CIRCULAR

In terms of the provisions of Right to Information Act-2005, the Commission vide various Orders had designated officials as CPIOs in Central Office as well as in Field Offices of the Commission. Out of which, some Jr. Level officials were designated as CPIOs due to non-availability of senior level/appropriate officials in their respective offices.

The function of CPIO being of an important and time bound nature,the Ministry of MSME has raised question for designating Jr.Level officials. Hence, to avoid any sort of complication in future the CPIOs are required to be nominated among proper level of officials i.e. from suitable level of seniority not below the rank of Supdt. or equivalent.Thus,the field offices in which the CPIOs have been nominated from the Jr. level posts are hereby requested to propose the names afresh accordingly. The offices where proper level of officials are not available the CPIOs in such offices may be designated among In-charges of State/Divisional Offices.

Further, it has come to the knowledge that some of such designated CPIOs who have been transferred to some other offices or retired from the services of the Commission, but no proposal/intimation have been received from the field offices for designating the CPIOs in their place.

Therefore, all the Directors/In-charges of field offices are requested to intimate the changes, if any, in the designated CPIOs due to their transfer/retirement etc. and also provide the names of official to be designed in their place. This information should reach this Directorate on or before 30th March, 2010 by E-mail ID No. OR through Fax. If no information is received from any office within prescribed time limit, it will be presumed that there is no change in the designated CPIO. Besides, e-mail ID of designated CPIO may also be communicated so as to upload the same in the website of KVIC along with their name, designation and address.

Since, the details of such functionaries is to be sent to the Ministry and also is to be placed on the website of the Commission, updated information is necessarily required by the Directorate of Administration.

In future, information on transfer/retirement etc. of the official who have been designated as CPIOs may be provided regularly in time.
