IT Cloud Computing Analyst – Washington, DC

Cowan & Associates, Inc. supports a Headquarters-level Navy organization – Chief of Naval Operations Staff (OPNAV N2N6) with a full range of activities to, as described below.

1.  Responsibilities:

·  Assist with the development and/or review of OPNAV Cloud Computing (CC). This requirement includes Task Force Cloud and other cloud related efforts. Intelligence Community Information Technology Environment (IC ITE).

·  Support required in response to an Enterprise Architecture ES) transformation mandate from the Office of the Director of National Intelligence (ODNI). The ODNI mandated transformation is the IC ITE initiative, which drives fundamental changes to the existing Navy Intelligence and Operational Architectures. Support will help drive developing and executing the Navy IC ITE adoption plan.

·  The Navy IC adoption plan will require aligning and synchronizing the efforts of several information dominance stakeholders responsible for modernizing Navy Enterprise Networks systems and programs, for procuring Afloat and Ashore Navy Enterprise Networks systems and capabilities as part of the IC ITE and JIE mandates.

·  For each specifically assigned program, project, or initiative, that is either part of or related to the AC2 IT portfolio, the Senior Analyst shall provide requirements support as follows:

·  Provide requirements identification, tracking, and integration support services to ensure Fleet and Requirements Officer (RO) priorities and objectives are fully articulated. Captured requirements must also be synchronized with and leveraged across all AC2 IT programs.

·  Monitor consolidation, migration, development, implementation, and termination efforts, consistent with Navy, Joint, and DoD Enterprise goals and objectives. Report all deviations in plans briefed by Fleet / SYSCOM / PEO / Program representatives to the designated RO.

·  Conduct reviews and provide analysis of all related Joint Capability Integration Development System (JCIDS) initiatives and associated documents (e.g. Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), Capability Production Documents (CPD), Joint Operation Concepts (JOC), and Joint Functional Concepts (JFC)).

·  Provide comments and recommended actions to the designated RO, to ensure all JCIDS documents will meet established DoD, Joint, and Navy requirements. Support coordination with the program management office and Type Commanders to determine Fleet, SYSCOM, and COCOM requirements and priorities.

·  Assist in the definition, adjudication, validation, and cross-organizational prioritization of the identified requirements.

·  Assist the designated RO with all requirements liaison and collaboration activities with other Services, the Joint Staff, and other organizations by reviewing queries, tracking issues and/or concerns, and preparing draft responses in an appropriate format.

·  Attend and summarize relevant Navy and DoD Overarching Integrated Process Teams (OIPT),

·  Provide assistance in preparing updates to acquisition and related Chairman of the Joint Chiefs of Staff Instructions and Manuals (CJCSI/CJCSM) that will impact or drive requirements.

·  Assist OPNAV N2N6 in staffing acquisition documentation, including Capability Development Documents (CDD), Capability Production Documents (CPD), and Test and Evaluation Master Plans (TEMP). This will include but is not limited to drafting the initial document, comment resolution, final smoothing, routing, and/or ensuring documents complete all appropriate compliance checklists.

·  Support the RO and OPNAV N2N6’s role as the Resource Sponsor in all phases of the budgeting process, the DoD acquisition process, technology integration processes, and logistics life cycle management processes.

·  Prepare information papers, memos, and briefs, including recommendations for integrating OPNAV N2N6 goals and priorities into the appropriate processes. Aide in the acknowledgement, coordination, and closure of all SIPRNET, NIPRNET, and JACO “taskers” assigned to branch ROs supporting the AC2 IT portfolio and related efforts.

·  Ensure daily blog entries are made for all open tasks. Monitor, validate, and coordinate due dates and blog entries daily for the AC2 IT portfolio when assigned branch tasker coordination responsibilities.

2.  Required Skills/Experience:

·  Minimum Experience: Five (5) years of progressive experience (at least three (3) years of which were in a managerial capacity) in requirements analysis, data mining, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.

·  Knowledge of Department of Defense Cloud Computing, program and planning analysis is highly desired.

·  Three (3) years of professional experience providing analysis at higher level military staffs, preferably Pentagon or Washington, DC area.

·  Excellent analytical skills. Executes basic technical tasks, and applies analytical problem solving methodologies. Assist in the development of procedures and protocols for conducting analyses.

·  Expert at Microsoft Office Suite, including Access, PowerPoint, Excel spreadsheets and Word. Excellent “people” skills, and communications skills, both oral and written.

3.  Education: Minimum Bachelor’s Degree in a related field of study.

4.  Personnel Security Requirements: U.S. Citizen and required to have a current Top Secret - SCI clearance.

5.  Place of Performance: On-site at Pentagon in Washington, DC.

6.  Travel and Other Direct Costs (ODC): Analyst may be required to travel within CONUS. Travel shall be consistent with the amounts and limitations specified in the Joint Travel Regulations (JTR). All travel must be approved by the government before any costs are incurred.
