3.0Item Location/Description:

3.1The entire ship’s hull freeboard area from the top of the boot top to the top of the bulwarks including the;

3.1.1Hand rails

3.1.2Superstructure extending from Main Deck to 01 Deck

3.1.3Entire exterior outboard surfaces from Frames 112-125 extending upwards to the 02 deck

3.1.4The ship’s freeboard area is 14,500 square feet

4.0USMMI Furnished Materials/Equipment/Services:

4.1The following coatings and cleaners for the side shell are to be provided.

4.1.1Dimetcote 9H Green: 63 gallons

4.1.2Amercoat 240 Haze Gray: 73 gallons

4.1.3Amercoat 240 Off-White: 73 gallons

4.1.4Amershield White: 73 gallons

4.1.5Amershield Black: 20 gallons

4.1.6Prep 88: 35 gallons

4.2USMMI shall arrange for the services of an onsite Paint Representative throughout the performance period.

5.0Notes:

5.1Painting Contractor shall provide all brushes, rollers and rags, and detergents.

5.2Painting shall be done so long as weather conditions permit. Applying of paint between the hours of 1800 and 0700 is not authorized.

5.3The Contractor and all Sub-Contractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the Contractor and all Sub-Contractors, regardless of tier, must comply with the requirements of all applicable GTR's including but not limited to GTR's 1 through 7 and 21 through 29. GTRs can be retrieved from the Internet at the following URL:

5.4The Contractor and all Sub-Contractors, regardless of tier, are advised to review other work items under this contract to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work are found in Work Item 0001.

5.5The Contractor shall comply with all requirements of equipment Tag-Out Program as established by COMSCINST 3540.6, as amended, section 15.2.2, Engineering Operations and Maintenance Manual. The Chief Engineer is to administer the Tag-Out Program. Prior to the start of work, the Contractor shall contact the MLL Port Engineer and / or the Chief Engineer to coordinate the implementation of the Tag-Out Program for the entire performance period of this item. The Prime Contractor shall be responsible for compliance by both Prime and Sub-Contractor personnel.

5.6Any additional work will require a Change Order (with costs associated) submitted to the Port Engineer for approval, before the additional work is performed.

5.7The Contractor must arrange for the attendance of ABS and / or the USCG for internal exams, inspections and any tests they may require regarding any repairs.

5.8Amercoat 240 is a two part epoxy having a mix ratio of 4:1 resin to cure and avolume solid of 87%. It has been approved for use on MSC ships in virtually all areas EXCEPT potable water tanks and on NAVAIR certified decks. In actuality, Amercoat 240 is a reformulation of Amercoat 235 & Amercoat 236 (Bar-Rust 235 and 236 prior to Ameron acquiring those products as part of their purchase of Devoe Marine). This reformulation reduced the VOC level and improved the cold weather curing.

5.9Amercoat 240 is surface tolerant and will accept a hand or power tool cleaned surface. However, for severe service conditions, for example immersion service, abrasive blasting to Near White Metal in accordance with SSPC-SP10/NACE 2 and producing a surface profile of 2 – 3 mils is recommended. Alternately, provided the required surface profile exists, UHP water jetting to a WJ-2L, NV-2 condition in accordance with SSPC-SP12/NACE 5 is an acceptable alternative.

5.10In addition to its almost universal usage, another very attractive attribute is its cure at low temperatures. While cure times increase steadily as temperatures drop, it will continue to cure down to 0o F without additives or alternate curing agents. For example, a 6 mil coating will cure hard in 6 hours at 90o F, 13 hours at 50o F, 30 hours at 32o F and 48 hours at 16o F. Even at 20o F, the cure time to immersion is 7 days. Yet even with that, the pot life at 80o F is an hour and at 90o F it’s 40 minutes which, in production situations should not constitute any problem. For ship’s force maintenance applications in high temperatures, consideration should be given to ordering more of the one gallon packaging that is available.

5.11Application may be accomplished by spray, roller or brush. For spray application airless spray using a (minimum) 45:1 pump and .021” to .025” spray tip is recommended. Brush and roller application is fine for repair and touch-up work, but remember that brush or roller application yields only 2 to 3 mils DFT per coat. Multiple coats will be required to achieve the recommended 6 mil DFT per coat.

