The primary purpose of this Bulletin is to disseminate voting slips for the forthcoming election to the Executive Committee and to announce our Annual General Assembly to be held on 24 May 2017.The General Assembly will be preceded by a Plenary Committee meeting on 23 May 2017.You are cordially invited to attend our Annual General Assembly where a comprehensive update on our activities will be provided.

ELECTIONS

Falko Bülling and Jean Delor have served the ANARCP Executive Committee for their term of three years.They have both again been nominated for re-election to the ANARCP Executive Committee. An additional candidate for election to the Executive Committee is Joergen Moeller. All three Résumés are detailed at Annex A.Therefore, there are three candidates for two positions on the ANARCP Executive Committee. The Voting Paper is at Annex A.Please vote for only 2 candidates.We will accept votes by either email or post.

ANNUAL MEMBERSHIP FEE

Our Treasurer and Secretary, have been checking the payment of annual membership fee. They have found that several members have not paid for some time. Those of you who are paid a pension from the NATO pension unit are encouraged to authorise payment of the annual membership feefrom your pension. This will alleviate worries about payments, which will be made automatically each year. A form to set up this automatic payment is at Annex B. Any members in arrears for 2016 and 2017 will be contacted by the Secretary.

PLENARY MEETING TUESDAY 23 MAY 2017, ANNUAL DINNER ON TUESDAY 23 MAY 2017 AND ANNUAL GENERAL ASSEMBLY (AGA) WEDNESDAY 24 MAY 2017

Please see Enclosure 3 for details of the above meetings. We hope that you will join us for the Annual General Meeting on 24 May 2017 and the Dinner on Tuesday 23 May 2017. Please note the deadline for registering for the Dinner and AGA is Saturday 29 April 2017.

FINANCES

Financial Statement for 2016 and the Budget for 2017 are at Annexes D and E. The Treasurer’s Report will be provided at the AGA in May 2017 and included in the minutes.

PROPOSAL TO INCREASE THE ANARCP ANNUAL MEMBERSHIP FEE IN 2018

As you are aware, ANARCP is a component member of theConfederation of NATO Retired Civilian Staff Associations (CNRCSA) (.The CNRCSAis an official NATO body, and acts as an umbrella organisation for all of the NATO Associations of retired civilian staff, including ANARCP, each of which is recognised by the Secretary General or one of the Supreme Allied Commanders. For some time the CNRCSA with its component organisations has been working towards harmonising, amongst other things, membership fees. The other component organisations set their annual membership fee at 20 Euro. Additionally, there is no doubt that the CNRCSA will need additional funds to defend and support its organisations and their members in maintaining pension rights, especially when the Nations intend to look at NATO pensioners’ vested rights. Expert advice and other expenditure will be needed, which will have to be foreseen and planned. There is no doubt that defending member’s rights will be increasingly expensive.

The Executive Committee of the ANARCP is firmly of the opinion that this increase is warranted and therefore propose that its Annual Membership fee be increased from 15 Euro to 20 Euro with effect from 2018. The first increase will therefore be payable from January 2018. This proposed increase will be balloted at the May 2017 Annual General Assembly.You may give your proxy vote to your NATRep, or another member attending the AGA. A copy of this proxy must also be sent by email or hard copy to the Secretary as per Annex F. Alternatively, you may vote directly to the Secretary,by E Mail as per Annex F. Voting will be in accordance with the 2015 Bye-Laws, ‘ARTICLE2: GENERALASSEMBLY’. Votes are to reach the Secretary by 29 April 2017.

RESUMÉS OF THE NOMINATED CANDIDATES FOR THE TWO POSITIONS

Falko Bülling

I, Falko B. Bülling was born on 01 Oct. 1940 in Germany. After my two years' of military service, I obtained the master degree in administrative law and personnel management and started my career as civil servant at the Ministry of Defense, Germany, section international personnel management. In 1973, I was seconded to NATO, set up the MBFR office in Vienna and was the first civilian personnel officer, NATO grade A4, when activating NAPO/NAPMA in Brussels and Brunssum, NL. In 1990, I became chief civilian personnel policy (RMC), NATO grade A5 at SHAPE. In the following 14 years, three reorganizations of the NATO military command structure, the arrival of new member states and the involvement of NATO in out-of-area operations required a thoroughgoing review of many civilian procedures including amendments to the NATO Group Insurance Contract and the implementation of numerous civilian personnel management initiatives without supervision to the benefit of the active and retired staff and the local wage rate personnel. In Nov 2004 I retired from NATO and worked two years as Principal Mediator at the Council of Europe at Strasbourg. Since 2008 I am a member of the EXCOM of ANARCP and the CNRCSA. I represent the CNRCSA as Chairman of the CNRCSA WG on Policy Insurance Matters at the related JCB WG and the GIPWG and brief the audience at the various GAs of the associations on health insurance matters (NGIC/NWS).

