1. Full Instructional Quality Commission (Commission or IQC)

A. Call to Order

Commission Chair Isken called the meeting to order at approximately 1:06 p.m.

B. Salute to the Flag

Commissioner Spykerman led the salute to the flag.

C. Overview of Agenda

There were no changes to the agenda.

D. Approval of Minutes for the Following Meetings (Action):

  • September 24–25, 2015 IQC Meeting
  • October 8–9, 2015 History–Social Science Subject Matter Committee Meeting (SMC)

ACTION: Commissioner McTygue moved to approve the minutes. Commissioner Shiels seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (16–0). Commissioners Liu and McCarty were absent from the meeting.

E. Report of the Chair

Commission Chair Isken reported on the successful English Language Arts/English Language Development (ELA/ELD) Framework launch events. In 2016 more launch events are to come. She and Commissioner Wild attended the November State Board of Education (SBE) meeting. She was happy to report that the SBE adopted the IQC recommended 2015 ELA/ELD instructional materials. Last, she reported that she had the opportunity to work with some school districts that are initiating their ELA/ELD instructional materials adoption processes. With this adoption being framework based, districts are doing extensive work in the study of the ELA/ELD Framework as they consider their instructional materials.

F. Executive Director’s Report

Tom Adams, Executive Director,reported on the math placement and college course conference he and Commission Vice Chair Honig attended and the 2015 STEM Symposium he, Commissioner Foster and Science Framework writer Maria Simani presented at. At the November SBE meeting, the Board approved the revised Science Framework Timeline. In addition, he reported that on December 15, 2015 Commission Chair Isken, the Curriculum Framework and Instructional Resources Division (CFIRD) staff, and the ELA/ELD framework writers will conduct an entire California Department of Education (CDE) staff training on the ELA/ELD Framework. Last, Dr. Adams reported on some leadership changes. Lupita Cortez Alcalá is leaving the CDE to be the Executive Director of the California Student Aid Commission and that he will succeed her as the Deputy Superintendent of the Instruction and Learning Support Branch. He will continue his role as Executive Director of the IQC until May 2016 at which time he will transition his duties to the new hire.

G. Report from the State Board of Education

SBE liaisons Ilene Straus and Patricia Rucker reported on the activities of the SBE. At the November SBE meeting, the Board appointed five new IQC members to replace the commissioners with terms that will be ending. The new IQC members are:

2. History–Social Science Subject Matter Committee

SMC Co-Chair Honig called the History–Social Science (HSS) Subject Matter Committee (SMC) meeting to order.

A. History–Social Science Framework for California Public Schools: Kindergarten Through Grade Twelve (Information/Action)

SMC Co-Chair Honig reviewed the HSS SMC meeting of October 8–9, 2015 and went over the attachments to the agenda item, including the lists of recommended edits to the framework.

SMC Co-Chair McTygue explained how she and Co-Chair Honig reviewed the submitted comments on the revised draft received through October 19, 2015, and developed the list of additional recommended edits that were provided in Attachment 3. She noted that there are a few areas where she is still working on final language that will be reviewed by Co-Chair Honig prior to the posting of the draft for the second 60-day field review in mid-December.

The Commissioners discussed the lists of proposed edits to the framework. Commissioners Flores and Isken suggested additional edits. After the discussion, Commissioner McTygue moved to recommend the revised list of SMC edits to the History–Social Science Framework to the full Instructional Quality Commission. Commissioner Isken seconded the motion.

4. Science Subject Matter Committee

SMC Chair Rob Foster called the Science SMC meeting to order.

A. Science Framework for California Public Schools: Kindergarten Through Grade Twelve (Science Framework), 2016 Revision (Information)

SMC Chair Fosterprovided an overview of the Science SMC meeting on September 24–25, 2015, and reported that the draft Science Framework is now posted on the Science FrameworkWeb page and is available for the first 60–day public review period at

SMC Chair Foster asked Cynthia Gunderson, Acting Administrator, and Bryan Boyd, Science Consultant, for the CFIRD to provide the next steps of the Science Framework revision process. Cynthia Gunderson acknowledged the diligence and attention to detail of the Science SMC and IQC members who reviewed the revised drafts, thanked CDE staff who worked on revising the individual chapters, and thanked the science writers for their hard work. Bryan Boyd identified edits that were not in the posted draft chapters because the writing team required more time and thought to complete these items. He also stated that various Divisions from the CDEwill review the draft document during the first 60–day period and will provide feedback related to their specialized area at the Department. Bryan noted that some IQC member terms were ending and theywould not be available to provide input at the next Science SMC Meeting. He provided an opportunity forcommissioners to share some general additional edits or changes for possible consideration as the draft is going through the first review period.