5.12(For Estimating purposes assume one (1) gal. of Amercoat 240 per 100 sq. ft.)

5.13The Transducer Well deck the space between frames 59 and 65, projecting to port approximately 10 feet from centerline, and extending upward to include the 3rd and 4th platforms.

6.0Quality Assurance:

6.1All work shall be accomplished using the guidance of MSC Standard Item #24, Topside Maintenance Recoat reference 2.1.1.

7.0Statement of Work:

7.1The ASW overboard shall be in use during this period. The Contractor shall be required to install a temporary scupper from this overboard to prevent water from interfering with this work (reference work item 0012, para 7.1.3.3).

7.2Perform a HP freshwater wash down (minimum 8,000-10,000 PSI) of the entire ship freeboard.

7.3Upon completion of the wash down, the Contractor shall ensure that the ship's equipment is protected from damage caused by blasting, dust or paint. Measures to be taken include, but are not limited to, the following:

7.3.1Plug open ends of pipes, vents and ducts.

7.3.2Grease and wrap all valve stems and exposed portions of hydraulic cylinders. Install filters on all air intake vents. Install covers on all fuel tank vents.

7.3.3In areas to be abrasive blasted and coated, take photos and record all ship's markings, including information, size and color.

7.3.4Install protective covering on all port lights and windows.

7.3.5Mask all normally unpainted surfaces such as light globes, label plates, et cetera.

7.3.6Protect running rigging (cargo falls, topping lifts, vangs, etc.) and mooring lines which cannot be stowed or removed for the duration of blasting and painting operations, by suitable means to prevent contamination by blasting abrasive, dust or overspray. The lifeboat davits, winches, sheaves and wire ropes shall be sealed off during this entire evolution.

7.4Perform a walkthrough of the ship freeboard area with the Port Engineer and onsite Paint Representative to identify all areas that shall be blasted to bare metal. For estimating purposes, assume 5,000 square feet at SSPC-SP-10 (Near White Metal Blast).

7.5Blast the areas in way of rust and mechanical damage and feather to tightly adhered paint in accordance with SSPC-SP-10 (Near White Metal) standards. Areas to be worked shall include the following:

7.5.1Anchor striker plates.

7.5.2The hawse pipes (estimate 120 square feet for both hawse pipes).

7.5.3The ASW over boards.

7.5.4Those areas identified during the walk-through after the high pressure wash down.

7.6Onsite Paint Representative and USMMI Port Engineer shall inspect the surface prior to painting.

7.7Painting shall be done so long as weather conditions permit and the application shall comply with references 2.1.2. Applying of paint between the hours of 1800 and 0700 is prohibited.

7.8Upon acceptance from the USMMI Port Engineer, apply one spot coat of Dimetcote 9H, two full coats of Amercoat 240 and one top coat of Amershield 240.For details on the paint products see reference 2.1.3

7.8.1The first spot coat is to be Dimetcote 9H Green at 3-4 mils DFT

7.8.2The second spot coat is to be Amercoat 240 shall be haze grayin areas blasted to near white metal is to be 1-2 mils DFT and in areas where it was not 5-6 mils DFT

7.8.3The third coat is to be Amercoat 240 off-white for those areas where the topcoat is white and Amercoat 240 black for those areas where the topcoat is blackboth at 5-6 mils DFT.

7.8.4One final full coat of Amershield is to be applied to the entire freeboard at 3-4 mils DFT. Prior to applying Amershield to the entire side shell, the freeboard shall be washed with Prep 88 in accordance with reference 2.1.3.

7.8.5Use two parts water to one part concentrate for general cleaning and to restore “overcoat ability.”

7.8.6Strictly adhere to dwell times, wetting and rinsing instructions.

7.8.7Protect cleaned surfaces to prevent contamination before “overcoating.”

7.8.8Apply final coat of paint within 32 hours of first application of Prep 88.

7.9The USMMI Port Engineer and onsite Paint Representative shall inspect the side shell after cleaning and prior to painting.