Although getting 77 years of age this year, I am in good health, still speak four languages and have a valid Dutch driving license.

Joergen Moeller

My name is Joergen Moeller, I am 72 years old and retired from NATO in 2004, in connection with the closure of JHQ NORTHEAST. I am Danish of nationally, but living in England.

After 8 years, in The Royal Danish Airforce, and 4 years with The European Space Agency, I was employed by NATO in 1974. From 1974 to 1984 I was with in ACE ComSec. SHAPE. In 1984, I moved to HQ Pretreavie Castle, in Scotland, as part of HQ Northwood, and was there until the HQ’s closure in 1995.

During my time with HQ Northwood, I held the position of Chairman of the NATO Civilian Staff Association for some years, but resigned for personal reasons.

In connection with the closure HQ Pretreavie Castle, as a redundant staff, I was offered a position, at HQ NORTHEAST Karup Denmark, and was there until 2004 when I retired in connection with this HQ’s closure.

During my time at HQ NORTHEAST, I was member of the Civilian Staff Association Committee, where I served as Treasure for many years.

Even, after my retirement, although I have not been a retired staff Nat. Rep. or a retired staff committee member, I have always shown interest in the Staff Associations work, and have taken part each year in the annual General Assembly, for my own cost.

I am very interested in joining the committee, and think it is worth fight for our invested right, and with this in mind our ALLIANZ insurance. As a widower, I have the time, and believe, that I can contribute something to our association.

Jean Delor

My primary work background and career has been in the finance field. I joined SHAPE in 1975 as an auditor which included verification of accounting procedures both at SHAPE and other Command HQ. My final job at SHAPE from 1992 to 1993 was as Purchasing & Contracting Officer.

While at SHAPE I was an active member of SHAPE Civilian Staff Association and also Treasurer of the Liaison Committee for 5 years. I have been a member of ANARCP since 1994 and Treasurer since 2007.

From 1995 until my retirement in 2005, I held senior procurement positions in the mobile telephone industry.

Currently I hold the position of Honorary Administrator/Treasurer for the Louis Van der Warden Foundation. This foundation is responsible for the care of orphans.

I am very confident that my experience both at SHAPE and in the private sector will enable me to make a very positive contribution to the valuable work of the Executive Committee.

Plenary Committee Meeting: Tuesday 23 May 2017

On Tuesday 23 May 2017, the Executive Committee will meet with the National Representatives and their Deputies. This meeting will start at 1400 hours in the SHAPE Club. The agenda for the Plenary Committee Meeting will be issued to the plenary committee members by separate correspondence. Those attending the Plenary Committee Meeting are asked to confirm their attendance to the ANARCP Secretary by E mail, () not later than 29 April 2017. General Assembly: Wednesday 24 May 2017

The Annual General Assembly (AGA) of the ANARCP will take place in the SHAPE Club Main Ballroom (Building 903) on Wednesday 25 May 2017. It will be preceded by coffee at 0930 hours and the meeting will start at 1000 hours. The agenda is attached but may be subject to change. Please inform the Secretary ()of any additional item you wish to propose as soon as possible. AGA Dinner: Tuesday 23 May 2017

In the evening of 24 May 2017, the annual dinner will take place in the SHAPE Club Dining Room (SHAPE Building 903). This is open to all ANARCP members and their guests. A welcome drink will be served at 1900 hours, followed by dinner. The subsidised price is expected to be approximately 45 Euros, all included. Those wishing to attend the dinner are asked to inform the ANARCP Secretary by E mail,() or by letter to ‘The ANARCP Secretary, HRM Branch, Human Resources Management Directorate, 7010 SHAPE, Belgium.’ By Saturday 29 April 2017. Hotel Accommodation

It is the responsibility of each ANARCP member to make their own hotel booking. Currently there are sufficient rooms available at The Best Western Plus Hôtel & Aparthotel Casteau and 10 rooms have been pre-booked. It is first come first served and these rooms will only remain available until Friday 31 March 2017.
