IS006 - Passenger Bus Services, Bus Stops & Shelters Policy

  1. Purpose and Scope of the Policy

Purpose:To guide the development of passenger bus service, bus stops and bus shelters in meeting Council’s obligations under relevant legislation

To promote dialog with relevant agencies on behalf of shire residents better transport facilities

  1. Policy

Council recognises that a safe, efficient and effective public transport system is important for the Shire’s economic development and the well-being of its residents. Council recognises the diverse needs for public transport in the Shire:

  • Residents commuting to employment in the Melbourne metropolitan area and Ballarat;
  • Residents without access to private cars, especially the young and the elderly;
  • Residents travelling to Melbourne or AvalonAirports or interstate;
  • Tourists visiting the Shire.

Council acknowledges its legal obligations under State and Federal legislation and seeks to foster a partnership with Government instrumentalities to provide and maintain public transport infrastructure (in particular bus stops and shelters).

Scope

This policy applies to infrastructure relating to passenger bus services, bus stops and bus shelters. This policy does not relate to school bus stops and shelters, which is the subject of school bus stops and school bus shelters policy.

“Council will advocate on behalf of its constituents the development of a transport network in which the different modes of public and private transport are interconnected to maximise opportunities for a variety of means of travel.

Council will pursue partnerships with State instrumentalities for the provision and maintenance of appropriate and agreed public transport infrastructure which comply with federal Disability Discrimination Act requirements.”

Priorities for upgrading bus stops and providing bus shelters

In implementing this policy, priority for upgrade of stops to DDA compliance, and the priority for provision of new bus shelters, will have regard to:-

  • whether stop is a terminal
  • proximity to health facilities
  • proximity to aged care and senior citizen facilities
  • proximity to shopping centres
  • proximity to schools and pre-schools
  • observed high patronage at a particular stop
  • available shelter and seating near the stop

Implementation

This policy takes effect immediately upon approval by Council. The General Manager, Infrastructure and Strategic Development, is responsible for implementing this policy by making the Policy and associated strategies and procedures accessible to all staff.

All relevant officers are responsible for using this policy when assessing requests or proposals for upgrading of bus stops or shelters.

End of Policy

  1. Note the legal obligation under the federal DDA legislation for the provision of compliant bus stops.
  1. Authorise the Chief Executive Officer to sign the ‘Bus Stop Funding Agreement between the Director of Public Transport and Council’.
  1. Authorise negotiations with DOI for DDA funding subsidy for bus stop locations prioritised in accordance with criteriain the Policy.
  1. Endorse the draft Bacchus Marsh Town Bus Service Review on the basis of the assurances and commitments subsequently provided by DOI.
  1. Agree to a six month trial of the Bennett Street route proposal to ascertain the need for an indented bus bay.
  1. Endorse the Passenger Bus Services, Bus Stops & Shelters Strategy.
  1. That Council seek an overall review of bus services in Bacchus Marsh after a period of 24 months.
