by “” below.

(1)ASP1: Addressing special needs of least developed countries, small island developing states, including Pacific island countries, and landlocked developing countries

 Q5/1: Telecommunications/ICTs for rural and remote areas

 Q3/2: Securing information and communication networks: Best practices for developing a culture of cybersecurity

 Q4/2: Assistance to developing countries for implementing conformance and interoperability programmes

 Q5/2: Utilization of telecommunications/ICTs for disaster preparedness, mitigation and response

(2)ASP2: Harnessing ICTs to support the digital economy and an inclusive digital society

 Q1/2: Creating the smart society: Social and economic development through ICT applications

 Q2/2: Information and telecommunications/ICTs for e-health

 Q7/1: Access to telecommunication/ICT services by persons with disabilities and with specific needs

(3)ASP3: Fostering development of infrastructure to enhance digital connectivity

 Q2/1: Broadband access technologies, including IMT, for developing countries

 Q5/1: Telecommunications/ICTs for rural and remote areas

 Q8/1: Examination of strategies and methods of migration from analogue to digital terrestrial broadcasting and implementation of new services

 Q4/2: Assistance to developing countries for implementing conformance and interoperability programmes

(4)ASP4: Enabling policy and regulatory environments

 Q1/1: Policy, regulatory and technical aspects of the migration from existing networks to broadband networks in developing countries, including next-generation networks, m-services, OTT services and the implementation of IPv6

(5)ASP5: Contributing to secure and resilient environment

 Q3/2: Securing information and communication networks: Best practices for developing a culture of cybersecurity

 Q5/2: Utilization of telecommunications/ICTs for disaster preparedness, mitigation and response

 Q6/2: ICT and climate change

In summary, this contribution proposed to continue the following Questions in the next study period at least:

Q1/1, Q5/1, Q7/1, Q8/1, Q1/2, Q2/2, Q3/2, Q4/2, and Q5/2

This contribution also proposes to add and modify the detail study items of above listed Questions, because of emerging requirements from developing countries. Detail items to be studied in the next study period should be discussed further in regional meetings.

2.2 Considering emerging issues

In telecommunication/ICT area, emerging technologies such as big data and software defined networking (SDN) have been developed and deployed year by year. ITU-D should consider how to treat these technologies from the viewpoint of developing countries.

After continuation of existing Questions proposed in section 2.1 is agreed, this contribution proposes that emerging issues, which might not be included in the listed Questions, such as big data should be discussed how to study in the next study period. The discussion should include crating new Questions for emerging issues and modifying existing Questions proposed in section 2.1.
