Health Transport Action Plan

1.0 Aim

The attached paper outlines the progress of the Grampian Health and Transport Action Plan (HTAP) and will be simultaneously reported to both Nestrans and NHS Grampian Boards.

2.0Strategic Context

Better Health Better Care committed the Scottish Government Health Directorate to develop a national approach to travel management, recognising the potential patient benefits and operating efficiencies that can come from grater co-ordination between Local NHS Board, the Scottish Ambulance Service, Regional Transport Partnerships and Local Authorities.

The HTAP also cuts across the six dimensions of healthcare quality as defined within the Healthcare Quality Strategy for NHS Scotland.

3.0Discussion

The Health Transport Action Plan has been radically reviewed in the last year with the intent of being more inclusive and applying a cross cutting approach rather than the traditional silo approach.

This has resulted in the identification of three main themes of work and consequently three sub groups which have been established to develop a work plan and key performance indicators. The three workgroups themes and sub group chairs are:

The attached paper provides the detail of results achieved thus far and highlights elements of work programmed for this year.

We have set our sights high in working towards establishing the first integrated transport and out patient booking system in the UK.

4.0Key Risks

Managing public/patient expectations in the current fiscal environment, but whilst this is the key risk, undoubtedly it also provides the driver for more efficient integrated working between partner organisations.

5.0Conclusion

Achievements have been made within the last year and it is anticipated that redefining the way the HTAP is configured should drive out significant progress this year.

6.0Recommendation

NHS Grampian Board is asked to note the attached paper outlining the progress of the HTAP andnote the intended areas of work to be undertaken this year.
