145g) District Councillor’s Community Fund – The Community Fund request for the Ring & Ride bus service has been declined. Still awaiting news on the Village Hall application.
161b) Rural Skip – The date of Saturday 7th February 2009 has been booked, but the venue to be confirmed nearer the date.
161e) Rural Aid – Awaiting news on applications.
161f) Hedge Cutting - The overhanging limbs along the allotment hedge have now been removed. Coun.Elliott to ask the contractor to now come back to trim the hedge.
181d) Bertram Fletcher Robinson – Mr.Paul Spiring will visit 1st July meeting.
184a) Potholes – Confirmation had been received that the potholes in Coombefishacre will be attended to and should have been carried out by now. With regard to the Mayfair Rd repairs, confirmation had been received that these were being carried out on 26th March, however, this has not been done.Action: The Clerk to make enquiries.

198) DISTRICT COUNCILLOR’S REPORT– Coun.Elliott
Coun.Elliott had nothing specific to report concerning Ipplepen, but advised that discussions were taking place within TDC at the moment concerning the review of the structure of local government in the county of Devon being undertaken by the Boundary Committee for England.

e) Richard Younger-Ross MP – Individual letters to all councillors had been received concerning the closures of post offices in Teignbridge.
f) Boundary Committee for England – Confirmation that the Boundary Committee is starting a review of the structure of local government in the county of Devon. A copy of the poster is on the notice board. The Committee will be working with local authorities to identify potential concepts for new unitary authorities up until the 11th April. In July 08 the Committee intends publishing a detailed draft proposal for consultation with one or more county-wide models of unitary local government for Devon. The consultation period is likely to be twelve weeks. The deadline for the review is the 31st December 08 with final decisions being made early 2009.
g) Village Hall – A letter of thanks had been received from the Village Hall Committee in answer to our support for the work on re-surfacing the car park and to also advise that Mr.Egerton has stepped down from being Secretary and has been replaced by Mrs.Sheila Stacey.
h) Audit Commission – Mr.Alun Williams has been appointed as our external auditor.
i) Police Authority Liaison Meeting – 7th April 7.30 at Newton Abbot Town Council – Topic ‘Neighbourhood Policing’
j) Abbfest Beer & Food Festival – A request had been received for funding assistance. Action: Parish Council’s are not permitted to fund events such as this.
k) Newton Abbot & District Community Plan being launched at Bearnes Primary School, next to Argos on Saturday 5th April, 2008 between 2-6pm.
l) Gate in fence at Tremlett Grove – An email had been received advising that the fencing still had not been repaired. Action: Amenities to chase up this matter with Roger Southwood.al

Millennium Centre
The next meeting of the Management Committee is due to be held on Friday 2nd May, 4.30pm.
The drain covers still need to be dealt with. A request had also been made by Pre-School to have a door bell put on the door to enable them to lock the front door to stop passers by using the toilet. The council felt that locking the front door could be a Health & Safety issue, but Coun.Heath requested it to be put in the minutes that strangers should not be permitted to enter the building or use the toilet. Action: It was therefore agreed that a sign be put outside stating ‘No unauthorised Access’.
Finally, Amenities to check that the metal carpet strips are now satisfactory, before the builder’s cheque for final payment is sent.

Coun.Smith was unable to attend the last meeting held on the 27th March.
Stoneycombe Liaison Group
Coun.Tompkins had attended the above on the 19th March. No complaints had been received relating to traffic or any other activities by the quarry. It is their intention to hold an open day sometime during the summer. A monitoring inspection was done during November 07 to check that the site is complying with their planning conditions and they received a clean bill of health. Sales had gone down a considerable amount as had the recycling figures, but they were confident that these would increase. Coun.Tompkins advised that he will chase up the remedial work needed on the footpath to ensure that it is safe in time for the Beating the Bounds event.
200) Ipplepen Library
Coun.Popham had prepared a comprehensive draft report, which had been circulated to all members of the council. Comments need to be returned to Coun.Popham by the 15th April. The Chairman advised that the next step would be for Coun.Popham and Coun.Mrs.Northwood to meet with members who wish to be involved with the Action Group and discuss with them the Parish Council’s final report with a view to then speaking to DCC to obtain a firm commitment that they will supply a complete library service, before we entertain the provision of a building.
201) AMENITIES – Coun.Tompkins
a) Handyman–It was reported that the handyman has not been fulfilling his duties and had intimated that he wished to resign. As no time sheets had been received for the latter part of March, a letter had therefore been sent requesting confirmation as to whether he wished to continue and if we had not been informed of his intentions by the 28th March we would assume that he no longer wished to be our Village Handyman. Action: The Clerk to check with the legal department at TDC to ascertain whether we are now in a position to terminate his employment and to advertise for a replacement. As the school holiday break is imminent and nobody is emptying the bins at present, Amenities would take this on board and find a temporary means of attending to this issue. Coun.Tompkins mentioned that the bins in the play park/skatepark have now been secured in place.
b) Play Area Project – Coun.Heath advised that the team had met on the 25th March. Poole Farm has agreed to hold a barbecue at the beer festival and will donate £100 towards the play project. All future meetings will be held the last Tuesday of each month, therefore the next four months will be:
