At the time of writing (Jan 2017) all passengers and their luggage are being security screened at the airport railway station before passengers are allowed into the terminals. Please allow extra time for this.
Welcome Reception
A welcome reception will be held at the Royal Military Academy on Tuesday 30 May from 1830 to 2000. The cost of this reception is included in the conference fee. We hope you will be able to attend.

The Euro-ISME AGM will be held after the final conference session on Thursday 1 June. All members are welcome and are encouraged to attend.
RESTRAINT IN WAR: ESSENTIAL FOR A LASTING PEACE ?
To create the conditions for a just and lasting peace, we have to consider the relationship betweenius ad bellum,ius inbelloandius post bellum.Some say that the criteria of ‘right intent’ and ‘reasonable prospect of success’ -- reminiscent of the just war tradition -- have served as the driving influences to promote both ius inbelloas well asius post bellum.
At present,ius inbellois a highly technical body of law, which is fully understood only by experts. Its utility should be to guide and regulate the conduct of participants in conflict and military operations, both as protagonists and as individual citizens with duties to humanity. As a chapter of law and ethics, it is almost invariably seen as independent of ius post bellum. In our 2017 conference however, we seek to determine the roots of restraint in all ‘arms bearers’ (to use the ICRC’s term) and whether such restraint can, favourably or unfavourably, influence the establishment of a durable cessation of hostilities and a peaceful resolution to the conflict, and thus influence the application of ius post bellum.
The academic study of the relation between restrained behaviour on the battlefield and ius post bellumis still in its infancy. The considerations of the latter still consist mainly of principles of governance and reconstruction, rather than ethics. Thus, we hope that EuroISME’s conference on the relation between restraint on the battlefield and the establishment of peace, will further understanding of this issue.
EuroISME consistently promotes the search for principles of ethical guidance. At our 2017 conference in Brussels we will discuss questions such as – ‘To what extent does respect for humanitarian law and military ethics – the right intent – facilitate the conclusion of peace, and by implication, does such respect serve ius post bellum?’ ‘Should the technical rules of ius inbelloand principles ofius post bellumbe reinforced through conduct based on human virtues and values, such as altruism, magnanimity and forgiveness, in order to make a lasting peace possible?’
Submissions
If you wish to make a submission, please submit your text of no more than 600 words to before 15 March 2017. It should include your name, rank, address for correspondence, institutional affiliation on the cover page of your text. Since the working language of the conference is English, all submissions must be made in English. We will make our best endeavours to offer the authors of all submissions the opportunity to speak at our conference. Based on the maturity and the number of contributions as well as the time available, a selection may be made by the Programme Committee. Papers on other topics of military ethics than the conference theme are, in principle, also welcome.
Please note that all participants must complete a registration form. Making a submission and notification of its acceptance does not preclude the requirement to complete a registration form.
Conference publication
EuroISME intends to publish the most salient manuscripts in its bookseries International Studies on Military Ethics, which is published by MartinusNijhoff, an imprint of Brill. Manuscripts which demonstrate the necessary scholarship will be considered in this context.