7.10Upon acceptance from the USMMI Port Engineer, apply the Amershield using sprayers with .015” -.019” tips at 3-4 mils DFT.

7.10.5Amershield White to those areas in white.

7.10.6Amershield Black to anchors, chains, and stenciling.

7.11Upon completion of painting, remove all masking and staging and perform a final walk-through and close out inspection with the USMMI Port Engineer and Paint Representative.

7.12Inspections and Reports; all work shall be confirmed as complete by the Contractor’s Quality Assurance (QA) representative before “call-out.” Final inspection shall be accomplished with the onsite Paint Representative and QA representative in attendance.

7.12.5Inspection: Wrapping and protection of areas prior to scaling and painting.

7.12.6Inspection: Surface preparation of SSPC-SP-11 after cleaning and prior to painting.

7.12.7Report: Mils thickness readings of first touch up coat applied after cleaning.

7.12.8Inspection: Surface preparation of side shell after applying Prep 88 Cleaner.

7.12.9Inspection: Final walk-through after final application and clean up.

7.12.10Reports: Daily readings of outside temperature, dew point and steel temperature to the Port Engineer.

7.12.11No additional work shall be completed without a Condition Report, repair proposal, cost estimate and written approval by the USMMI Port Engineer.

7.12.12Deliver .pdf copy of final Completion Report to the USMMI Port Engineer upon completion of this work item.

7.13The contractor shall prepare a paint report and submit same to the Port Engineer within three (3) days of completing the coating application. The report shall include the following data:

A. Date and time of applications.

B. Temperature, humidity, and dew point, at time of each application.

C. Dry film thickness readings (five per 1,000 sq. ft. of surface) for each coat of paint.

D. Manufacturer, Product Identification No. and Batch Nos. for each type of paint applied.

General Requirements:

8.1The Contractor shall provide all labor, materials, staging and tools required to accomplish this specification, except as specified in Section 4.0.

8.2The Contractor shall remove and reinstall interferences as necessary to accomplish this work item.

8.3Inspection and acceptance of all work shall be by the Chief Engineer and the designated On-site MLL representative (Port Engineer).

8.4No additional work is to be accomplished without prior written approval by the Contracting Officer, Purchasing Manager or USMMI Port Engineer. The USMMI Contracting Officer, USMMI Purchasing Manager or USMMI Port Engineer is the only person authorized to give the Contractor authorization to proceed with growth or new work. The USMMI Port Engineer is the single point of contact authorized to address technical questions.

8.5A Completion of Work Report describing all work that was performed will be delivered to the Port Engineer upon completion of all work.

8.6All areas involved in work or traversed by workmen or equipment shall be left clean and in good order.

TOPSIDE MAINTENANCE RECOAT

NOTE: Topside areas are defined as all vertical surfaces, from the Deep Load Line to the top of the uppermost structure, and include the freeboard area of the side shell, bulkheads of the house structure, deckhouse bulkheads, kingposts, masts, booms, davits and the undersides of overhangs. The specific areas to be dealt with shall be specified in the basic specification.

1. Provide and erect all necessary staging required for proper working conditions and inspections.

2. Provide and maintain adequate lighting, of a suitable nature, during the course of all surface preparation, coating and inspection activities.

3. Topside areas to be coated shall be high pressure fresh water washed to remove loose and flaking paint, loose scale, salts and dirt. Equipment utilized shall maintain a discharge pressure of 8,000 to 10,000 psi at a minimum flow rate of 8 GPM. Warm water (140-160 deg. F.) and a 100% biodegradable detergent shall be used. All surfaces shall be rinsed clean and allowed to thoroughly dry.

4. Upon completion of high pressure water washing, an Inspection Team composed of the MSC Port Engineer, the Paint Manufacturer's Representative and the Contractor's Rep. shall make a joint inspection of the topside area to identify areas of bare metal, blistered, cracked, peeling or otherwise deteriorated paint. Areas identified by this inspection shall be spot abrasive blasted in accordance with the Steel Structures Painting Council Surface Preparation Standards, SSPC-SP- 10, Near White Metal Blast. The edges of all spot blasted areas shall be feathered-in to provide a smooth and cosmetically appealing surface.