SMC Chair Foster recognized and congratulated Commissioner Dean Reese for being a 2015 Finalists for Presidential Awards for Excellence in Mathematics and Science Teaching.

3. English Language Arts/English Language Development Subject Matter Committee

SMC Co-Chair Galvan called the meeting of the ELA/ELD SMC to order.

A. ELA/ELD Framework for California Public Schools: Kindergarten Through Grade Twelve (Information)

Cynthia Gunderson, Acting Administrator for the Curriculum Frameworks Unit, provided a review of the successful framework launch events held across that state. Locations included San Bernardino, Butte/Chico, and Orange counties. Additional events are scheduled for 2016 in Los Angeles County in January and Santa Clara County in April.

The committee was also updated on additional resources that were to be added to the ELA/ELD Framework Web pages, including the Executive Summary of ELA/ELD Framework Summary, a guide for California educators in the use of the content, sections, and components of the framework. In addition, the first resource guide that focuses on meeting the needs of English learners was shared. The guide will be organized into four areas of focus as possible entry points into the ELA/ELD Framework and contain reflection and discussion questions and activities. Additional guides will be forthcoming that will cover the five themes: meaning making, effective expression, content knowledge, language development and foundational skills.

The organization of the information on the CDE’s ELA/ELD Framework Web page is also being redesigned to make the content more accessible and easier to navigate.

B. 2015 ELA/ELD Adoption of K–8 Instructional Materials (Information)

SMC Co-Chair Wild continued the meeting to the next item on the agenda. Jim Long, lead consultant on the adoption, briefed the committee on a number of post-adoption activities and updates, including the recent posting to the CDE’s ELA/ELD Instructional Materials Web page of SBE Adoption Report, the final list of adopted programs, the State Superintendent’s letter to the field, and the latest bulletin from the CDE to participating publishers. The bulletin contains guidance to publishers regarding dates and procedures for completing the edits and corrections that were noted in the Instructional Quality Commission’s Advisory Report and that the SBE requires before the adoption action can be considered final.

The committee was also briefed on the results of the evaluation surveys that were gathered after deliberations. The survey results confirmed what the committee members experienced as panel facilitators: the lessons learned from the April, 2015 Session I training (decrease presentations and increase interactive/collaborative activities at the table level), when applied to Session II greatly improved the training experience for the reviewers; the deliberations sessions evaluations were positive in the main, but they also contained some key recommendations worthy of consideration: keep the presentations to a minimum; turn presentation topics into table activities; increase collaborative work; spend more time on the practice piece that focuses on mastering the process of checking citations and taking notes; and finally, more time from publishers on how to navigate their program materials and less time on how their materials meet the evaluation criteria maps and the standards maps.

5. Health Subject Matter Committee

SMC Chair Jose Flores called the Health SMC meeting to order.

A. Health Framework Revision (Information)

SMC Chair Flores informed committee that the framework for health had last undergone a major revision in 1994 and needed to be revised to reflect the Health Education Content Standards adopted by the SBE in 2008, new research on effective health education, and current state statutes. He also reported on interdisciplinary health-related activities in his school district. He noted that work cannot begin on the framework until the IQC and CDE have funding to do the work. CFIRD staff provided an update on laws related to the framework that had been enacted in the last few years and in the 2015 legislative session.

ACTION: Commissioner Honig moved to recommend the revised draft of the History–Social Science Framework to the SBE, with the understanding that he and Co-Chair McTygue would finish the last few remaining edits recommended by the Commission and then review the document before it is posted for the second 60-day field review. Commission McTygue seconded the motion.