5. Prove deck drains clear and free flowing to the MSC Port Engineer. Plug or suitably blank the drain lines prior to the start of blasting. Upon the completion of all work, remove the blank and/or plug and again prove the drain to be clear and free flowing.

6. Make necessary removal and reinstallation of interferences in way of the areas designated to be blasted. Interferences include, but are not limited to, accommodation ladders, life rings, fire hose and associated appliances, scupper extensions, etc. Prior to initiating abrasiveblasting, the contractor shall ensure that the vessel's equipment is protected from damage caused by blasting, dust or paint. Measures to be taken include, but are not limited to, the following:

A. Plug open ends of pipes, vents and ducts.

B. Grease and wrap all valve stems and exposed portions of hydraulic cylinders. Install filters on all air intake vents. Install covers on all fuel tank vents.

C. In areas to be abrasive blasted and coated, record all ship's markings, including information, size, and color.

D. Install protective covering on all port lights and windows.

E. Mask all normally unpainted surfaces such as light globes, label plates, etc.

F. Protect running rigging (cargo falls, topping lifts, vangs, etc.) and mooring lines which cannot be stowed or removed for the duration of blasting and painting operations, by suit able means to prevent contamination by blasting abrasive, dust or overspray.

G) Protective covering shall be inspected at regular intervals, but not less than at the start of each work shift. Degraded protective covering shall be repaired prior to the restart of work. Contamination of the vessel and its equipment shall be reported to the MSC Port Engineer verbally, immediately upon its discovery, followed by a written report within four (4) hours of the verbal notification. The contractor shall be responsible for cleaning the contaminated equipment and showing that the contamination has not caused damage to same. Cost to repair equipment damaged by such contamination shall be borne by the Contractor.

9. Paint material shall be stored within the Paint Manufacturer's recommended temperature range. When paint material is being applied, ensure that the material's temperature is within the Manufacturer's recommended range, but in any case, not less than 70 degrees F.

10. Ensure the following conditions are met prior to painting:

A. Surfaces shall be clean, dry, and free of oil, grease or residue from abrasive blasting.

B. Air and metal surface temperatures shall be within the range published by the paint manufacturer.

C. The ambient air and metal temperatures register at least 5 degrees F. above the dew point temperature.

D. The relative humidity is no higher than 80 percent.

E. No coating shall be applied at temperatures below 35 degrees F. without prior written approval of the MSC Port Engineer.

11. Prior to application of any coating, the area to be painted shall be inspected and approved by the MSC Port Engineer and the Paint Rep. This includes not only the initial coat of paint, but all subsequent coats as well.

12. Blasted areas shall be spot coated with two (2) coats of epoxy paint. Each coat shall be a contrasting color to ensure full coverage.

13. All prepared areas shall be top coated with one (1) full coat of Haze Gray, conforming to No. 26270 of Federal Standard No. 595a, with the following exceptions:

1) Booms located forward of the stack shall be painted white for six (6) feet, starting from the head of the boom.

2) Booms aft of the stack shall be painted black for six (6) feet, starting from the head of the boom. Color shall conform to No. 27038 of Federal Standard No 595a.

3) The upper section of kingposts and masts, located aft of the stack, shall be painted black. Color shall conform to No. 27038 of Federal Standard No. 595a. Specific lines of demarcation shall be as identified by the vessel's paint schedule.

4) Markings on the hull and/or structure shall be as original, the color numbers for which are listed in COMSCINST 4750.2, Latest Revision, Appendix I.

5) Special Mission ships shall be painted white above the deep load line and shall be identified as such in the basic specification.

14. Restore all markings as original.

15. All coatings shall be MSC approved in accordance with COMSCINST 4750.2, Latest Revision, Appendix B.

16. The contractor shall prepare a paint report and submit same to the MSC Port Engineer within three (3) days of completing the coating application. The report shall include the following data:

A. Date and time of applications.

B. Temperature, humidity, and dew point, at time of each application.

C. Dry film thickness readings (five per 1,000 sq. ft. of surface) for each coat of paint.

D. Manufacturer, Product Identification No. and Batch Nos. for each type of paint applied.
